      <title>Understanding Transfer Intentions and Areas Suitable for Introducing Transfer-based DRT</title>

      <description><![CDATA[Recently, so-called community buses and Demand Responsive Transport (DRT) have been increasingly introduced to maintain local transportation services in Japan. However, concerns have arisen regarding the growing financial burden of their operation. One possible solution to this issue is the establishment of transfer points within existing bus routes. Therefore, factors such as transfer location, environment, waiting time, and fare should be appropriately considered. This study investigates the intentions of registered users of the DRT service in Toyoake City, Japan, to use transfers between buses and DRT. The results indicated that factors such as shorter waiting times and transfer locations at major hub bus stops with frequent bus services enhance the acceptability of transfer. Moreover, travel times by the use of transfer-based DRT were calculated. Based on these results, we identified areas suitable for introducing a transfer-based DRT system. The analysis revealed that the eastern and western parts of the city should be prioritized.]]></description>

      <title>Optimization on Metro Timetable Considering Train Capacity and Passenger Demand from Intercity Railways</title>

      <description><![CDATA[Timetable optimization of metro lines connecting with intercity railway stations can reduce passenger waiting time and improve service quality. Based on arrival times of intercity trains and the entire process for passengers transferring from railway to metro, this paper develops a mathematical model to characterize the time-varying demand of passengers arriving at the platform of a metro station connecting with an intercity railway station. Provided the time-varying passenger demand and capacity of metro trains, a timetable model to optimize train departure time of a bi-direction metro line where an intermediate station connects with an intercity railway station is proposed. The objective is to minimize waiting time of passengers at the connecting station. A genetic algorithm is applied to solve the proposed timetable model. Real-world case studies show that the prediction accuracy of the proposed model on passenger demand at the connecting station is higher than 90%, and the timetable model can reduce waiting time of passengers at the connecting station by 23.57% with negligible influence on passengers at other stations.]]></description>

      <title>Location Planning Method for Urban Passenger Intermodal Transfer Points in Big Cities</title>

      <description><![CDATA[The layout of urban passenger intermodal transfer points (UPITP) is very important in the aspects of guiding transit-oriented development (TOD), improving passenger traffic efficiencies and promoting establishment of integrated urban passenger systems. The UPITP planning is generally made on the basis of traffic network. It is often ignored that the transfer points are critical points of the traffic networks and they are in a center position on integrating various levels and functions of urban passenger traffic systems. The purpose of this research was to develop the layout planning methods for multi-center cities by analyzing the characteristics of urban land use and passenger demand distribution. A two-step layout planning method for the UPITP is brought up. The first step is macroscopic layout in which the sites are selected by classified layout methods and integrating macroscopic layout of transfer points with land use of multi-center cities. The second step is microcosmic location. Based on the objective of reducing the walking time from Origin or Destination to the transfer points and improving accessibility of the transfer points, a location programming model is brought up to decide the favorable positions for the UPITP, which is tightly consistent with intensive land uses for commerce, office and residence and is combined with traffic passenger demand corridors.]]></description>

Then, improved Particle Swarm Algorithm, which has a higher success ratio on searching the optimal solution than Particle Swarm Algorithm, is used to compute the proposed model. The objective is to maximize the passengers based on the origin destination (OD) distribution at the restriction of rational scale. The demand for transfer lines is also considered using OD flows.       <title>A Stochastic User Equilibrium Assignment Model for Intercity Multi-Commodity Multi-Modal Networks</title>

      <description><![CDATA[This paper proposes a stochastic user equilibrium assignment model for intercity multi-commodity multi-modal networks, together with a solution algorithm. Firstly, a multimodal network representation model is proposed. It consists of transfer nodes such as cities, seaports and airports, as well as different modal links that connect those nodes. Then based on the behavioral foundation of Stochastic User Equilibrium, a variational inequality problem is formulated that is equivalent to the stochastic user equilibrium assignment model for intercity multi-commodity multi-modal networks. The proposed model which considers the transfer costs effect on route choice explicitly, can simultaneously estimate flows and costs on modal links and transfer links. Finally, the streamlined diagonal algorithm is employed to solve the proposed model and a numerical example is used to illustrate the applications of the proposed model.]]></description>

