      <title>A hierarchical enhanced text matching model for semantic alignment and importance determination of bridge defect records</title>

      <description><![CDATA[With the rapid development of large language models (LLM) and other artificial intelligence (AI) technologies, digitalization in bridge information management has become essential for advancing intelligent bridge maintenance, particularly as the growing number of inspection data caused by increasing bridge degradation and damage. New technologies are needed to improve the processing capabilities and efficiency of new data and historical inspection reports in printed form. This paper introduced a hierarchy-enhanced text-matching model that employed a refined Sentence-BERT to align the defect records in inspection reports with a pre-established standardized library of defect nomenclature. In this way, the model could predict the importance of individual defect entries. The proposed model enhanced matching performance by incorporating the hierarchical information of bridge structures from defect records and standardized defect names into sentence order information. Real-world inspection data were utilized to evaluate the effectiveness and interpretability of the proposed method, including ablation experiments and comparison studies with state-of-the-art sentence-matching and generative language models. The results revealed that the proposed model demonstrated a 6 % enhancement in the F1 score relative to the baseline model, and when compared to state-of-the-art methods, it has competitive performance in low-resource consumption scenarios.]]></description>

      <title>Improved State Traffic Records Systems: Goal of New TRB Study</title>

      <description><![CDATA[The primary objective of a year-long study being conducted for the National Highway Traffic Safety Administration (NHTSA) by the Transportation Research Board (TRB) is the development of guidelines and strategies to improve state traffic records systems. At the present time, some states maintain a variety of special-purpose traffic data files, which are administered by various state agencies. TRB's current study will include an examination of methods to link these special-purpose files in an integrated system, bringing together traffic accident, driver, motor vehicle, and road inventory data for purposes of problem identification and program evaluation. Further details of this effort and those involved are presented in this article.]]></description>

      <title>North Dakota Department of Transportation E-Ticketing Peer Exchange: EDC-6 Peer-To-Peer Exchanges</title>

      <description><![CDATA[North Dakota Department of Transportation (NDDOT) has been engaging with stakeholders and plans to institutionalize e-Ticketing by 2026. However, several challenges to statewide adoption must be addressed: paying for e-Ticketing, communicating the business value of e-Ticketing to contractors and suppliers, overcoming internet connectivity issues, and determining the effective use cases for e-Ticketing. To get e-Ticketing right, NDDOT consulted State DOTs that have successfully adopted e-Ticketing through a peer-to-peer exchange. The Federal Highway Administration (FHWA) sponsored a day-and-a-half-long peer-to-peer exchange in Bismarck, North Dakota, on March 29 and 30, 2022. The meeting included two FHWA representatives; representatives from DOTs that had successfully implemented e-Ticketing (i.e., the lead agencies)— Indiana (INDOT), Iowa (IOWADOT), Minnesota (MNDOT), and North Carolina (NCDOT); two subject matter experts from the EDC contractor’s team; and participants from NDDOT and the local construction industry.       <title>Puerto Rico Highways and Transportation Authority E-Ticketing Peer Exchange: EDC-6 Peer-To-Peer Exchanges</title>

      <description><![CDATA[The Puerto Rico Highways and Transportation Authority (PRHTA) has been modernizing its digital infrastructure to optimize the management of highway projects over their life cycles. PRHTA aims to streamline the business processes of highway project delivery through the implementation of innovative digital initiatives. E-Ticketing is the next step in PRHTA’s pathway to digital project delivery. PRHTA sought to implement e-Ticketing for asphalt paving mixtures, aggregates, and concrete in order to gain efficiencies from the digitalization of the ticketing process. The agency has been planning to conduct pilot e-Ticketing projects during the 2023 construction season. To implement a successful pilot, PRHTA consulted state departments of transportation (DOTs) that have successfully adopted e-Ticketing through a peer-to-peer exchange. The Federal Highway Administration (FHWA) sponsored a day-and-a- half-long peer-to-peer exchange in the College of Engineers and Surveyors of Puerto Rico (CIAPR) in San Juan, Puerto Rico, on June 22 and 23, 2022. The meeting included two FHWA representatives; representatives from two DOTs that had successfully implemented e-Ticketing: Delaware (DelDOT) and Pennsylvania (PennDOT) (i.e., the lead agencies); Lindy Paving, a contractor from Pennsylvania with experience in e-Ticketing; two subject matter experts from the EDC contractor’s team; and participants from PRHTA, the Puerto Rico Local Technical Assistance Program (LTAP), and the local construction industry.       <description><![CDATA[Washington State Department of Transportation (WSDOT) is planning to procure a Web portal solution for e-Ticketing that would receive tickets electronically from any pre-authorized contractors and material producers regardless of their business size, share of DOT work, or the fleet management solutions they use. Furthermore, over the last four years, WSDOT has been successfully implementing numerous applications in the Oracle® UnifierTM cloud- based enterprise platform to automate business processes across various phases of a project’s lifecycle. As WSDOT seeks to deploy the e-Ticketing portal solution for bituminous, ready-mix concrete and aggregates, the agency intends to achieve a goal of “collect once, use many times.” To implement e-Ticketing successfully, WSDOT consulted state DOTs that have successfully adopted e-Ticketing through a peer-to-peer exchange. The Federal Highway Administration (FHWA) sponsored a day-and-a- half-long peer-to-peer exchange in Vancouver, Washington, on January 24 and 25, 2023.       <title>Studying tech adoption with “text-as-data”: Opportunities, pitfalls, and complementarities in the case of transportation</title>

