      <description><![CDATA[The FHWA Value Engineering program began with the passage of the 1970 Federal-aid Highway Act.  Since that time the FHWA has encouraged State highway agencies to incorporate Value Engineering Contract Provisions (VECP) into their Federal-aid highway construction projects.  As a result VECPs have been developed by over 30 State highway agencies for use in their construction contracts.  The purpose of this study is to determine if the Federal-aid Highway Program is receiving the maximum benefits from the use of VECPs in Federal-aid construction contracts.  This report makes several recommendations to State highway agencies, contractors and the FHWA which should increase the use of VECPs and improve the review and acceptance process of contractor proposals.]]></description>
