      <title>Assessing the Representativeness of Survey Respondents for Micro-Level Network Resilience Modeling</title>

      <description><![CDATA[Traditional modeling exercises in network robustness and related areas have primarily been done using aggregate data. Recent thinking suggests that a micro-level approach, using individual establishments as the unit of analysis, can improve the accuracy of models for characterizing existing conditions on the network. As the freight flows originate and terminate with individual firms, such an approach would allow for a more accurate depiction of freight flows in a regional context. However, the data requirements are more intensive than aggregate methods due to the need to collect detailed information about shippers. Even when such data is collected, the representativeness of the collected records must be examined to avoid any potential bias when performing statistical analysis. To this end, this study examines a dataset consisting of survey responses from Canadian business establishments that is considered for application in a micro-level modeling exercise. The survey collected data from over one thousand Canadian firms, including information about the respondent establishments’ characteristics, such as industry classification and employment size, and their shipping activities, such as goods classifications and origin and destination locations. For this data to be applied to a modeling exercise with any accuracy, it must be ensured to be representative of the entire population of Canadian shippers. The aim of the current paper is to determine the reliability of this dataset through exploring its representativeness. This will be done by analyzing the distribution of responses within the survey records, as well as comparisons with Canadian national averages for industry classifications, establishment locations, and other characteristics.]]></description>

      <title>Accounting for Bias and Between-Laboratory Testing Differences</title>

      <description><![CDATA[Over the years many highway agencies in North America have made a valued commitment to End Results Specifications (ERS). As a direct result, it is believed that the quality of our roadways has improved. Material testing plays an important role in measuring this quality and is an integral ERS component. There are several common techniques used to quantify allowable differences in means between testing laboratories. However, there is currently no standard method which properly quantifies and removes inter-laboratory bias in setting these tolerances. This paper examines the bias between Quality Control and Quality Assurance laboratories and its impact on acceptance. Data from several projects in Canada and the United States are used to examine the components of testing variability in asphalt pavement construction and to separate the bias for further analysis, using a new statistical approach. Statistical formulations and case studies are presented to illustrate how implementation of the new methodology would impact current ERS protocols in North America. Among the case studies presented are several projects involving the Illinois Department of Transportation, where the current ERS specification utilizes contractor data in establishing percent-within-limits based pay factors.]]></description>

      <title>Expansion of a GPS Truck Trip Sample to Remove Bias and Obtain Representative Flows for Ontario</title>

      <description><![CDATA[This paper identified two types of bias, industry and distance, found in a sample of GPS derived truck trips. A method was established to remove the industry bias using trip rates and expanding by the population of firms in a given zone. In addition, distance bias was accounted for by utilizing the IPF method to match total estimated zonal production and attraction (from the first expansion) while maintaining the origin-destination patterns obtained from the 2006 CVS survey created by MTO. A second expansion was then applied by optimizing the expanded GPS totals with the truck totals from survey station points located along major Ontario routes.  The total trip productions and attractions generated from the analysis provided a better representation of truck trips in Ontario compared to the original sample while closely matching the aggregate totals observed on the road network. However, the microscopic behaviour of individual trips is lost at an aggregate level. To retain the travel behaviour of vehicles, we plan to utilize the original sample to synthesize a full population of trips by using methods such as combinatorial optimization (Ryan et al., 2009). In such a case, the synthesis algorithm can be used to ensure that the aggregate zonal totals by industry type are maintained. Such a method has been applied before for expanded trip rates. For example, Goulias et al. (2014) used population synthesis to expand a household survey in California. After the trips are synthesized, our data can then be used in microscopic transportation models (such as truck tours) without the biases inherent in the original GPS sample.]]></description>

      <title>Measure of Uncertainty: Essential Considerations and Useful Tools for Safety Practitioners and Decision-Makers</title>

      <description><![CDATA[Safety practitioners are benefiting from an increasing volume of research that quantifies collision prediction so that a single and precise collision frequency can often be calculated. However, decision-makers are often interested in determining two additional qualities of a safety analysis: accuracy, and the worst-case (and/or best-case) scenario. Though the discussion of variability often removes the possibility of a single precise answer, the examination of errors can quantify the confidence associated with an analysis and therefore greatly increase the defensibleness of an analysis and the soundness of any decisions based thereon (particularly in economic applications). Furthermore, where error can be quantified, there is an opportunity for the safety professional to justify departing from the mean predicted values based on their expertise and experience, as well as a deep knowledge of the relevant research and underlying data sets. This paper presents three methods of discussing uncertainty, or variability, in safety analyses. The application of this information in conducting comparison studies of alternative intersection control is highlighted in a case study that demonstrates how the confidence and defensibleness of safety analyses is improved. These methods present a practical continuation to Highway Safety Manual processes and can serve to enhance an agency's safety policies.
