      <description><![CDATA[This report describes the dynamic cone penetrometer (DCP), its use, and the application of data obtained by its use. Procedures are presented for using the DCP to measure soil strength and correlating DCP index with CBR strength values required for operation of aircraft and military vehicles on unsurfaced soils.  Procedures are also presented for using the DCP to evaluate aggregate surfaced roads and airfields for military operations based on the existing soil strength conditions.]]></description>
