Armed-conflict accessibility and equity in Kharkiv's public transport system

Protracted armed conflict in Ukraine has disrupted urban mobility, yet reconstruction agendas still privilege strategic corridors and macroeconomic recovery over minimum everyday access. This paper develops a conflict-sensitive framework to evaluate how public transport accessibility and equity evolve under wartime degradation, and the extent to which a minimum public transport function is preserved under progressive conflict and energy-system stress. We model Kharkiv's multimodal transit system at the Traffic Analysis Zone (TAZ) level across three empirically grounded scenarios: a pre-invasion baseline, a post-invasion configuration with partial operation under available power, and a severe blackout stress scenario in which electricity-dependent passenger services are assumed unavailable. Accessibility is measured through stop coverage, stop density and number of modes per TAZ, while equity is assessed through damaged versus non-damaged zones, inhabited transit deserts and vertical-equity indicators based on transit travel times to the city centre, interpreted as time-loss penalties caused by disruption. Results show a staged transition from a dense multimodal network to a bus-only lifeline. Aggregate coverage declines moderately, but TAZs without any service and inhabited transit deserts increase sharply, while multimodal redundancy collapses. Damaged zones start from systematically longer trips and experience larger increases in travel times, zero-access status and time-loss penalties, with the damaged/non-damaged travel-time ratio rising from 1.31 to 1.56 between baseline and blackout conditions. The study reframes critical transport infrastructure as a multiscalar system and proposes securing at least one operational and reasonably timed public transport connection for every inhabited, non-destroyed TAZ as a core criterion for conflict-sensitive reconstruction and resilience planning.

The new urban backlash: the narrative of motorist populist movements in Estonia, Poland, and Ukraine

This article describes the phenomenon of urban populism using the example of motorist backlash movements, which in their declarations struggle to defend the rights of drivers, while in practice they try to block the introduction of any restrictions on individual motorization. These movements are becoming a significant actor in contemporary urban policymaking, serving as an example of the global populist turn. Motorist populists employ tactics and narratives akin to those used by their municipalist counterparts, i.e. organizations that employ the right-to-the-city framework. Drawing on a content analysis of in-depth interviews with activists from Tallinn (Estonia), Warsaw (Poland), Lviv and Kyiv (Ukraine), this article investigates one specific layer of the still‐understudied populist turn in urban policymaking. It appears that two basic types of motorist populist narrative can be distinguished, both aiming to influence broader electoral platforms as well as superficially technocratic policymaking.

Evolution of European Air Traffic from 2022 Onwards

The war in Ukraine caused by Russian Federation military invasion on February 24, 2022, had a significant impact on configuration of airspace used by civil aviation for global air transportation. Restricted flight regions caused a significant increase in the index of airplane trajectory inefficiency that is a result of airplane trajectory re-planning to avoid entering the risky airspace. Closing full Ukrainian airspace led to the relocation of a portion of Ukrainian cargo and passenger traffic to airports in neighboring countries. Configuration of dangerous airspace directly affected global transportation flows between Europe, North America, and Asian destinations. In this paper, the evolution of air traffic caused by the war in Ukraine has been studied. Statistical analysis of European airport’s load is used to get estimation of additional traffic there since 2022. An index of monthly traffic increase is used to calculate traffic fluctuation. Also, statistical analysis of airplane trajectories with high values of trajectory inefficiency index has been used to estimate close airspace influence on particular flight connections.

Simulation Modelling for Urban Transport Infrastructure Optimization in Ukraine

This paper explores the optimization of transport interchanges in Ukraine using simulation modelling techniques. The study focuses on two primary strategies: adjusting traffic light phases and implementing a controlled Y-shaped intersection. These methods aim to enhance traffic flow and reduce travel times, both critical for wartime logistical support and post-war recovery in Ukraine. Unlike most studies that emphasize the development and testing of new infrastructure, this research focuses on optimizing existing structures. Given Ukraine’s current situation, the allocation of financial resources to construct new interchanges is not a priority, as such funds are better directed to national defence efforts. These cost-effective solutions are feasible for cities with limited budgets. The research underscores the value of simulation modelling as a powerful tool for optimizing transport infrastructure, enabling data-driven decisions and risk mitigation, which are essential for economic recovery and long-term sustainable development.

