Pavement management systems in Australia - current development and aspirations for the 1990's

In Australia, there is a considerable range of road usage patterns. In responding to this broad range of road usage, the road engineering community in Australia has developed considerable expertise in low cost pavement construction and maintenance techniques. All of the states in Australia, including New South Wales (NSW), are looking to pms (pavement management systems) to evaluate the plausible contribution it can make as a management tool. The New South Wales department of main roads, (DMR, NSW) is considered to be approximately four years into a seven to eight year full implementation program and its approach is described here as illustrative of the direction of pms in Australia. DMR, NSW, To date, has concentrated effort on the analysis to optimise selection of works within a district allocation choosing to adopt, improve and modify the ramsdo1 program for Australian conditions generally and the drm, NSW explicitly. Ramsdo1 was originally developed by the Texas transportation institute at the Texas A&M university. The NSW version is referred to as ramsdmr and incorporates Australian condition, treatment and performance input, as well as improved report formats. Implementation has been well received due to the logical nature of the inputs required for the ramsdo1 integer programming algorithm. The national association of Australian state road authorities (NAASRA) is monitoring developments within the Australian state road authorities with the explicit aim of national coordination (a).
