      <description><![CDATA[This document contains a summary of the National Aviation System Planning Symposium, which was held under the joint auspices of the Minnesota Department of Transportation, the National Association of State Aviation Officials, the Federal Aviation Administration, and the Transportation Research Board.  The purpose of the symposium was to bring together organizations and individuals responsible for aviation system planning and to provide a forum for review of accomplishments and identification of ways in which the process could be strengthened and improved. The symposium consisted of plenary sessions featuring distinguished speakers from government and private organizations and panel discussions by experienced planners.  The core of the symposium was a series of 18 workshops focused on policy questions, planning approaches and techniques, and the roles and concerns of federal, state, regional, and local agencies.       <title>ARIZONA STATE AIRPORT SYSTEM PLAN. TECHNICAL SUPPLEMENT</title>

      <description><![CDATA[This Technical Supplement is part of the Arizona State Airport System Plan and provides a variety of information on the 59 airports included on the Primary State Airport System.  These airports include five air carrier airports, two commuter airports, six reliever airports, and forty-six general aviation airports.  Three types of information are presented in this Technical Supplement:  (1) description of airport facilities, (2) description of associated communities, and (3) airport improvement needs.  The description of each associated community includes information on weather, economic activities, total population, transportation services, and taxes.  A list of potential improvement needs for each airport was derived through the application of development standards, comparisons of airport capacity and forecasts, an analysis of preservation needs, and a review of airport master plans and the five-year Airport Development Programs.  The cost of the improvements were then calculated and reviewed for accuracy by local airport sponsors.  These improvements were identified for the short term (1979-1983), intermediate term (1984-1990), and long term (1991-2000) plan periods.  Needs considered include:  Runways; Taxiways; Hangars and aircraft parking facilities; Lighting; Navigational aids; Airport services; Parking facilities; and Land acquisition.]]></description>

      <description><![CDATA[A study is reported which is designed to provide guidelines for the development of Pennsylvania's air transportation needs through the use of a systems planning approach.  The study will determine the aviation facilities required to meet both existing and future air travel demands.  The plan covers 3 future planning periods: short range from 1976-1980; intermediate range from 1981-1988; and long range from 1986-1995.  The study comprised 4 phases: data collection; analysis and forecasts; plan development and evaluation; and plan implementation.  This booklet describes the study organization, the traffic forecasts (including passenger enplanements, cargo originations, scheduled service and military aircraft operation, and general aviation registered aircraft and operations), the scheduled service airport system plan, and the general aviation system plan.  A map of the scheduled service airports and a table of the recommended general aviation airport system is included.]]></description>

It recommends the general location and characteristics of new airports and the nature of expansion for existing ones; it shows the estimated costs to develop the system and relates airport system planning to the economic development and environmental goals of the State.  This pamphlet notes the regional system plans, states the goals and objectives of the plan, classifies the airports by operational role codes, presents forecasts of domestic and international passenger enplanements for 1980-1995, outlines the proposed airport system, and discusses the costs, of developing and providing the system.       <title>STATE AIRPORT SYSTEM FORECASTS: THE ARIZONA EXPERIENCE</title>

      <description><![CDATA[This paper discusses the role of aviation forecasts in the planning process, describes the methodology used to derive the forecasts, and details the nature of the involvement in the state forecasting process.  The forecasting process consisted of: collecting 1977 base year data; factoring up base year data for population growth, and rising per capita aircraft ownership; and making adjustments for airports in metropolitan areas.  Local input was incorporated into the forecasts in the following ways: population forecasts containing local inputs; aviation forecasts were reviewed; master plannings efforts were considered; and Regional Airport Systems Plannings and State Airport Systems Planning efforts were coordinated.  The Study found that the population ratio approach fulfilled the need for a simple and understandable forecasting approach.  The use of widely accepted population projections as a basis for the forecasts greatly contributed to agreement on the forecasts themselves and perhaps more importantly the recommendations derived from them.  This experience demonstrated that the need for better data on based aircraft and operations at nontowered airports, and for consistent definitions, is greater than the need for more sophisticated forecasting techniques.]]></description>

