Making Headways: An Analysis of Transit Demand on an Emerging Corridor in Vallejo, CA

The Sonoma Blvd Specific Plan (the Plan), set to be approved in the summer of 2017, is a bold re-envisioning of an auto-centric corridor in Vallejo as a dense community supportive of walking, biking, and transit as well as auto trips. The proposed changes are substantial (road diets, added density, new intersections, etc.) and aim to change urban form, as well as travel behavior. This report investigates how travel behavior might change and what sort of transit improvements can be supported by the Sonoma Blvd Specific Plan. To do so, and fully understand the factors that determine transit demand on Sonoma Blvd both now and in the future I asked three questions: (1) How do existing demographic/socioeconomic factors influence demand? (2) How will access to--and the reach of--transit change under the Plan? and (3) What treatments can Vallejo and SolTrans pursue to maximize transit use along Sonoma Blvd? I used three different approaches to answer these questions: (1) A quantitative analysis of the demographic and socioeconomic profile of Vallejo, (2) a GIS-based multimodal accessibility model to measure the effect of density and network changes on walkability (and the walkability of transit), and a transit cost estimation model. Findings show that the Plan sets up some of the valuable pre-conditions of healthy transit service and that transit service improvements can help attract additional riders. Through increased density created by the Plan and improving transit service by decreasing strategic headways, Vallejo should see modest increases to transit ridership.
