      <title>PLANNING PRACTICE FOR MAJOR TRANSIT INVESTMENTS</title>

      <description><![CDATA[A structured planning process, developed by the Urban Mass Transportation Administration (UMTA), has been applied over the past ten or more years by local and UMTA officials in the planning of major transit projects for which federal funding is proposed.  The quality and efficiency of many aspects of the procedures have improved as experience has accumulated.  An earlier phase of this project, as reported in NCTRP Report 4, "Improving Decision-Making for Major Urban Transit Investments," contributed to this evolving process.  This follow-on project was aimed at evaluating the state of the art of current standard planning practice, leading to further recommendations for improvements with particular emphasis on the alternatives analysis program.  A series of tasks was designed, beginning with a workshop to critique then-current UMTA alternatives analysis guidelines. This was followed by a survey of transit agencies and officials.  The final task was to develop recommendations: 1) for UMTA on changes to guidelines for technical work, and 2) for transit and other local agencies to assist them in programming appropriate technical work levels and otherwise improving the quality of alternatives analysis studies. Because the final report from the project will not be published in its entirety, this digest summarizes the findings with respect to the alternatives analysis guidelines and details the recommendations offered with regard to the local planning process.]]></description>

      <title>ELECTROLYTIC CORROSION IN DC-POWERED TRANSIT SYSTEMS</title>

      <description><![CDATA[Historically, DC-powered rail transit systems have been constructed and operated with little consideration for the control of stray earth currents.  While their prevention is a major design factor in construction of new facilities, stray currents have caused unaccountable corrosion costs to operators of buried utilities and other metallic underground structures in the vicinity of older rail systems.  Other problems created by stray currents include hazards of fire, explosion, and environmental pollution.  This digest presents the essential findings from NCTRP Project 48-1, "Corrosion Attributed to DC-Powered Transit Systems," conducted by IIT Research Institute, Chicago, Illinois.  The project working plan called for completion of several tasks including a survey, a workshop, a bibliography, and a research action plan for the future.  Among the reports containing the findings of this project are the following, which are summarized in this digest:  Literature Review Report, Engineering Practices Report, and Report on a Research Plan.]]></description>

      <title>PREDICTING AND DEALING WITH TRANSIT BUS OPERATOR STRESS</title>

      <description><![CDATA[NCTRP Project 33-1 was initiated in response to a need to develop techniques for dealing with bus-operator stress that is likely to affect job performance.  The bus operator's job includes constant contact with the public, strict schedule adherence requirements, and the physical and emotional demands of operating a large vehicle in congested traffic. Therefore, transit properties are faced with the need to select individuals, for the job, who possess the basic ability to cope in this environment. Further, many transit properties are, or are interested in, providing stress management training to both new hires and experienced operators.  The first objective of NCTRP Project 33-1 was to develop a preliminary device (questionnaire) for predicting stress susceptibility of bus operator job applicants. Because of limited funding, validation of the stress-measurement instrument was not included in the scope of work.  The second research objective was to develop training materials that would be directly useful to transit properties in modifying existing programs or in designing new programs.  The Stress Management Training Program contains six modules.  The first two modules are identical for both bus operators and for supervisors and are designed to increase participants' awareness of the general nature of stress regardless of source.  The purpose also is to help participants learn management strategies to prevent or reduce stress.  Of the remaining four modules, two are intended for new bus operators, and two are intended for their supervisors.  The third objective was to compile a Stress Management Resource Guide to facilitate the identification of related references and materials.  The Resource Guide is a management tool intended to help administrators design and implement a stress management program.  It lists various resources that might be useful to administrators who feel that a stress management program would be helpful at their agencies.  Additionally, the Guide will be useful to those conducting training in identifying available sources for obtaining the necessary background information and any supplemental materials that might be required.       <title>MODULAR APPROACH TO ON-BOARD AUTOMATIC DATA COLLECTION SYSTEMS--SEMINAR</title>

      <description><![CDATA[On March 11 and 12, 1986, a seminar addressing on-board automatic data collection systems was sponsored by the National Cooperative Transit Research and Development Program (NCTRP).  Forty-three individuals attended the seminar, which was held at the National Academy of Sciences facilities in Washington, DC.  The seminar was organized by The MITRE Corporation as a follow-on to the research performed by MITRE on a NCTRP project titled:  "A Modular Approach to On-Board Automatic Data Collection Systems." This Digest summarizes the presentations and discussions at the seminar.  It was evident from the attendance and discussion at the seminar that a number of changes had taken place since the conclusion of the NCTRP research effort and, in particular, since the last formal meeting on the subject of automated data collection, a 1982 working group meeting sponsored by the Transportation Systems Center (TSC).  While the TSC meeting was attended almost exclusively by U.S. transit agencies and U.S. equipment suppliers, the NCTRP seminar attracted nearly equal numbers of U.S. and Canadian representatives, plus representatives from three foreign suppliers.  In addition, the developments at the seminar indicated not only increasing technological maturity, but also a greater emphasis on system modularity.]]></description>

