      <title>THE TRIAL SCHEME FOR THE DEVELOPMENT OF PUBLIC TRANSPORT : AN OVERALL EVALUATION OF 1991 AND 1992 PROJECTS</title>

      <description><![CDATA[The Ministry of Transport and Communication's Trial Scheme for Public Transport was established in 1991 and continued in 1992-95. Experiments with fares, service routes/small buses, increased frequencies, local express services/high standard services, information to travellers, terminuses and stops, and marketing, show that it is possible to get more travellers to use public transport services. In the 1990-93 period, passenger figures rose by 30 per cent in Kristiansand. The small bus services in particular, have attracted new passengers. The different measures attract different groups of passengers, but it seems that for every car user public transport recruits, it also recruits a passenger who used to walk/cycle or not travel at all. In the 1991-93 period 438 mill NOK was allocated to a total of 511 experiments, which the Ministry of the Environment also supported. All projects are evaluated locally and analysed by the Institute of Transport Economics (TOEI).  In 1993 TOEI organized a conference for the participants in the programme.  The intention was to exchange experiences from various experiments.  The report gives a summary of the conference proceedings.(A)]]></description>
