      <title>Reestablishment of Research Library Operations at the New Jersey Department of Transportation</title>

      <description><![CDATA[In order to reopen its Research Library which had closed for several years upon the retirement of its operating\ clerk, the New Jersey Department of Transportation (NJDOT) Research Unit undertook creation of a project funded by the U.S. Department of Transportation (USDOT) Federal Highway Administration and conducted by the New Jersey State Library under a task order executed with Thomas Edison State College, the State Library's affiliate agency. The project's objective was to reestablish a research library and to improve upon its past operation as an information center. To proceed with this process, the State Library hired a professional librarian and, in the course of a year, with much support from NJDOT and NJ State Library staffs, a consultant from Rutgers working on a related project, and colleagues from professional associations, the Research Library now physically exists within the NJDOT as a working library with basic furnishings and equipment, services, and clientele. Its collection is undergoing reorganization with future plans for entry into the NJ State Library's online catalog, and additional staff will be hired to hasten ongoing tasks and begin new ones.]]></description>

      <title>Transportation Library Connectivity and Development</title>

      <description><![CDATA[Traditionally, a small group of libraries have been responsible for providing information service within the transportation community. They have managed collections while supporting practitioners and decision-makers. Yet, today a vast amount of industry information is not collected or posted to the internet without a management plan. User research habits are also changing. Recognizing this, a national effort has been made over the past five years to advocate for the development of improved library and information centers. To support the coordinated development of transportation libraries, help implement Transportation Knowledge Networks (TKNs) and extend efforts beyond those of the TPF-5(105) Transportation Library Connectivity pooled fund, the following objectives have been adopted. These will be accomplished through member activities, partnerships with professional groups such as the Transportation Research Board's (TRB's) Library and Information Science for Transportation Committee, Special Libraries Association's (SLA's) Transportation Division and the services of a qualified consultant: (1) Provide technical guidance to eligible members, focused on smaller libraries served by only one librarian, while emphasizing an increased reliance on self-sustaining networks. (2) Promote the value of transportation library and information services through the following activities: (a) Create key information products to demonstrate the value of, and further contribution of, libraries to the field. (b) Deliver presentations to gatherings of Department of Transportation (DOT) administrators, such as meetings of the American Association of State Highway and Transportation Officials (AASHTO) and TRB Committees (Highways, Planning, Environment, etc...). (c) Share training materials and provide training sessions, with an added marketing component, for library users at member institutions. (3) Conduct an annual meeting and workshop, in conjunction with other events, to help members demonstrate the value of library and information services to their customers. (4) Develop an interactive content management system (CMS) based project website, including tracking and reporting information, as well as provide limited access to server space. (5) Collaborate with the National Transportation Library, the AASHTO RAC Task Force on TKNs and other stakeholder groups to enhance communication between transportation librarians, specifically to support their projects as they help implement Transportation Knowledge Networks. (6) Pay OCLC and TLCat library subscriptions for eligible pooled fund members. (7) Implement focused research and technology projects, as proposed by members, on an annual basis. Potential projects which have already been identified include: (a) Financial, technical, and logistical support for the creation of an National Transportation Knowledge Network (NTKN) portal website as envisioned in NCHRP Report 643. (b) The completion of a return-on-investment case study highlighting the tangible contributions of libraries to research. (c) A collaborative cataloging project to expand access to transportation resources, possibly done in conjunction with the NTKN, alleviating member time constraints. (d) Pooled subscriptions for online databases to improve the accessibility of electronic information while reducing access costs to member libraries. (e) Digitization support for institutions wishing to convert printed copies of older materials to digital formats.]]></description>

      <title>Proving Your Library’s Value: A Toolkit for Transportation Librarians</title>

      <description><![CDATA[Historically, all types of libraries have faced pressure to demonstrate their worth. This Toolkit was created to provide examples, guidelines, and applications to alleviate such pressure. It was written by the authors after conducting in-depth research, analysis, and discussions. It distills contemporary research for the transportation community. A survey was conducted to gather primary information and supplement our findings while return-on-investment calculator options were developed. Real world lessons were requested from practicing librarians. The team found that communicating value is most accurately addressed by individual libraries. To properly document value requires the development of library-specific goals, metrics, and success stories.]]></description>

      <title>Library Connectivity Pooled Fund Administrative and Marketing Services</title>