Improving the Technology of Suburban Passenger Transportation in the Ukraine Competitive Transport Market

This article highlights the main problems of the suburban passenger complex. Authors propose measures to improve the technology of organizing suburban transportation depending on the movement interval and distance of passenger transportation on the railways of Ukraine. The problems of the passenger suburban complex require the search for new ways of increasing the efficiency of suburban passenger rail transportation in modern conditions. Suburban passenger trains follow short, medium and long distances. In order to improve the number of people in trains of suburban electric multi-units (EMUs), it is necessary to predict their possible maximum number of people with different options for planning threads on the train schedule and the characteristics of these trains. In peak periods, it is suggested to first lay trains that follow short distances, and then to longer ones. With this method of routing trains on the traffic schedule, passengers of nearby zones fill not trains that follow to long-distance zones. This leads to the improvement of travel conditions for passengers in long-distance zones. During periods of decline in passenger traffic, it is proposed to use a zonal non-parallel schedule of train traffic, while it is necessary to first lay trains that follow long distances, and then short ones. The determined regularities of the departure of short- and medium-distance suburban trains are used to assess the effectiveness of the pendulum schedule of trains in suburban traffic.

Designing and Calculation of the High-Speed Train Lines in International Transport Corridors

The urgency of introducing high-speed train traffic in international traffic has increased after the development of the Concept and Program for the Reconstruction of Railway Transport of Ukraine and the adoption by the Cabinet of Ministers of Ukraine of the Program for the Creation and Operation of the National Network of International Transport Corridors. With the participation of experts from the company “Systra” and specialists of Ukrzaliznytsia, a study was conducted on the introduction of high-speed train traffic on the railways of Ukraine. The plan of the railway track is the main factor on which the continuity, smoothness, safety and comfort of passengers depends. When designing a plan for a high-speed line, three main directions were applied: designing a plan on specialized international transport corridors; designing a plan with simultaneous movement of trains; and bringing the plan of the existing railways for accelerated and high-speed traffic. When solving these tasks, following issues were taken into account: the latest achievements of science and technology; predict the economic costs of resources; to have in mind industrial methods of construction; ensure safety, continuity, smoothness of train movement and passenger comfort; to ensure environmental protection; to ensure the safety of employees.

Improving Traffic Safety with Using a Promising Extrapolation Method

Road safety is a very important direction in Ukraine and in other countries of the world. The number of people killed in road accidents in Ukraine in 2023 per 100 thousand population is 9.34 deaths. The increase in vehicles affects traffic volume and road capacity. This trend persists not only in Ukraine, but also in other countries of the world. As the intensity increases, the probability of road accidents with varying degrees of severity increases. With the help of analysis and comparison, it is necessary to analyze road accidents that occurred in the studied area, compare them with other areas, track the tendency of their occurrence, determine the reasons for their occurrence and, by the method of prospective extrapolation, calculate under what conditions it is possible to reduce the number of road accidents and improve road safety. The method of prospective extrapolation allows you to transfer trends and connections into the future and roughly calculate the influence of road factors on the occurrence of traffic accidents.

Road Safety Indicators Benchmarking in the Regions of Ukraine

The quality and effectiveness of road safety solutions are directly dependent on the in-depth and completeness оf the analysis of road accident data both in Ukraine and in its regions. The purpose of the study is to investigate and compare the level of road safety in the regions of Ukraine in order to develop and implement further recommendations and actions in practice. To compare the accident rate of the regions, an integral rating of each of them was obtained. This integral rating is calculated as the sum of ratings for indicators characterizing the general state of road safety and the social consequences of road accidents. This estimation method is proposed for the first time. Regression analysis is used to study the relationship between the obtained indicators of accident rate assessment against population figures and density over time. The regression dependencies can be used for successful road safety management. In practice, the results of road safety analysis provide an opportunity to assess the state of accidents in the dynamics, help identify the most critical aspects of traffic safety, and on this basis recommend activities to be taken at the local, regional and national levels. The findings of this study raise general awareness among experts, civil society and the private sector, and emphasize the need to set leading road safety objectives and implement specific measures to reduce road accidents.

The study aims to examine international and Ukrainian data regarding indicators of the area of airport transport interchange hubs (TIH) and to identify their effect on pedestrian and vehicular movement within termanal complexes. The work is based on theoretical and experimental studies of the TIH territory at airports. Based on the obtained results of the correlation analyses, we determined regression models of relationships between the total area of the TIH and the length of the passenger disembarking and boarding frontline area in front of the airport terminal. We also determined the area of the pedestrian zone of the TIH, the density of pedestrian flow in the TIH, the area of the bus parking lot, and the annual passenger flow of the airport. As a result of the revealed regularities in the volume of annual passenger flows of airports, we determined total TIHs areas, the length of frontline areas for passenger boarding and disembarking in front of airports, and the area of bus vehicles parking lots in the TIH territory. The outcomes of the study revealed the highest density of pedestrian flows in the pedestrian zones of TIHs in the territory of terminal complexes. The average indicator was calculated in airports with passenger flows of up to 10 million pas/year.