      <title>Freight transport using additional railcars attached to intercity passenger trains with transshipment and railcar circulation: Tabu-search-based Lagrangian heuristic</title>

      <description><![CDATA[Developing under-exploited passenger rail networks is emerging as an alternative for freight transport. In light of this, the authors investigate a long-haul freight mode in which additional railcars for carrying shipments are attached to passenger trains, and the shipments can transfer among the trains at intermediate stops. To coordinate space–time schedules of shipments and railcars, they construct a two-level space–time network: one level captures the departure, transshipment, and arrival of shipments; whereas the other level depicts the holding, reshuffling, and repositioning of railcars. Incorporating variables of space–time arc selection and constraints concerning shipment (un-) loading, locomotive pulling capacity, supply–demand coupling, and flow conservation on networks, a binary integer model is established to minimize the total travel cost of both railcars and shipments. The primal problem is decomposed using Lagrangian relaxation. Lagrangian multipliers and dual bounds are approximated by solving the Lagrangian dual. They devise a primal heuristic based on tabu search for expediting high-quality solutions. Numerical experiments demonstrate computational performance and managerial insights.]]></description>

      <title>Region Hannover − ein funktionierendes Stadt-Umland-Modell</title>

      <description><![CDATA[Die Region Hannover ist eine neue Form der Gebietskörperschaft, die die Aufgaben von Regional- und Verkehrsplanung für das Gebiet der Landeshauptstadt Hannover sowie 20 weitere Kommunen vereint. Für die 1,1 Mio. Einwohner umfassende Fläche wurden aber bereits in den Vorgängereinrichtungen seit Jahrzehnten Verkehrsplanung und Regionalplanung eng verzahnt. Öffentlicher Personennahverkehr (ÖPNV) und Siedlungsentwicklung stützen sich gegenseitig systematisch über die Planungsinstrumente des Nahverkehrsplans und des regionalen Raumordnungsprogramms, um der Bevölkerung eine gute Erreichbarkeit ihrer Ziele zu ermöglichen und die ÖPNV-Infrastruktur optimal auszulasten. So orientiert sich die Siedlungsentwicklung an den Schienenachsen, die zur Expo 2000 als S-Bahn-Linien ausgebaut wurden. Mit dem "Verkehrsentwicklungsplan pro Klima" 2011 konnten für Radverkehr und Mobilitätsmanagement wichtige Impulse für eine nachhaltige Mobilität gesetzt werden. Charakteristisch für die Region Hannover ist ein hoher Einpendleranteil aufgrund des hohen Arbeitsplatzangebots mit überregionaler Bedeutung. Die Wohnraumnachfrage in der Stadt Hannover hat in den letzten Jahren stark zugenommen, kann aber nicht ausreichend befriedigt werden. Dennoch wird versucht, die Siedlungsflächenentwicklung über die Planungsprämissen "Stadt der kurzen Wege", "Wohnen an der Schiene" und "dezentrale Konzentration" zu steuern. Mittels eines Logistikflächenkonzepts und des "Verkehrsentwicklungsplan klimafreundlicher Wirtschaftsverkehr" nimmt die Region Einfluss auf den für die öffentliche Hand schwer steuerbaren gewerblichen Verkehr.       <title>Improve connections of the last transport services in metro by a new space-time bicriteria optimization method</title>

      <description><![CDATA[The smooth connections of the last transport services are significant for not only the efficient train scheduling but also the operation security of metro stations. A space-time bicriteria optimization method is newly proposed in this study to improve the connections of the last transit services to make the fewest passengers stranded in metro stations. The spatial rationality analyses on transfer distances and directions are first made in this method to avoid irrational transfers between different lines. Therefore, the time of the last trains arriving at and departing from different stations is rationally coordinated optimally. A double-temperature simulated annealing algorithm is newly developed to search for the optimal solution. A numerical experiment is made to testify effectiveness of the proposed optimization method. It is confirmed that the newly proposed method is able to effectively find the rational optimum from space and time perspectives.]]></description>

