      <title>Review of transport systems management applied to truck operations</title>

      <description><![CDATA[In this paper, the application of tsm to truck operations is reviewed. The paper examines selected existing tsm programmes and assesses their impact on truck operations.  To the extent that tsm assists traffic flow generally, these programmes can be said to assist truck traffic.  However, several tsm programmes give priority to certain classes of vehicle at the expense of other classes, and if trucks are included in the latter, these programmes are potentially disadvantageous to trucks.  The paper goes on to explore the possibility of developing tsm programmes aimed explicitly at reducing the costs of goods movement, as distinct from facilitating the movement of passengers.  The possibility of including trucks in passenger oriented tsm programmes is raised.  Finally, the paper addresses the question of transport policy with respect to including truck operations in tsm programs.  The assessment of trade offs between passenger oriented and goods oriented programs, and the problems of evaluating benefits of tsm are discussed (a).]]></description>

      <title>The dynamics of the personal travel system</title>

      <description><![CDATA[The paper presents a dynamic interaction model which takes an overview of total travel.  This has been developed by shell Australia in order to explore the effects of increasing affluence, government policy and other factors on future energy requirements for the transport of people.  The model simulates future travel, year by year, allowing for feedback effects such as congestion, pollution and the marginal value of time.  Estimates are made of personal mobility by considering the demand for travel and modal choice.  The dominant role of the care is emphasised.  The impact of income and government policy on the demand for travel and on modal choice is evaluated.  The paper discusses the structure of the model and the relationships used therein.       <title>Towards an integration of macro transport modelling and micro-economics</title>

After outlining the components of such models and some desirable properties for them, the welfare theoretic basis for evaluation is sketched and the consumers surplus approach extended to include the perceived/ resource cost distinction. Issues arising from this distinction are discussed.  A model of demand for trips is proposed and some results of an application given. Deficiencies in macro transport models are considered and an approach to land use interaction suggested.       <title>A more critical look at some of the assumptions used in allocating commonwealth government assistance for land transport investment</title>

      <description><![CDATA[The history of recent commonwealth assistance for roads and urban public transport reveals that there is often a dichotomy between, on the one hand, the assumptions used in both federal planning and programming and social cost benefit evaluation in relation to such assistance, and on the other hand, the practicalities of trying to centrally control and direct this assistance and the actual practices adopted by transport administrators when making their investment decisions.  This paper looks at several features of recently evolved federal controls over the use of roads and urban public transport assistance provided by the commonwealth.  It then briefly examines divergences between the investment patterns indicated as warranted by social cost benefit evaluations and that pattern resulting from commonwealth legislation.       <description><![CDATA[A common view of trucking company operators is that prices are quoted and vehicles operated by a series of "seat of the pants" decisions with an annual review of profitability by an outside accountant employed to minimise the amount of income tax to be paid.  Unfortunately, this is true of many operators, but increasingly the larger trucking companies recognise the need to maintain accurate cost records if they hope to enjoy long term viability. This paper outlines the costing systems used by the transport group within BMI and endeavours to explain both the reasons for the adoption of each system and the use made of the data which is produced.       <title>Pedestrian planning in the central area</title>

      <description><![CDATA[Pedestrian circulation planning follows the same general procedures utilized in comprehensive land use and transport planning.  Key steps are: reconnaissance and inventory; analysis of characteristics; demand forecasting; concept and alternative developments; and plan formulation and appraisal. This paper discusses the first three steps.  It summarises salient pedestrian travel behaviour and characteristics in central Perth. It outlines two different pedestrian demand models, a density model and a gravity type model, for the noon and evening peak periods.  It discusses pedestrian planning standards and principles, determines some short term circulation deficiencies, and recommends circulation improvements.  The Perth central area pedestrian study, conducted for the Perth metropolitan region planning authority provided the basis for this paper.  (A)]]></description>