      <description><![CDATA[The rapid digitization and publication of local government records presents researchers with an unprecedented chance to study governance processes. In tandem, advances in computer science and statistics—alongside significant increases in computational power—have led to the development of “text-as-data” methods and their application to social science and policy research. This paper evaluates the potential utility of digitized public meeting minutes and video recordings for studying decision-making about technology adoption by local public agencies, using survey data on the same topic as a benchmark. Focusing on transit agencies in California, we evaluate surveys and digitized meeting records with respect to overall data availability, bias in data availability, and the types of information about technology adoption contained. We find that meeting minutes and video recordings are available for more than twice as many agencies than for a state transit agency-sponsored survey, and that the availability of digitized records is not skewed toward larger agencies, as is the case for survey data. Meanwhile, we find important complementarities with respect to the type of information available about technology adoption in these three data sources.]]></description>

      <title>Illinois Department of Transportation E-ticketing Peer Exchange: EDC-6 Peer-To-Peer Exchanges</title>

      <description><![CDATA[The Illinois Department of Transportation (IDOT) has been actively involved in e-Construction initiatives for more than six years. During this period, IDOT initially focused on electronic documentation related to construction and materials. The agency is now working on implementing an electronic payment system and transitioning toward a completely paperless approach in the management of construction projects. However, IDOT has identified several challenges it will need to overcome to achieve this objective. With its Construction & Materials Management System (CMMS) in place, IDOT aims to shift its focus to e-Ticketing to further progress toward its goals of paperless management. IDOT was interested in e-ticketing prior to the COVID-19 pandemic but gained limited experience during that time as a result of varying issues, including staff turnover. IDOT supports e-Ticketing use, and the agency currently "softly" encourages its adoption by allowing contractors to use an e-Ticketing solution if desired. IDOT has conducted pilots and achieved some successes, but results have varied based on contractors’ individual systems and practices. IDOT sought this peer exchange because the agency is eager to learn from other states’ experiences and avoid potential pitfalls. The Federal Highway Administration (FHWA) sponsored a day-and-a-half-long peer-to-peer exchange in Springfield, Illinois, on June 21 and 22, 2022. The meeting included representatives from FHWA, State Departments of Transportation (DOTs) that have successfully implemented e-Ticketing (i.e., the lead agencies), three subject matter experts from the EDC consultant team, and participants from IDOT and the local construction and material industries. The lead agencies included in-person attendance from Delaware (DelDOT), Iowa (IOWADOT), and Pennsylvania (PennDOT), with Nebraska (NDOT) and Virginia (VDOT) participating virtually. L. 117-58, Nov. 15, 2021)), which directed the Secretary of Transportation to produce a report on Advanced Digital Construction Management System (ADCMS) technologies. It discusses advanced technologies, such as Electronic Construction (e-Construction), Three-dimensional (3D) Engineered Models, Unmanned Aircraft Systems (UAS), and Electronic Ticketing (e-Ticketing). The report also includes recommendations for integrating new technological developments into national design guidelines developed by the American Association of State Highway and Transportation Officials (AASHTO) and the Federal Highway Administration (FHWA) and provides a roadmap for measuring the impacts of ADCMS.]]></description>