Dezember 2017 in die französische Stadt Saint-Louis hat die Stadt Basel das weltweit einzige Straßenbahnnetz in drei Ländern (Schweiz, Deutschland und Frankreich) erstellt. Um einen "grenzenlosen" Betrieb von Straßenbahnen zu ermöglichen, waren neben einer Reihe von Verträgen vor allem Lösungen mit den Aufsichtsbehörden dreier Länder zu finden. Dabei ging es im Wesentlichen darum, Lösungen zu finden, mit denen das vorhandene Regelwerk der Basler Verkehrsbetriebe (BVB) mit den länderspezifischen Anforderungen an Infrastrukturen und Betrieb kombiniert werden kann. (A) ABSTRACT IN ENGLISH: With the opening of the extension of the tramway line 3 to the French city of Saint-Louis on 14 December 2017, the city of Basel has created the world’s only tram network in three countries (Switzerland, Germany and France). Der Ansatz: Die Planung und Umsetzung eines zukunftssicheren ÖPNV-Systems (öffentlicher Personennahverkehr) mithilfe eines co-kreativen Beteiligungsprozesses. Kielerinnen und Kieler konnten bei Stadtteilforen, Online-Umfragen und anderen Formaten aktiv ihre Ideen einbringen. Begleitet und umgesetzt wurde der bisherige Prozess von der Ingenieur- und Managementberatung Ramboll. Kiel’s citizens were able to actively contribute their ideas in district forums, online surveys and other formats.       <title>E-Scooter und die "Letzte Meile": erste positive Zwischenbilanz für Versuch mit E-Scootern an zwei Hamburger Schnellbahnhaltestellen am Stadtrand</title>

      <description><![CDATA[Zum Jahreswechsel 2019/2020 endete im Hamburger Norden das im Juli 2019 gestartete E-Scooter-Pilotprojekt der Hamburger Hochbahn AG und des schwedischen Elektromobilitätsanbieters Voi Technology AB. Dort waren je etwa 30 E-Scooter an einer U- beziehungsweise S-Bahn-Station (Berne beziehungsweise Poppenbüttel) verfügbar. Nachdem beide Unternehmen eine erste positive Bilanz aus dem Projekt gezogen haben, hält Voi sein Angebot dort auch nach dem Ende des Pilots weiterhin aktiv und hat die beiden Gebiete in das reguläre Geschäftsgebiet aufgenommen und sogar weitere Geschäftsgebiete im Außenbereich eingerichtet. Die Roller sind so programmiert, dass sie bei Fahrten aus dem Geschäftsgebiet heraus stehenbleiben. Für Hamburg und den öffentlichen Personennahverkehr (ÖPNV) allgemein ging und geht es bei dem Einsatz allerdings um mehr: Solange die Verkehrswende nur mit PuII-Faktoren umgesetzt werden soll, bleibt der Weg von der Haustür zur ÖPNV-Haltestelle oft unbequemer als der Weg zum Auto-Parkplatz. Da man den ÖPNV in den meisten Fällen nicht wesentlich näher an den Kunden bringen kann, braucht es Lösungen um die sogenannte "Letzte Meile" zur Haltestelle komfortabler als zu Fuß zu überbrücken. Zumindest die ersten Ergebnisse – und die von Voi unternommene Ausweitung auf weitere Bahnhöfe weitab der City – deuten allerdings darauf hin, dass die E-Scooter dabei tatsächlich ein Mosaikstein sein könnten. Dem Pilotprojekt waren Potenzialanalysen durch die Hochbahn voraus gegangen. Die P+R-Betriebsgesellschaft hatte den Raum für die jeweils 30 Racks (Abstellbügel) des schwedischen Herstellers Glänta zur Verfügung gestellt, an denen rund um die Uhr E-Scooter abgeholt oder abgestellt werden konnten. Voi organisierte Einsammeln, Wartung und Verteilung der E-Scooter. Ab 6.30 Uhr standen E-Scooter in den Wohngebieten an ausgewählten und entsprechend der Nutzernachfrage auch variablen Sammelplätzen bereit. Fahrgäste konnten die Anzahl und Position der verfügbaren Scooter über die Voi-App feststellen. (A)]]></description>

