      <title>THE DISCOUNT RATE IN THE ECONOMIC EVALUATION OF PUBLIC SECTOR TRANSPORTATION PROJECTS</title>

      <description><![CDATA[This Technical Report will ultimately form part of a manual on the evaluation procedures for transportation planning. It is based on an earlier Report (RT/66/80) which discussed the rate of discount which should be used in road engineering studies, but is extended to cover all transportation projects. The ground covered by the report includes the selection and usage of an appropriate discount rate, the effects of inflation and briefly, the role of economic evaluation in the final decision-making process. It is recommended that if time permits, the effect of changing the rate of discount in a project be ascertained by means of a sensitivity analysis, but if this is not possible a rate of 10% equivalent to the social opportunity cost of capital be used.]]></description>