      <description><![CDATA[The report presents information on revenue sources available from Federal, state, and local governments to finance the Texas Airport System Plan (TASP). Alternatives for new state aviation related revenue sources are identified. TASP development costs are summarized by 5-, 10-, and 20-year time periods for air carrier airports; commuter service airports; new, private, and replacement general aviation airports; and urban area airports. Development costs are divided among those costs eligible for Federal, state, and local funding. An analysis is made of the implications of continuing an airport development program performing at current levels over the next decade. Planning Grant Program (PGP), Airport Development Aid Program (ADAP), and Air Carrier Airport Sponsor Apportionment Fund grants made to Texas airports are identified. Estimates and forecasts of Texas general aviation fuel consumption are developed. Twenty-year development costs for each TASP airport are identified.]]></description>

      <description><![CDATA[The Airport Sufficiency Rating System provides a tool to prepare short (1-5 years) and intermediate range construction improvement programs and insure maximum benefits from expenditures of Federal, State and Local funds.  It determines a numerical rating for each airport by comparing critical structural, safety and service features to specified design standards.  All airports included in the proposed State Airport System Plan, except 13 designated as new, are rated for their sufficiency.  Eight of these new airports are proposed to serve those communities which are not suitably provided with airport services, and the remaining 5 are proposed relievers for 3 of the carrier airports.  The rating is determined by comparing structural conditions and design features of the existing facilities to design standards.  The rating items fall into 2 categories: airfield and runway.]]></description>

      <description><![CDATA[The Arizona State Airport System Plan is composed of the following elements: 1. The Introduction outlines the purpose of the Plan and its relation to Federal, State, and local airport planning.  2. The State Profile presents an overview of the physical, demographic, economic, and planning activities in the State that are relevant to airport system planning.  3. Goals and Objectives define an overall direction for Arizona to pursue in support of aviation and the environment within which it operates.  4. The Trends, Patterns, and Forecasts chapter highlights past growth and development of aviation in Arizona, describes the current nature of aviation, and presents forecasts of airport activity.  5. The State Airport System chapter delineates a system of airports to fulfill State objectives.  This system is evaluated for coverage, duplication, and airport constraints.  6. Aviation Policies discuss several important issues that are critical to the future operation of the State Airport System.  These issues include airport-land use compatibility, private and Indian airports, airport ground access, aviation system management, navigational aids, airspace, and airport development standards.  7. The Facility Requirements and Revenue Projections chapter identifies the improvements necessary to repair, preserve, and upgrade the operating characteristics of each System airport.  Cost estimates of these improvements are included. In addition, projections of airport revenues by Federal, State, and local sources are made through the Year 2000.  8. The Alternatives: Identification and Evaluation chapter presents three alternatives based upon different levels of aviation service.  9. The Recommended Plan is consistent with the aviation goals and objectives, projected revenues, and aviation policies and standards, as well as aviation system management.  10. Implementation and Continuous Planning Process presents a strategy to implement the plan and keep it current.  This section also recommends subjects that need to be studied in greater detail.  In addition, a Technical Supplement is presented separately.       <title>MARKETING AND POLICY STUDY OF COMMUTER AIRLINE SERVICE IN SOUTH CAROLINA</title>

      <description><![CDATA[The findings, recommendations and supporting documentation are presented of the first of a 2-phase study.  This report assesses the passenger and cargo demand for scheduled commuter airline service, identifies specific markets and routes which have the potential to support such service, and prepares a plan for implementation of service which is economically and operationally feasible.  The details are given of the socioeconomic development of the area, air transportation development and potential, cost estimating relationships, and route analysis.  The study concludes that there are a number of markets and routes involving South Carolina cities which have the potential to support scheduled commuter airline service.  Five routes linking South Carolina's three metropolitan cities with other southeast metropolitan areas have been forecast to produce operating profits for commuter airline operations with 15-seat Beech-99 aircraft.  Further findings relating to commuter operations, the breakeven range for most routes and fare levels are presented.  Recommendations relating to the promotion of air services, regulations, implementation, funding, etc. are also presented.]]></description>
