ON THIS SECTION OVER 3 MILLION CUBIC YARDS OF PEAT, IN DEPTH UP TO 36 FEET, WERE ENCOUNTERED. THE PEAT WAS EXCAVATED BY DRAG- LINES BUT ON A FEW SHORT SECTIONS THE DISPLACEMENT METHOD OF BOG-BLASTING WAS USED. BOTH METHODS ARE DESCRIBED. THE EMBANKMENTS WERE FORMED WITH IMPORTED BROKEN ROCK-FILLING BUT ON ONE CONTRACT NATIVE CLAY FILL WAS USED IN SOME EMBANKMENTS. HOWEVER GOOD THE DESIGN OF ROADS MAY BE, THE PROBLEM IS HOW TO PERSUADE PEOPLE TO USE THEM IN A SAFE AND SENSIBLE MANNER AT ALL TIMES. FROM THE HUMAN STANDPOINT, ONE OR MORE OF FOUR FACTORS CONTRIBUTES TO AN ACCIDENT: PHYSICAL (LACK OF SKILL, FATIGUE, ALCOHOL, EYESIGHT, HEALTH AND AGE), MENTAL (STRESSES AND STRAINS OF DAILY LIFE, AND ADOLESCENCE), TEMPERAMENTAL (SELFISHNESS AND LACK OF THOUGHT OR CARE). THE REMEDIES APPLIED TO THE ROAD ACCIDENT SITUATION ARE AKIN TO THOSE USED BY A TEACHER IN ORDER TO DEAL WITH A CHILD WHO IS MISBEHAVING VIZ: (1) ISOLATE HIM OR CHANGE HIS ENVIRONMENT, (2) PUNISH HIM, (3) PERSUADE HIM TO DO BETTER NEXT TIME, (4) INSTRUCT HIM ON WHAT HE SHOULD DO. IT OUTLINES THE EXISTING CHANNEL CROSSING FACILITIES AND FORECASTS THE FLOWS FOR 1975-76 WHEN THE TUNNEL IS EXPECTED TO BE OPENED, AND THE PROPORTION OF THIS TRAFFIC WHICH IS LIKELY TO USE THE TUNNEL. IT DESCRIBES THE FACILITIES WHICH WILL BE REQUIRED AT THE TERMINAL AND THE DIFFICULTIES OF CHOOSING A SITE OF 600 ACRES IN AN AREA OF OUTSTANDING NATURAL BEAUTY. THE TWO DIAGRAMS CLEARLY ILLUSTRATE THE TRAFFIC FLOWS ON THE TWO MAIN APPROACHES TO THE CHANNEL PORTS WITH AND WITHOUT THE CHANNEL TUNNEL FACILITIES, AND THIS SHOWS QUITE CLEARLY THAT THE TRAFFIC PROBLEMS IN KENT ARE VERY LARGELY CONCENTRATED IN THOSE AREAS NEAREST LONDON. UNFORTUNATELY, WITH THE INCREASE IN THE NUMBER OF TRAFFIC SIGNS AND ROAD MARKINGS THERE IS A DANGER THAT THE PROPORTION OF UNSATISFACTORY ROADS MAY INCREASE. THE WORBOYS REPORT ESTIMATED THAT THE CHANGE-OVER OF THE 1,600,000 SIGNS IN THE UNITED KINGDOM WOULD COST ABOUT $60 MILLION. THERE ARE NOW SEVERAL MILLION SIGNS, WITH A VERY HIGH TOTAL CAPITAL COST AND THE PROSPECT OF A MAJOR AND RAPIDLY INCREASING MAINTENANCE BILL. ROAD MARKINGS, WITH AN ANNUAL MAINTENANCE EXPENDITURE OF $8 MILLION FORM AN ESSENTIAL PART OF THE TOTAL AIDS TO MOVEMENT BUDGET. PART I LOOKS AT THE MAINTENANCE OF TRAFFIC SIGNALS FROM A NATIONAL (U.K.) POINT OF VIEW. SATISFACTORY MAINTENANCE OF SIGNALS DEPENDS NOT ONLY ON THE RELIABILITY OF THE EQUIPMENT AND THE SPEED OF FAULT CLEARANCE BUT ALSO ON THE EARLY DETECTION OF FAULTS.
