      <title>NEW CAT ASPHALT COMPACTOR</title>

      <description><![CDATA[Caterpiller Inc. of Peoria, Illinois, announced the availability of a new double-drum asphalt compactor in the 10-ton class, the CB-534.  The CB-534 is powered by Cat's 3304 DIT turbocharged diesel engine, rated at 92 kW/125 hp. Its new three amplitude drum vibration system extends application flexibility when working on thin, medium or thick mats and helps in matching the optimum centrifugal force to various material characteristics.  Vibration can be selected for either the front, rear or both drums simultaneously.  The vibration control system automatically starts drum vibration once the machine reaches rolling speed and stops vibration before the machine comes to a halt to prevent accidental indentations in the mat caused by vibrating the drum in place.  The operator retains full manual control of vibration on/off selection with the touch of a switch mounted on the propel lever.  Its new Automatic Speed Control (ASC) System allows the operator to pre-set a precise operating speed.  Once the speed is set no further adjustments are required throughout the job, yet full manual control of machine speed is always available.  The ASC System also gives noticeably smoother machine starts and stops for a scuff-free mat surface.]]></description>

      <description><![CDATA[THE RAPID DEVELOPMENT OF THE FREEWAY NETWORK HAS CREATED MAINTENANCE PROBLEMS, PARTICULARLY IN METROPOLITAN AREAS WHERE IT HAS BECOME INCREASINGLY DIFFICULT TO PERFORM THE MAINTENANCE FUNCTION WITHOUT SERIOUS INTERRUPTION TO THE TRAFFIC FLOW. IN VIEW OF THIS THE MICHIGAN DEPARTMENT OF STATE HIGHWAYS AUTHORIZED THE FORMATION OF A COMMITTEE TO STUDY THE FEASIBILITY OF COMPLETE CLOSURES FOR PORTIONS OF THE DETROIT FREEWAY SYSTEM IN ORDER TO PERFORM MORE DIFFICULT MAINTENANCE OPERATIONS UNDER 'NO TRAFFIC' CONDITIONS. THIS ARTICLE REPORTS ON THREE COMPLETE NIGHTTIME CLOSURES WHICH HAVE TAKEN PLACE ON SECTIONS OF DETROIT FREEWAYS. FROM THESE EXPERIMENTS OF NIGHTTIME MAINTENANCE AND TOTAL CLOSURES IT WAS CONCLUDED THAT THIS TYPE OF MAINTENANCE OPERATION IS NOT ONLY FEASIBLE BUT IS DEFINITELY MORE ECONOMICAL THAN TRYING TO DO THE WORK UNDER NORMAL TRAFFIC CONDITIONS. THE EASE AND CONTROL OF PERFORMANCE MOBILITY UNDER CONDITIONS OF TOTAL CLOSURE GENERALLY ASSURES MORE SATISFACTORY RESULTS THAN COULD BE OTHERWISE OBTAINED. THE CLOSURE ALSO PROVIDES THE AFFECTED PUBLIC UTILITIES WITH AN OPPORTUNITY TO PERFORM NECESSARY MAINTENANCE UNDER MORE FAVORABLE CONDITIONS THAN EXIST DURING NORMAL WORKING HOURS AND HEAVY TRAFFIC VOLUMES.]]></description>

Also, special provisions have been written into some construction contracts, such as requiring an extra traffic lane during rush hour and financial incentives to get the work done early.]]></description>

      <title>POTHOLE COST AVERAGES $17</title>

      <description><![CDATA[Michigan's first major thaw revealed numerous potholes, cracks and disintegrating pavements.  The Michigan Department of Transportation (MDOT), the 83 county road commissions and hundreds of municipalities are working constantly to patch and repair Michigan's highways.  MDOT estimates it will use at least 18,000 tons of patching materials during the first six months of 1989 to patch 9,550 miles of state highways.  The average pothole requires 30 pounds of filler and costs an average of $17 to repair. MDOT's preventive maintenance measures for its highways include a special crack-sealing program using a "hot-pour"liquid material and weight restrictions on certain highways during spring break-up.]]></description>

The improvements include dispatch and management offices, employees rooms, and bus maintenance and storage areas.  The rural systems serve residents, including many senior citizens and handicapped individuals, who rely on the local services as their primary mode of transportation.  Ridership on Michigan's 57 rural public transit systems in 1988 totaled 5,585,000, an increase of 12 percent from 1987.]]></description>

Some projects have federal, state and local participation, while others have state and local only.  Federal and state dollars for airport development are from restricted, user-generated funds, with revenues coming primarily from aviation fuels and passenger taxes, and also aircraft registration fees. The approved projects are listed, along with a brief description of each and the amount allocated.]]></description>

      <description><![CDATA[The Michigan Department of Transportation's 10-year program to improve 4,800 miles of the 9,550-mile state highway system by 1994 is on schedule.  By the end of 1989, work will have been completed or started on nearly 2,500 miles of the total system.  Work will start this spring (1989) on a 14-mile section of I-69 Freeway between Lansing and Charlotte, the final segment of Michigan's 1,177-mile Interstate freeway system started in 1956, and is scheduled for completion late in 1991. All five are based on new frames that feature rolled section design to improve strength.  New suspension system mountings allow a greater range of suspension movement for a smoother ride and reduced frame stress.  Revised steering geometry also reduces frame stress and improves control.       <description><![CDATA[Lone Star Industries has developed a new cement which they are calling Pyrament.  It hardens in only a few hours, allowing road crews to mend or pave high-traffic highways and open them to traffic with minimal interruption.  During a demonstration the concrete was placed at 9:30 a.m. and was rock hard by lunchtime.  Pyrament costs six to eight cents a pound, about twice as much as ordinary cement.]]></description>

      <title>RECYCLE ERA NEARING END</title>

      <description><![CDATA[The Michigan Department of Transportation plans to allow recycled concrete for use on shoulders only in the 1989 highway construction season.  Engineers are reinstating the use of virgin aggregates in concrete mixes for mainline pavements.  At the same time, requirements are planned to use 100 percent crushed for open graded base with a prime coat of bituminous emulsion applied to the top of sand after compaction.  In addition, drains are to be placed under each lane.  Not all recycled concrete has performed as expected. For a period Michigan made extensive use of recycled concrete for mainline paving on I-94 and I-96 freeways, taking advantage of a 5% cost bonus offered by FHWA.]]></description>
