The idea was developed as part of an OECD project focused on the economic evaluation of long-life pavements. The EMOGPA innovation has the potential to reduce the NZTA annual low noise surfacings maintenance budget to 1/6 of its current estimated value. In the collaborative environment fostered by NZTA and Fulton Hogan the challenge to manufacture and laydown EMOGPA, which included the use of bitumen extended two pot epoxy binder that no-one had ever used in hot mix asphalt manufacture in a continuous mix asphalt plant, was accepted.
