The definition of "rural" was based on the locality code used by law enforcement on crash report form.  Study results show that approximately 42,500 speed related crashes take place in rural and mixed development areas of the state each year, killing an annual average of 575 people and injuring thousands.]]></description>

The UNC Highway Safety Research Center is working to save lives by joining with members of North Carolina's Hispanic community.  In a project funded by the N.C. Governor's Highway Safety Program, HSRC is exploring the causes for these crashes and deaths and researching the seat belt use of this population.  By teaming highway safety experts with the leaders of the hispanic community, researchers hope to reduce traffic related deaths and injuries in this quickly growing population.]]></description>

      <description><![CDATA[Graduated driver licensing (GDL) is a licensing system for young drivers being adopted by many U.S. states and increasing numbers of countries worldwide.  The North Carolina system took effect in December 1997.  It is a licensing process that makes learner permits mandatory, requiring a full year of supervised driving, and pushes the minimum age for getting an unrestricted license from 16 to 16 1/2.  This article discusses a study that will involve 900 sets of parents and teens who fall under North Carolina's new GDL system.]]></description>

This article describes how that first step has now grown into a national effort that attracted over 300,000 children, community leaders and parents in 1999.  For the year 2000 event, National Walk Our Children to School Day will be joined by Great Britain, Canada, Australia and New Zealand to create the first ever International Walk to School Day.]]></description>

      <title>NEW NORMS CAMPAIGN TARGETS STUDENT MISPERCEPTIONS ABOUT DRINKING</title>

      <description><![CDATA[Funded by the National Highway Traffic Safety Administration and the North Carolina Governor's Highway Safety Program, the UNC Highway Safety Research Center is working toward changing the skewed student perception of how much UNC students drink.  This is the second phase of an ongoing HSRC study involving the use of breathalyzers to measure student alcohol use.  Following the campaign, researchers plan to collect more breathalyzer data to determine whether student drinking patterns have changed.  The study is a new approach to preventing excessive drinking as well as drinking and driving.]]></description>

      <description><![CDATA[Research shows that residents in cities and suburbs usually buckle up more often than rural residents.  In North Carolina the difference in belt use rates between urban and rural areas ranges from three to 14 percentage points. Bertie county, a rural county in eastern part of the state is addressing its low belt use.  The program is part of a research project conducted by the UNC Highway Safety Research Center.  The article describes this program that aims to motivate rural residents to buckle up.  Upon completion of the program later this year, committee members and project staff will compile experiences and results into final reports.]]></description>

State lawmakers are discussing a bill that would enact a graduated driver licensing system.  In simple terms, graduated driver licensing (GDL) slowly introduces novice drivers to the driving task through multiple provisional stages before full licensure. Components of the system include three provisional licensing levels, adult supervision requirements, nighttime driving restrictions, mandatory seat belt use by vehicle occupants, and required periods of violation-free driving.]]></description>