      <description><![CDATA[This report details the activities of a small portion of the Library Connectivity Pooled Fund. It builds upon the 2007 Interim report and that served as a record of the formation, major activities and accomplishments of the Transportation Library Connectivity pooled fund study, TPF-5(105), from its launch in October 2004 through its third annual meeting in September 2007. Two subsequent cycles of the Library Connectivity Pooled Fund have produced other documents. State DOTs, 600 transit agencies and nearly 400 metropolitan planning organizations generate a staggering amount of valuable research, yet the transportation sector lacks a systematic approach to effectively manage this information. The Transportation Library Connectivity pooled fund study was formed against the backdrop of this information challenge. At the time of publication study members included state DOT libraries in Arizona, California, Connecticut, Idaho, Iowa, Kansas, Louisiana, Michigan, Minnesota, Mississippi, Missouri, Montana, New York State, Ohio, Oregon, Pennsylvania, Tennessee, Washington and Wisconsin; Los Angeles County Metropolitan Transportation Authority; University of Minnesota Center for Transportation Studies; and the Wisconsin Transportation Center at the University of Wisconsin-Madison. The Technical Advisory Committee members of the pooled fund study were instrumental in creating this toolkit, which is a product of the collective work of the study.       <description><![CDATA[This report is a record of the formation, major activities and accomplishments of the Transportation Library Connectivity pooled fund study, TPF-5(105), from its launch in October 2004 through its third annual meeting in September 2007. In addition to this report, the authors have also prepared a companion report, "Transportation Librarian’s Toolkit," as a practical resource for current and future transportation librarians, especially those working in state departments of transportation (DOTs). Some 50 state DOTs, 600 transit agencies and nearly 400 metropolitan planning organizations generate a staggering amount of valuable research, yet the transportation sector lacks a systematic approach to effectively manage this information. This challenge has been well documented in reports such as the Federal Highway Administration’s "Value of Information and Information Services," the National Cooperative Highway Research Program’s "Scoping Study for a National Strategic Plan for Transportation Information Management," and TRB Special Report 284, "Transportation Knowledge Networks: A Management Strategy for the 21st Century." The Transportation Library Connectivity pooled fund study was formed against the backdrop of these challenges and developments. Members felt that by working together more closely and more formally as transportation agency libraries, they could improve services to their customers and also enhance their readiness to embrace the planned policy changes recommended by SR 284 for inclusion in reauthorization of the transportation act in 2009.]]></description>

      <title>Bureau of Transportation Statistics Significant Accomplishments Fiscal Year 2007</title>

      <description><![CDATA[The Bureau of Transportation Statistics (BTS) was established within the U.S. Department of Transportation (DOT) in 1992 to collect, report, and analyze transportation data for all modes of transportation. Today, BTS is a component of the DOT Research and Innovative Technology Administration (RITA). RITA coordinates the U.S. Department of Transportation’s ever-increasing range of innovative transportation activities, statistics, research, and technologies. RITA has several statutory missions, including comprehensive transportation statistics research, analysis, and reporting. The BTS mission is to create, manage, and share transportation statistical knowledge with public and private transportation communities and the Nation. This mission is served by developing quality transportation data, promoting transportation knowledge through statistical products, and advancing effective use of this knowledge by public and private transportation decisionmakers, researchers, and the American public. In sum, BTS is a high-performance, results-oriented organization, committed to creating, managing, and sharing transportation statistical knowledge. Originally created under the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991, today BTS’ authorizing legislation is the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), which authorized $27 million for the agency each year from 2005 through 2009. BTS is led by a Director, appointed by the Secretary of Transportation, who reports to the Administrator of RITA. BTS staff focus their expertise in transportation, statistics, economics, information technology, library science, and geographic information systems on a wide-range of transportation matters with authoritative results.  This report presents the accomplishments of BTS for fiscal year 2007.]]></description>

      <title>TECHNOLOGY TRANSFER REGIONAL RESOURCE LIBRARY PROJECT</title>

      <description><![CDATA[This report highlights a cooperative project between the Mountain-Plains Consortium universities and the Region 8 Technology Transfer Centers.  Region 8 consists of six states: Wyoming, Montana, Colorado, North Dakota, South Dakota, and Utah.  Each of these states has a Transportation Technology Transfer Center at a state university, which perform various functions.  They primarily act as a resource for the numerous transportation-related firms and local agencies throughout their respective state.  The centers provide workshops that inform and train people on the most up-to-date information, practices, and procedures on different transportation topics.  In addition, these centers have libraries that provide free publications, loan references, and loan videos on transportation topics.  Each center throughout the region has developed its own library to provide the latest technologies and other road and street technology transfer information to local agencies.  This project was to cooperatively develop library resources which are current in state of the art practice.  The project evaluated the existing centers' publications and resulted in an opportunity for all regional centers to develop a listing of publications for the latest methods and procedures.]]></description>
