      <title>Modeling of Passenger Car Equivalency under Heterogeneous Traffic Conditions</title>

      <description><![CDATA[The purpose of this paper is to present an alternative measure of density, termed as area occupancy, as a measure of impedance to estimate the passenger car equivalents (PCE) values. A simulation technique is used to estimate PCE values under different traffic regimes. These values will be helpful in analyzing traffic flow patterns and in capacity analysis. In studying heterogeneous traffic, PCE play a significant role in converting the mixed traffic flow into equivalent hypothetical homogeneous traffic that consists of passenger cars only. As can be seen in the literature there are different measures of impedance (speed, density, vehicle-hours etc.) based on which PCE values are calculated for different types of vehicles. Since vehicle-hours and speed are functions of vehicle density, PCE values invariably depend on density. Measuring these values is difficult under heterogeneous traffic conditions. Due to these reasons using the density value as a measure of impedance in calculating PCE values under mixed traffic conditions may lead to erroneous results.]]></description>

      <description><![CDATA[During the nineteen seventies the term subjective traffic safety was introduced in the Netherlands, to describe the feelings people had about the lack of traffic safety and their living with traffic, as opposed to objective traffic safety, in which accident data, behavioural observation studies, etc., were presented.  Now a plea is given to leave the term subjective.  It is too much linked to the consent of road users which does not correlate with the objective reality or is even totally different.  Every person or organization wanting to make modifications in traffic and transport will make use of objective data, but is subjective in making proposals.  Only if road users, road administrators, and researchers coordinate, can something be done to improve traffic safety.]]></description>

      <title>AREA TRAFFIC CONTROL IN A DEVELOPING COUNTRY</title>

      <description><![CDATA[This paper outlines the procedures adopted by an Australian firm of consulting engineers in developing proposals for the installation of a co-ordinated traffic signal system in Manila, Philippines.  Against a background of existing inadequacies in traffic administration, traffic management, traffic regulations, enforcement and driver behaviour it was often necessary to re-think what would have been normal practice in other countries.  This process was required in sdeveral aspects of the project, including the traffic design and signal phasing at individual intersections, the level of signal equipment technology to be adoted, and the type of linking system to be used.  This "back-to-first-principles" approach would not normally be adopted in developed countries where the background of traffic management, driver behaviour, regulations, etc. has stabilised at what appears to be a reasonable situation. The York Case Study - A Review of a Decade of Transport Planning by Proudlove,JA, in which criticisms are discussed of the proposed plan for inner and outer ring roads in York which had been refused approval by the department of the environment; in particular, the conventional techniques used for extrapolation of future traffic are questioned.
