THE VALUE OF TRANSPORTATION INVESTMENT

Transportation is central to so many activities that pinning down the value in financial and social terms is elusive. However, transportation both causes and in turn is caused by economic development. Since 1980 both intercity passenger and freight travel have grown in parallel with the growth in the U.S. Gross Domestic Product. In recent times, the relationship has been relatively stable at about six ton miles per unit of GDP (roughly the product of shipping 20 pounds 600 miles).

TRADE BETWEEN THE UNITED STATES AND MEXICO

The North American Free Trade Agreement (NAFTA) which went into effect on January 1, 1994 established the largest free trade zone in the world, with a population of over 360 million people. Both U.S. and Mexican Customs agencies collect detailed information on each shipment which crosses the border for both import/export control and assessment of duties. However, traditionally this information has been considered confidential between the shipper and these government agencies and, as such, has not been released publicly or used in any public planning studies. Both agencies have released summaries of shipment data for overall trade statistics, but the level of aggregation in these summaries is not sufficient for detailed transportation studies. This paper discusses the trade pattern depicted in these data files, the quality of the data, as well as the limitation of the data for transportation planning.

PACKAGING- AND TRANSPORTATION-RELATED OCCURRENCE REPORTS: APRIL-JUNE 1994

The Oak Ridge National Laboratory (ORNL) Packaging and Transportation Safety Program (PATS), which is sponsored by the US Department of Energy (DOE) Office of Environment, Safety and Health, Transportation and Packaging Safety Division, EH-332, has been charged with the responsibility of retrieving reports and information pertaining to transportation or packaging incidents or accidents from the Occurrence Reporting and Processing System (ORPS). These selected reports are being analyzed for trends, impact on EH-332 policies and concerns, and lessons learned concerning transportation and packaging safety. This task is designed not only to keep EH-332 aware of what is occurring on DOE sites and potential transportation and packaging problems that may need attention, but also it is intended to allow future dissemination of lessons learned to the operations offices, and subsequently, to management and operating contractors. This report, which covers the period from April to June 1994, includes the weekly tabular reports OR-94-14 through OR-94-26, which were submitted to EH-332 for its information and use. Thirteen reports containing 41 selected occurrences that were packaging- and transportation-related were transmitted during this quarter.

The data were collected in the latter part of 1990, when over 400 ports were contacted. The author draws on this data to analyze business conditions and prospects for container ports worldwide. Accompanying tables show annual TEU growth in world container totals by region, 1982-1989; world container port traffic by country; and rankings of the top 20 container ports by TEU throughput and by containerized tonnage.
