SINCE THE ROAD SURFACE CONSTITUTES THE VISUAL BACKGROUND FOR THE ORIENTATION OF THE ROAD USER, AND THE RECOGNITION OF OBSTACLES AND OTHER ROAD USERS, MEASUREMENT OF REFLECTING QUALITY SHOULD BE AIMED AT SELECTING THAT WHICH MOST EFFICIENTLY AIDS THE EYE. BECAUSE OF THE VARIATION IN THE EYE CAPACITY OF INDIVIDUALS, SUCH AN INVESTIGATION SHOULD BE BASED ON AS WIDE A RANGE AS POSSIBLE OF STATISTICALLY PREPARED CRITERIA.