      <title>Potentiale und Grenzen von "Bus Rapid Transit": Definition, Standards und Erfahrungen aus aller Welt</title>

      <description><![CDATA[Der Begriff "Bus Rapid Transit" (BRT) hat sich in den vergangenen Jahrzehnten weltweit zu einem anerkannten Label für Bussysteme des öffentlichen Personennahverkehrs (ÖPNV) entwickelt, die in verkehrssystematischer Hinsicht als Varianten einer Annäherung an die betrieblichen und Fahrgastkomfort-spezifischen Qualitäten der städtischen Bahnsysteme sowie deren Beförderungsleistungen gelten können − bei in der Regel wesentlich geringeren Bau- und Betriebskosten sowie schnellerer Realisierbarkeit. Das stadtentwicklungspolitische und stadtökonomische Potenzial ist allerdings prinzipiell geringer und/oder instabiler. Bemerkenswerterweise ist in den Listen der tatsächlichen BRT-Systeme kein deutsches Beispiel zu finden. Im Zusammenhang mit dem nicht zuletzt unter Umweltgesichtspunkten gebotenen Ausbau des ÖPNV sollte sich das baldmöglichst ändern. Vorgestellt wird ein ausdrücklich pragmatischer Ansatz, der Beobachtung, Erfahrungswissen und Nutzerbefragungen vereint. Der Leser und die Leserin können die Entwicklung von den ersten systematischen Printprodukten bis hin zu leistungsfähigen Apps nachvollziehen. Im Ergebnis zeigt sich allerdings, dass die digitalen Medien die Printprodukte nicht überflüssig machen, sondern dass es um ein intelligentes Zusammenspiel analoger und digitaler Medien geht.       <title>Vollständige Barrierefreiheit im straßengebundenen Personennahverkehr − Zielstellung und Realisierung (5 Teile)</title>

      <description><![CDATA[Es steht außer Zweifel, dass alle Beteiligten das Ziel verfolgen, die vollständige Barrierefreiheit für jeden Behinderten auch im städtischen Personennahverkehr zu erreichen. Das Unsichere dieser Zielstellung ist lediglich noch die Frage nach dem Wie und zu welchem Zeitpunkt. Auch steht die Lösung für den Ansatz eines einheitlichen Maßstabs noch aus. Aufgabe der Regierung sollte es jetzt sein, mit der bestehenden Erkenntnis des unzureichenden Stands und der Unmöglichkeit der Termineinhaltung diese gewonnene Diagnose zu verinnerlichen und sich baldigst zu der ihr gegebenen Verantwortung gegenüber den Behinderten absolut und unnachlässig durch Entscheidungen und Handlungen zu bekennen. Die immer wiederkehrende Frage nach der Definition einer Vollständigkeit ist hierzu in erster Instanz zu lösen, ebenso wie die Klarheit über die zum Erreichen der Barrierefreiheit mit dem Fahrzeug und in der Infrastruktur im Detail zu schaffenden Voraussetzungen. Die Forderungen der UN-Behindertenrechtscharta bieten dazu eine eindeutige Voraussetzung. Auch haben Gremien der EU mit direkter Beteiligung der Bundesrepublik hierzu umfangreiche Vorarbeit geleistet. Die Aufgabe der Wissenschaftler im Fachgebiet sollte es sein, dies aktiv zu unterstützen. Das bedeutet allerdings, dass diese von der oft praktizierten Begründung möglicher Abweichungen nunmehr zum Nachweis der optimalen Lösungen übergehen. Um hierbei eine Verbindlichkeit zu erreichen, sollte das nach Meinung des Autors nur in der Form einer fachübergreifenden Richtlinie zu den beiden Bundesrechtsverordnungen BOStrab (Verordnung über den Bau und Betrieb der Straßenbahnen) und BOKraft (Verordnung über den Betrieb von Kraftfahrunternehmen im Personenverkehr) bei gleichzeitiger Anpassung derselben an die neuen Anforderungen und Bedingungen erfolgen. Da die Zeitachse zum Erreichen der Ziele insgesamt vor allem durch das zögerliche Handeln wesentlich verschoben wurde, sollte sie nicht korrigiert werden; sie ist vielmehr neu zu definieren.
