      <title>Evaluation of Work Zone Road User Cost of Pavements Based on Rehabilitation Strategy Approach</title>

      <description><![CDATA[Life cycle cost analysis (LCCA) is a common tool to select road pavement type. In the pavement type selection process, most government agencies consider the costs of initial construction, maintenance, and rehabilitation; however, user costs are rarely considered. In this paper, work zone road user costs (WZ RUC) are estimated based on the rehabilitation strategies of the pavement types. Also, the implementation timing of the rehabilitation activities, which lead to the lowest user costs, is determined as the lowest WZ RUC strategy. Due to uncertainty in timing of the rehabilitation activities, the program evaluation and review technique (PERT) and fuzzy logic are used to evaluate WZ RUC in rehabilitation strategies. The service life of pavement types is used to determine the probability of occurrence and membership degree of the lowest WZ RUC strategy. According to the proposed methodology and using the rehabilitation strategies, WZ RUC of a project with four types of pavements, including hot mix asphalt (HMA), stone mastic asphalt (SMA), jointed plain concrete pavement (JPCP), and continuous reinforced concrete pavement (CRCP), are evaluated and the best alternative is proposed. Due to the importance of uncertainty in the rehabilitation strategy to estimate the user costs, the proposed method may be employed to select the best pavement type, especially when the agency life cycle costs of pavement types are almost equal.]]></description>

      <title>Intelligent and bandwidth-efficient medium access control protocols for IEEE 802.11p-based Vehicular Ad hoc Networks</title>

      <description><![CDATA[This thesis focuses on optimising channel access strategies, which is important for the efficient usage of the available wireless bandwidth and the successful deployment of Vehicular Ad hoc Networks (VANETs). To start with, the default channel access control method for Vehicle-to-Vehicle (V2V) is evaluated hardware via modifying the appropriate wireless interface Linux driver to enable finer on-the-fly control of IEEE 802.11p access control layer parameters. More complex channel sharing scenarios are evaluated via simulations and findings on the behaviour of the access control mechanism are presented. A complete channel sharing efficiency assessment is conducted, including throughput, fairness and latency measurements. A new IEEE 802.11p-compatible Q-Learning-based access control approach that improves upon the studied protocol is presented. The stations feature algorithms that “learn” how to act optimally in VANETs in order to maximise their achieved packet delivery and minimise bandwidth wastage. The feasibility of Q-Learning to be used as the base of selflearning protocols for IEEE 802.11p-based V2V communication access control in dense environments is investigated in terms of parameter tuning, necessary time of exploration, achieving latency requirements, scaling, multi-hop and accommodation of simultaneous applications. Additionally, the novel Collection Contention Estimation (CCE) mechanism for Q-Learning-based access control is presented. By embedding it on the Q-Learning agents, faster convergence, higher throughput, better service separation and short-term fairness are achieved in simulated network deployments. The acquired new insights on the network performance of the proposed algorithms can provide precise guidelines for efficient designs of practical, reliable, fair and ultra-low latency V2V communication systems for dense topologies. These results can potentially have an impact across a range of related areas, including various types of wireless networks and resource allocation for these, network protocol and transceiver design as well as QLearning applicability and considerations for correct use.]]></description>

      <title>Addressing the joint occurrence of self-selection and simultaneity biases in the estimation of program effects based on cross-sectional observational surveys: case study of travel behavior effects in carsharing</title>

      <description><![CDATA[We estimate the effect of carsharing on travel behavior (specifically, household vehicle holdings, frequency of transit usage, and frequency of biking and walking) using data from the 2011–2012 California Household Travel Survey (CHTS). The effect of carsharing on vehicle ownership is a dynamic process that plays out over a period of time—past ownership influences enrollment decisions, which in turn influence holdings in a later period. Representing this process using cross-sectional data conflates causal effects with simultaneity bias. Further, members and non-members differ in various observed and unobserved ways—demographics, built environment of residential and workplace location, and attitudes—raising the potential for self-selection bias in comparing travel behavior between the two groups given the observational nature of the data. Drawing on established methods for dealing with each bias individually, we develop a method to help control for this joint occurrence of self-selection and simultaneity biases. Restricting the analysis to employed respondents residing in the San Francisco Bay Area, we find that 80% of the observed difference of 0.9 units in average vehicle holdings between carsharing non-members and members may be explained by the biases listed above. The remaining difference of 0.17 units reflects the estimated effect of carsharing, which is the equivalent of shedding one vehicle by about one out of every six households whose member(s) are enrolled in carsharing. The effect on transit usage and walking and biking frequency is positive, albeit small and statistically non-significant. We identify factors that may affect the internal and external validity of our results. Our methods cannot completely replace randomized experiments or panel data. However, the methods used here provide a way to help control for the joint occurrence of self-selection and simultaneity biases, and provide a ballpark estimate of causal effects, for large-scale, general-purpose, cross-sectional datasets such as the CHTS.]]></description>

