A one-day conference was held on December 15, 1988, in Utrecht, the Netherlands, on various possibilities to combat traffic jams. The conference was centred around two themes: a) integral approach of traffic and transport systems, technical as well as managerial; b) integral approach of the design and maintenance of roads and pavements. Attention was paid to: a) the accessibility of the Randstad area in the Netherlands; b) the future of the Dutch Railways; c) the Hamburger Verkehrsverbund (HVV); d) integration of public transport in the northern part of the Dutch Province of Groningen; e) traffic and road engineering aspects of traffic jams; f) modern road construction techniques to combat traffic jams; g) international research programs of SHRP (Strategic Highway Research Program) and OECD (Organisation for Economic Cooperation and Development) and their importance for the Netherlands.
AN ALTERNATIVE LINE OF APPROACH FOR THE SOLUTION OF THE TRAFFIC AND TRANSPORT PROBLEM: A STUDY OF THE OELE COMMITTEE AND LE BLANC COMMITTEE --VIEW ON ROAD CONSTRUCTION: A TASK; RESEARCH, FINANCING, INSTRUCTIONS, AND LEGISLATION IN ROAD CONSTRUCTION; PAPERS PRESENTED DURING THE SYMPOSIUM 1987

The Dutch minister of transport and public works is deeply concerned with the development and flow of traffic and transport in the Netherlands in the years to come. The traffic volume will grow faster than predicted, the accessibility of essential economic centres in the urban agglomeration of western Holland (the randstad) stagnates through traffic jams at peak hours, and the improvement of the infrastructure remains delayed due to the lack of funds. Parallel with an initiative of the authorities to study the possibility of a 'mobility-scenario', the business community -as economically interested parties -convened the oele-committee (projects) and the le blanc-committee (finances). They had to study and formulate possible short term solutions for the expected congestion of traffic and transport in the years to come. The reports of both these committees are published in full after the authors' introduction. For the covering abstract of the conference see IRRD no 815506.

The general framework serves as a control of mobility in the Dutch society, which is effected by related measures and developments.

The author tries to make a reasonable case for the observation that mobility is an extensive social problem. An effort to co-ordinate the activities of the organisations and businesses involved is essential. The central government has to take advantage of this cooperation and has to take its responsibility. The development of a decisive and coherent policy is necessary as a guide for the efforts of others. For the covering asbtract of the conference see IRRD no 815506.