      <title>NATIONAL TRANSIT COMPUTER SOFTWARE DIRECTORY</title>

      <description><![CDATA[To facilitate the efficient creation and application of computer software related to the transit industry, the National Transit Software Directory has been compiled.  It contains almost 30 transit application programs submitted by more than 80 organizations.  The directory's contributions come from organizations or individuals who develop, distribute, use, or sponsor the development of application software.  Contributors are transit agencies; local, MPO, state, and federal government agencies; consultants; transit management companies; software vendors; and universities.  To be eligible for entry, software must be applicable to specific transit functions or standard business functions with a demonstrated application in transit; it may be operational, under development, or in testing.  The software may operate on any type or size computer, in any language; it may be proprietary or in the public domain. Utility tools and general business programs without a demonstrated application in transit are excluded, as are undocumented software products.  The directory includes the program's purpose and features, descriptions of the hardware and operating system environment, transit agency characteristics, and how to find out more about the software.  Information for the directory is collected through distribution and retrieval of a three-part survey form; data collection is contiuous to ensure accuracy and keep the source up-to-date.  To expedite data entry and processing, skilled personnel are not required for data entry or other operating functions, and the directory's programs are largely self-instructional.  The directory's management system is dBASE II by Ashton-Tate.  A six-volume directory containing descriptions of nearly 300 transit-related computers is available on request.  The software operates on hardware as follows: Vol. 1: IBM 360/370, IBM 30 Series, and Amdahl; Vol. 2: Burroughs 1855 and 1955; Vol. 3: IBM 43xx Series; Vol. 4: IBM Systems 3x Series; and Vol. 5: non-IBM or Burroughs mainframes and minicomputers (CDC, DEC, VAX, HP, UNIVAC, etc.). Programs are organized by application: 100--Accounting; 200--Financial Management; 300--Administration; 400--Operations Planning, Scheduling and Management; 500--Passenger and Service Analysis; 600--Transit System Planning; 700--Maintenance and Material Management; and 800--Engineering and Construction Management. Information may also be obtained by searching the directory for programs that satisfy a particular set of criteria, such as function of interest, transit mode of interest, transit system size, equipment type and manufacturer, operating system, and language.]]></description>

      <title>PROJECT TO SYNTHESIZE INFORMATION ON TRANSIT PROBLEMS</title>

      <description><![CDATA[Under National Cooperative Transit Research and Development Project 60-1, Synthesis of Information Related to Transit Problems, a series of documented reports on current practices in areas of concern has been developed.  Each is a compendium of best knowledge available on measures for resolving specific problems.  The 13 topics which are subjects of NCTRP studies are listed.  The American Public Transit Association is responsible for the NCTRP Technical Steering Group of industry and government representatives which identifies and prioritizes the suggested problems. Factors considered in problem selection are: (1) Widespread interest; (2) Timeliness and critical nature with respect to economics, safety or social impact; (3) Lack of uniformity or consistency on the part of the operating agencies practices or validity of some practices appears questionable; (4) Quality and quantity of available data shows need to organize what has already been learned; (5) Topic should not be superseded by some research already known to be in progress.  The administrative procedures for handling the topics is described.]]></description>

      <title>REVIEW OF LITERATURE RELATED TO BUS OPERATOR STRESS</title>

      <description><![CDATA[Bus drivers must not only have vehicle operating skills but must also be able to deal effectively with the public. Training and discipline may not overcome psychological factors and resultant stress may lead to other job-related problems. At present no single method of selecting or training bus operators with respect to psychological stress is considered generally acceptable by transit agencies. NCTRP Project 33-1 is to produce an evaluative method or questionnaire to be part of the bus-driver-selection process, as well as a training module to help drivers deal with stressful situations and another module for supervisors that will enable them to recognize stress symptoms. Preliminary findings of the literature review for this project are given in this digest. This review is presented in 3 parts: (1) Occupations stress in general; (2) Stress specifically associated with bus drivers, and (3) Existing stress measurement instruments. Although the final products of Project 33-1 will be issued later, the literature review does provide an advance indication of the nature and potential applicability of those products.]]></description>
