Since the introduction in 1992 of the Journey Planner has given m than seven million times information on journeys by telephone. Th development of the Journey Planner has been ongoing. The main new developments are the integration of more and more information, an the use of telematics in the near future to provide still more information in an easy way at less costs.
2001: A PUBLIC TRANSPORT ODYSSEE? PUBLIC TRANSPORT IN NIEUW-OOST

In the beginning of 1994 the central government, the province of North Holland and the region of Amsterdam did agree on the design of the New East region of Amsterdam. In the region twelve thousand houses will be built by the city of Amsterdam, and the government will finance the infrastructure, the sanitation of the soil, and exploitation of the ground. This paper discusses the question if the public transport in the New East region will be optimal, and will satisfy to the aim of a public transport modal split of 60%.

Results are presented of a survey into the effects of a limited entry policy for the underground railway. Reasons were the not paying passengers, the use of drugs and the lack of safety in the metro. Possibilities for the policy are the use of tourniquets, a better control of the tickets, automatic entree controle. The latter with a metro ticket with a magnetic strip. A study has been made for the development of such a ticket. For the covering abstract of the conference see IRRD 884059.

PUBLIC TRANSPORT, PERSONAL MOBILITY AND SOCIETY

Improvement of public transport can provide an important aid to the reduction of traffic congestion in urban areas, in particular in peak hours. But improvements in the road network and a better public transport will not be sufficient to obtain the requirements of the reduction of waiting times with 66 percent. Therefore other measures should be taken which guide the mobility, such as road pricing, higher prices of fuel, and a more stringent parking policy. Public transport can be an important alternative for mobility for those people which will use the car less, due to these measures.

In 1988 RAIL 21, Tracks into a new century, was presented as a look into the future. Now the circumstances for personal railway transport has been changed, responsibility for infrastructure and exploitation is separated. The need for infrastucture has become bigger, there is more flexibility wanted in management, operating costs are no longer financed, and there are more requirements as regards safety, speed, environment protection, and investments. This report discusses these problems and presents some recommendations for the modifications in RAIL 21. For the covering abstract of the conference see IRRD 884059.

THREAT AS CHALLENGE

In rural areas public transport is threatened by decreasing numbers of passengers, retrenchment policies, and competition from other transport modes or by private transport companies. But these issues can also be a challenge for improvements and modifications such as a better information and marketing, better possibilities for changing transport, shorter waiting times, downgrading the demand on quiet hours, integration of taxi transport and improvements of provisions. More knowledge of passenger characteristics is also wanted. For the covering abstract of the conference see IRRD 884059.

INVESTMENT IN THE IMPROVEMENT OF QUALITY LEADS TO MORE PASSENGERS

Public transport companies must change from product directed policies into passenger directed policies. In the region of the city of Arnhem a test has been done into new methods of marketing. Some conclusions show that car users perceive their journey time lower than the real journey time while public transport passengers perceive their journey time equally. The operating costs of the car transport are estimated too low, and car users estimate the costs of public transport too high. Most car users have no good information on the possibilities of public transport, and car users as well as public transport passengers consider the car as the most comfortable transport mode. Investment in public transport will only lead to increased use when the service levels are improved. For the covering abstract of the conference see IRRD 884059.

ARE THE OPERATING COSTS OF THE TRAMWAY TOO HIGH?

The operating costs of urban public transport, consisting of costs per kilometer, costs of personnel and costs of capacity, must be covered in the future for 50% by the income of the transport company. This report gives an insight into the highness of these costs and by which methods these costs can be influenced. The tram has the highest costs, the speed and the distance between the stops are comparable with the bus. As long as this situation is maintained, it is better to change the policy from tram into bus. For the covering abstract of the conference see IRRD 884059.

The policy of the Dutch central government regarding public transport is to decrease the financing by the government, and to stimulate the public transport companies to be more self supporting. The consequenses are quick main transport lines with relatively less stops. On the contrary the accessibility and availability of public transport is important to be competitive to the car. A plea is made for an extra investment of 100 to 200 million Dutch guilders per year that can improve the infrastructure of public transport in such a way that it can decrease the use of the car.