Economic Efficiency and Cost Optimization in Road Restoration

In recent years, the road industry of Ukraine has faced several issues due to the increase in the automobilization level, which affects the increase in traffic density, the increase in the weight of trucks, changes in the overall dimensions of vehicles and new approaches in design and construction, and the lack of compliance with the new needs of the outdated network. All mentioned above have led to numerous road areas that require reconstructive measures or urgent major repairs. At the same time, the distribution of funds to solve the arisen issues is not always logical and consistent. Therefore, the authors have developed recommendations based on their experimental research and the systematic experience of scientists. They provide for several additional costs that may affect the adoption of a project decision and are determined by economic and social indicators. The total additional costs on roadway areas that are to be restored or strengthened play the role of an auxiliary criterion when making design decisions. Regression analysis was used to establish the list of additional costs and the method of their determination. The choice of the best options consists in solving the task of vector optimization. The developed recommendations are also relevant for completing the tasks when planning the country’s automobile network development.

Development of Transport and Logistics Infrastructure in Ukraine: Prospects and Challenges

In today’s economic climate, a technological reboot of transport and logistics infrastructure (TLI) is crucial. This reboot emphasizes the need for intellectualization and optimization of processes, requiring the development and implementation of new methodological approaches, particularly in analysis and modeling. A systematic approach to these methodologies is vital for fostering an integrated development paradigm of technological innovations and information resources, aimed at establishing a unified logistics information space. Lessons learned from European countries like Italy, France, and Great Britain can provide valuable insights for advancing the Ukrainian TLI. Key development drivers in Ukraine include integration into international networks, restructuring multimodal transportation, and establishing terminals through public-private partnerships (PPP). The operational activities of third-party logistics (3PL) and fourth-party logistics (4PL), along with the urgent delivery market, present promising opportunities for growth. Despite Ukraine’s integration into the international transport network, it ranks average in the Logistics Performance Index (LPI), partly due to limited adoption of information and communication technologies. Embracing modern technologies as part of this integration can significantly enhance the efficiency and competitiveness of Ukraine’s TLI, ultimately contributing to sustainable economic growth through a comprehensive analysis of its current state and potential.

Methodology for Assessing the Level of Integration of Sustainable Development Goals into Decision-Making in Intelligent Transport Systems

One of the critical and complex areas of research is the integration of sustainable development goals into decision-making systems. At the core of this assessment is the identification of the degree to which practices related to environmental safety, social responsibility, and ethical governance are implemented. This study aims to evaluate the non-financial components of intelligent transport systems’ development in Ukraine, including changes influenced by the ongoing war. A survey method was employed to collect analytical data. The survey results identified the extent to which ESG (Environmental, Social, and Governance) factors are incorporated into the development strategies of intelligent transport systems, the transparency of economic activities, the variability in ESG practice adoption, and provided an overall assessment of the integration of sustainable development goals into decision-making processes. The study revealed a high level of ESG strategy implementation driven by external pressure, with limited internal motivation. Despite the impact of the war, most parameters remained unchanged or decreased, but no company cancelled its environmental, social, or governance plans. The findings can be useful for shaping sustainable development policies and enhancing the resilience and competitiveness of Ukraine’s intelligent transport systems.

Assessment of Risks During the Transport Process in Integrated Transport Systems

In the modern world, especially in Ukraine, the issues of safety and efficiency of transportation are of great importance. This is due not only to economic and social factors, but also to military actions on the territory of Ukraine, which significantly affect logistics processes and increase the risks of transport security. The hostilities led to the destruction of the infrastructure, complicated the functioning of transport corridors and created additional threats for passengers and cargo. Integrated transport systems that combine different types of transport and optimize logistics processes require modern approaches to route planning taking into account the level of risk. Therefore, the assessment of risks during the transportation process in the conditions of a military conflict is extremely important, which allows you to ensure the safety of transportation, reduce the probability of losses and delays, as well as adapt logistics strategies to new challenges and increase the overall efficiency of transport operations in conditions of instability. Transport safety assessment and risk management in transport systems are becoming the main aspects to ensure the stable operation of both urban and inter-city transport networks. Reliability and safe operation of transport infrastructure is of critical importance for economic growth, social stability and maintaining high standards of living of the population. Conducting a proper risk assessment during the transportation process will not only contribute to the safety of transportation, but also the stability of logistics chains in difficult conditions, which will reduce financial losses and increase the overall efficiency of integrated transportation systems.
