      <title>Marine Investigation Report: Sinking of the Industrial Vessel Cape Douglas, November 6, 2024</title>

      <description><![CDATA[On November 6, 2024, about 1255 local time, the industrial vessel Cape Douglas was transiting Chiniak Bay, about 4 miles southeast of Kodiak, Alaska, when the captain observed flooding in the engine room. Unable to control the flooding, the captain and crewmember abandoned the vessel into a towed skiff and were rescued by a Good Samaritan vessel. There were no injuries. The vessel later sank with an estimated 400–600 gallons of diesel fuel on board. The vessel was not recovered and was a total loss, valued at $250,000. The National Transportation Safety Board (NTSB) determined that the probable cause of the sinking of the industrial vessel Cape Douglas was flooding of a below-deck passageway or the pump room from an undetermined failure in the vessel’s deck washdown system. Contributing to the sinking were open watertight doors, which allowed progressive flooding into the engine room and other below-deck spaces.​​​​​]]></description>

      <title>Human factor analysis of cockpit work incidents in high-speed workboats: The mystery hidden between the lines</title>

      <description><![CDATA[This study evaluated the human factor (HF) analysis of cockpit work incidents on high-speed workboats. Although maritime safety is studied actively, information on such incidents is limited. The study examined how the Safety Investigation Authority of Finland (n = 7) and 11 Finnish maritime organizations (n = 69) analyzed HFs in their incident and accident reports from 2009 to 2021. The HF Tool was used to evaluate the incident analysis and investigation methods, and safety reporting and HF investigations were found to require improvement. Teamwork and communication competencies were poorly acknowledged, and the emphasis was on the performance of individuals. Several HFs, including crew competencies and working methods, were found to play a role in incidents. The study contributes to improving safety reporting, incident investigations and mastering HFs in maritime high-speed workboats.]]></description>

      <title>Individual and group preferences of water taxi owners for electric outboard engines</title>

      <description><![CDATA[This paper investigates individual and collective preferences of water taxi owners regarding electric outboard engines and batteries in the Galápagos Islands. The study addresses a gap in the literature on clean maritime transportation and deploys a novel mixed-method approach, using qualitative methods to complement discrete choice experiments. Results from mixed logit models and focus groups reveal a preference for smaller, lighter electric systems that can both provide similar speed and power to internal combustion counterparts while avoiding economic loss or excessive costs to service providers. Water taxi owners on different islands arrived at different collective preferences for charging infrastructure, thus illustrating the relevance of local context, and the importance of the participation of local actors in the successful design of systems and strategies facilitating maritime transport decarbonization. Additionally, identified instruments to reduce uncertainties and proposed subsidies offer practical considerations for accelerating the transition from internal combustion engines to electric propulsion.]]></description>

      <title>Marine Accident Brief: Capsizing and Sinking of Workboat MSRC 8-1, January 16, 2019</title>

      <description><![CDATA[About 1038 local time on January 16, 2019, the workboat MSRC 8-1, which operated from the oil spill response vessel (OSRV) Louisiana Responder, capsized during an oil spill boom deployment exercise in the Lower Mississippi River near Boothville, Louisiana (mile 18), trapping both of its crew inside. While the OSRV’s crew and the US Coast Guard worked to rescue the trapped MSRC 8-1 crew, the boat sank. One crewmember died in the sinking; the other crewmember was not found and is presumed dead. The MSRC 8-1 was declared a constructive total loss with damage estimated at $250,000. A sheen of oil was sighted on the water after the vessel sank; no other pollution was reported. ​The National Transportation Safety Board determines the probable cause of the capsizing of the workboat MSRC 8-1 was the boat becoming perpendicular to a strong river current, for an undetermined reason, while tethered to the oil spill response vessel Louisiana Responder. Contributing to the accident was the unforeseen risk associated with conducting the exercise in a strong current, which also contributed to the severity of the outcome by hampering rescue efforts.]]></description>