      <title>Scenario Analysis and PERT/CPM Applied to Strategic Investment at an Automated Container Port</title>

      <description><![CDATA[Particular scenarios of emergent and future conditions are more disruptive than others in terms of project schedules and the evolving priorities of project managers. It is essential to associate the scenarios with cost and schedule impacts to guide corrective or precautionary actions. The innovation of this paper is to use scenarios to investigate two modes of project disruption: (1) scenario-based preferences that change the relative emphasis placed on project management success criteria, and (2) scenarios that may change the structure of the project network and parameters of the constituent activities. These disruptions are used to reprioritize the activities of projects across scenarios subject to precedence constraints. The developed methodology is demonstrated with applications to strategic planning, capacity expansion, and operations of a shipping container port with billions of dollars of planned investment and millions of container transactions per year. The results characterize the scenarios that are most and least disruptive.]]></description>

      <title>Network-wide analysis and design of transit priority treatments</title>

      <description><![CDATA[The main goal of this research is to develop and validate a planning tool to evaluate and design priority strategies at the network level. By developing inspection, evaluation, and design modules, the tool can help practitioners and planners to find the best strategy considering all of the system-wide impacts of TSP implementation at intersections. Furthermore, this tool would reflect TSP deployment when it is combined with planning-level solutions like bus-exclusive lanes. This study adds a set of contributions to the existing works in the transit priority area. The main contribution of this research is the development of an optimization framework to find the optimal location of priority strategies in the network. In this regard, a set of methods were developed for finding the location of transit priority strategies. Simulation-based network-wide optimization framework of Transit Signal Priority (TSP) strategies as well as analytical evaluation and optimization of TSP and Transit Priority Lanes (TPL) integration are the main contribution of this study. In addition, a handful of other contributions were made in this study. For example, the study proposed two analytical approaches to evaluate the performance of priority strategies in a network, A tool and two passenger oriented delay and variability metrics were introduced to identify prone areas for possible strategies using smart card data. The study also proposed the implementation of Vehicle-to-Infrastructure (V2I) communication to reduce bus fuel consumption at intersections and its integration with TSP strategies. Finally, the study analyzed the application of Binary Particle Swarm Optimization (BPSO) algorithm for finding the optimum location of priority strategies are the other contributions of this work.]]></description>

      <title>A vehicle assessment tool for access decision support</title>

      <description><![CDATA[Bridges on the Australian highway network are ageing, just as economic demands require increasing freight volumes. New trucks are continually being developed, and this has accelerated under the new National Heavy Vehicle Regulator’s Performance-Based Standards (PBS) for High-Productivity Freight Vehicles. An efficient process for making decisions about vehicle access to the road network is essential. In recent years, VicRoads has been reviewing and updating its assessment procedures. As part of this, a new software tool termed VAT – Vehicle Assessment Tool has been developed in partnership with Monash University. This paper describes the overall vehicle assessment framework being adopted by VicRoads and the role of VAT within it. Further, a number of interesting technical challenges were addressed in the development of VAT, and these are explained here. Other road authorities, PBS assessors, and interested parties should find this work timely and useful, as they address similar problems.]]></description>

      <title>An evaluation of Winnipeg's photo enforcement safety program: Results of time series analyses and an intersection camera experiment</title>

