      <title>An effective means of controlling and supervising long term on street parking: parkatarea parking</title>

      <description><![CDATA[This paper sets out the effects of long term on street parking on business, commercial and residential interests in the fringe areas which surround the central business district of Brisbane.  Traffic and parking data relevant to the problems generated by these parkers are presented. Arising from consideration of these data, a parking system known as parkatarea parking was introduced as a means of overcoming the problems. Parkatarea parking is a new concept in the field of on street parking control and supervision.  The scheme apportions street parking space between long and short term parkers.  Short term parking is available free, but a parking fee is required from those who desire to park for long periods at a single location during the day.  The principles of legislation, method of installation, and mechanics of operation of the scheme are described, as well as the effects its introduction has had on traffic and parking behaviour.  It is concluded that in Brisbane this parking system has proved to be effective.  The scheme has also provided a means of obtaining revenue from long term parkers, who contribute to a marked degree to the peak hour traffic conditions (A).]]></description>

      <title>Descriptive models of parking to complement transport planning studies</title>

      <description><![CDATA[This paper is also issued as Australian Road Research Board internal report air 289-7.  The rise in the importance of traffic restraint as an instrument of transport policy has focused interest on the policies of provision and pricing of parking spaces.  The network models found appropriate to assess parking policy as an instrument of transport planning and restraint are formulated in terms of flows and averages over time.  The relationships between such averaged occupancy and price level simplifications of parking policies and the actual spaces and charging policies in effect are very poorly defined.  Two models of the occupancy and revenue collection from parking spaces are developed, both of which provide links between the use of parking areas by users with various lengths of stay and the averaged demand and charging levels required for transport network flow models which have no provision for handling such interacting time dependent descriptions of parking behaviour.  One is a markov model of the behaviour of a representative parking space over time, and the other is a direct probabilistic dynamic model of a parking area with specified capacity: the latter model is extended to include price elastic demand, and to platoon arrival patterns, which is used to reduce the cost of running such models at the price of some loss of detail and precision.  Examples based on observed data are given for each of these variations (a).]]></description>
