      <description><![CDATA[On February 23, 2011, at the Turner-Fairbank Highway Research Center in McLean, VA, the Federal Highway Administration's Office of Operations Research and Development, with the Exploratory Advanced Research (EAR) Program, convened a 1-day workshop on technological innovations for people with disabilities. The focus was to find new ways to improve mobility for people with disabilities by using anticipated and current technologies and building on existing infrastructure.  This Executive Summary provides an overview of the workshop and a brief summary of each of the six presentations.  It also includes a summation of the workshop findings.]]></description>

      <title>Driver Retaining and Adaptive Equipment</title>

      <description><![CDATA[Operation of a motor vehicle is a complex task requiring the interaction of several cognitive, sensory and physical systems. Coupled with the ever changing driving environment providing countless obstacles and hazardous, it is no wonder that at times it can overwhelm even the best vehicle operators. A person with a disability may find the odds much greater in becoming an efficient driver. Depending on the type of disability and its severity, these individuals may be precluded from the independence that personal transportation can provide in one’s life. Granting this opportunity to persons with disabilities is commonly the charge of Driver Rehabilitation Programs (DRP) and the Driver Rehabilitation Specialists (DRS). The effective provision of theses services can enhance an individual’s capacity to gain independence through mobility. Although formidable, many obstacles can be overcome through proper evaluation and training. Fortunately, advances in the field of driver rehabilitation and in mobility technology have brought the potential for driving to many, who just a few short years ago would have had few opportunities regarding personal transportation. Evaluation and training can be obtained through a comprehensive DRP, administered by individuals with expertise in this field, such as Certified Driver Rehabilitation Specialists (CDRS). These individuals are persons with this knowledge and expertise who have passed a certification examination and are required to remain abreast of current trends in the field in order to maintain their credentials. In order to successfully address the driving needs of individuals with disabilities, driver specialists must be capable of taking a skill or task, and breaking in down into simple, understandable components. They must also be capable of taking a raw talent and guiding this talent into becoming an accomplished performer.]]></description>

      <title>Accessible Traveler Information Systems</title>

      <description><![CDATA[A project is being undertaken by the National Center for Accessible Transportation to improve the accessibility of traveler information systems. Two needs for travelers with sensory disabilities have been identified: the need for alternate formats for passenger information in transportation terminals and the need for accessible web based traveler information and reservation systems. The specific need is to develop guidelines for the public transportation industry for open captioning of essential information in both terminals and on board vehicles, as well as guidelines for web based information and reservation systems. Many travelers with disabilities still do not have access to essential travel information despite the requirements of the American’s with Disabilities Act and the United States Air Carrier Access Act (ACAA) for the use of accessible information technologies. This often puts travelers with disabilities at risk because they do not have access to importation travel and emergency information that is only provided over public address systems or by voice announcements. New technologies have emerged to improve access to information for travelers with sensory impairments in transportation terminals. It is important to recognize that all travel information and reservation system must be available in alternate formats and media for travelers with disabilities who do not have access to web based systems. There is a need to develop guidelines and standards for the transportation industry to develop web based information and reservation systems that are accessible to travelers with disabilities who use assistive computer technology to access electronic information.]]></description>

      <title>Development of Information and Communication Devices for Sensory Impaired Travellers at Airports</title>

      <description><![CDATA[This paper describes the development, application and evaluation of two computer-based systems. The first, COMMUNICAID, facilitates information and orientation in terminals, and the second, TRANSLAID, communication at the check-in counter for travellers with hearing, speech, sight and language problems. The two devices were developed for the Transportation Development Centre of Transport Canada to make airports information accessible. COMMUNICAID is a two-sided information kiosk for use by all travellers, with one side addressing the ergonomic requirements of disabled travellers in particular. A touchscreen monitor provides large text display combined with an audio mode. Airport maps with shortest routes can be printed on a laser printer. All information is available in English and French. TRANSLAID is a countertop communication tool to facilitate the dialogue between a check-in agent and a hearing, speech or language impaired passenger. The passenger can choose from six languages and conduct a dialogue via a touch screen. Dialogue regarding ticket, flight, baggage, seating and personal identification is carried on through a largely menu-driven system.]]></description>

      <title>Management of Functionally Impaired Drivers</title>

      <description><![CDATA[Older drivers have specific issues that need to be addressed including changes in sensory, motor, and cognitive skills may affect driving ability. Motor impairments include lack of neck and limb mobility, whereas sensory declines primarily involve visual impairments. Cognitive impairments include decreased speed of processing and reaction time well as changes in visual search and visual attention. Alternatives to address these limitations and impairments were investigated as they relate to driver safety. This was accomplished by technology transfer activities and analyses of available screening data, crash statistics and accident reports. Data analysis was conducted using University Transportation Center for Alabama (UTCA) data as well as other sources including a study of 900 older driver from Alabama who completed extensive functional performance batteries Seven licensure alternatives were generate, assessed and linked to Alabama driver attitudes. The recommendation of this study is that a comprehensive screening tool be implemented for older drivers at re-licensure within the state.]]></description>

      <title>BUS ACCESSIBILITY FOR PEOPLE WITH SENSORY DISABILITIES</title>

      <description><![CDATA[With the passage of the Americans with Disabilities Act (ADA) it has become a civil rights violation to deny access to public transportation to people with disabilities.  ADA requires transit agencies to provide accessible buses or equivalent services to people with mobility, sensory, or cognitive impairments.  Issues concerning people with sensory impairments, and their access to fixed-route transit services, are examined in this study.  The literature concerning access to public transit by people with sensory disabilities is summarized in this paper, along with exemplary training programs and technologies that have improved transit accessibility for people with sensory disabilities.  A major conclusion of this study is that technological solutions may not increase bus accessibility for people with sensory impairments.  One-on-one interaction is needed to solve many individual access problems of the transit users.  Training for transit personnel is needed so personnel become aware of, and more sensitive to, the needs of all transit users.  Training for the transit user is necessary so that use of the transit system is accomplished with grace, speed, efficiency, and dignity.  Training for those who train people with disabilities is necessary so that transit travelers will be informed about all the available services offered by transit agencies.  Visual signage must be consistent and highly legible to be effective and includes sign and information location, lighting, contrast, and content.]]></description>