      <description><![CDATA[The objective of this study was to evaluate the impact of Winnipeg's photo enforcement safety program on speeding, i.e., “speed on green”, and red-light running behavior at intersections as well as on crashes resulting from these behaviors. ARIMA time series analyses regarding crashes related to red-light running (right-angle crashes and rear-end crashes) and crashes related to speeding (injury crashes and property damage only crashes) occurring at intersections were conducted using monthly crash counts from 1994 to 2008. A quasi-experimental intersection camera experiment was also conducted using roadside data on speeding and red-light running behavior at intersections. These data were analyzed using logistic regression analysis. The time series analyses showed that for crashes related to red-light running, there had been a 46% decrease in right-angle crashes at camera intersections, but that there had also been an initial 42% increase in rear-end crashes. For crashes related to speeding, analyses revealed that the installation of cameras was not associated with increases or decreases in crashes. Results of the intersection camera experiment show that there were significantly fewer red light running violations at intersections after installation of cameras and that photo enforcement had a protective effect on speeding behavior at intersections. However, the data also suggest photo enforcement may be less effective in preventing serious speeding violations at intersections. Overall, Winnipeg's photo enforcement safety program had a positive net effect on traffic safety. Results from both the ARIMA time series and the quasi-experimental design corroborate one another. However, the protective effect of photo enforcement is not equally pronounced across different conditions so further monitoring is required to improve the delivery of this measure. Results from this study as well as limitations are discussed.]]></description>

      <title>Identification of causes of delays in urban railways</title>

      <description><![CDATA[This paper presents an algorithm that can be used to identify urban railway line delays.  The algorithm looks for the delay cause by tracking a critical path on a PERT network that is created from train traffic record data.  Small delays that occur often have large impacts on many other trains in the line, so it is useful to be able to identify the location of the delay, and take action to mitigate it.]]></description>

      <title>Aviation Medical Examiner 2012 Feedback Survey: Content Analysis of Recommendations</title>

      <description><![CDATA[The Civil Aerospace Medical Institute (CAMI), as a component of the Office of Aerospace Medicine (OAM),  surveyed the population of aviation medical examiners (AMEs), as federal designees, in 2012 to assess their  satisfaction with Federal Aviation Administration (FAA) airman medical certification services and to gather their  feedback on how to improve those services. Reported here are results from an indepth content analysis of AME  recommendations for improving medical certification services, systems/tools, processes, and policies.  One in five AMEs (438 of 2,118: 392 domestic and 46 MFI—military, federal, international) that met the  survey selection criteria responded to at least one of the open text items. Of those, most reported being a senior  AME (75% domestic, 81% MFI). All domestic and international regions were represented by the respondents.  Of note, the majority of those providing recommendations who reported use of a medical certification service in  the past 12 months also reported satisfaction with the service. AME feedback regarding development of organizational services identified needs for: training, real  time/anytime access to FAA physicians, specific information, timely communication and specific content in  correspondence, speedier FAA decisions, reduced costs, quality interactions with FAA personnel, and an increase  in FAA staff. Feedback regarding enhancements to systems/tools included need for: new capabilities, ready and  stable access, end user support in effective and efficient task performance, easier to use and read interfaces and  printouts, and adjustment to existing capabilities. Feedback regarding changes to medical certification processes  and policies addressed requirements for: transmission of reports, records, and documents to the FAA; airmen  applications; exam appointments; issuance decisions; printed certificates; and AME rules. Some of the  recommended improvements may not be feasible due to operational, financial, or regulatory constraints. Results  provide a programmatic view of AME-recommended improvements and can be used to inform future OAM  decisions regarding medical certification services.]]></description>

      <title>Comparison of signalized junction control strategies that use localization probe data</title>

      <description><![CDATA[This paper presents a simulation test bed and a methodology for evaluating urban signalized junction control algorithms that use localization probe data from all vehicles in the local area.  The simulator is based on SIAS Paramics microsimulation software with bespoke software modules built on top for automatic network generation, localization data processing and signal control.  Also presented are results from tests carried out using the simulation test bed to evaluate localization strategies.  The tested strategies use a hierarchical structure of auctioning agents.  Results from tests on an isolated signalized junction indicate that the performance of the auctioning agent algorithms compare favourably with the MOVA algorithm using inductive loop data.  Results are also presented for tests on a twin junction where strategies are synchronized.  These show a significant improvement in performance through synchronization.]]></description>

Systems of terrain evaluation have been evolving for many years and this paper describes systems in the United Kingdom and South Africa.  It principally discusses a system (puce programme) which has been developed in Australia, which requires no skills not normally possessed by engineers and which is compatible with a computer storage medium. The system is based upon a scheme of terrain classification that can be operated at two levels.  One provides the basis for engineering evaluation for planning purposes, whilst the other is the base for producing the detailed evaluation necessary for actual construction.]]></description>
