Development of Compound Coating that Reduces Permeation of Chloride Ion in Salty Water for Hexavalent-Chromium-Free Metal Gasket for PWC Engines

A hexavalent-chromium-free metal gasket for PWC engines was developed to correspond to the ELV (End of Life Vehicle) directive. In order to enhance the adhesive property, the ion capture to trap the chloride ion, an anti-rust pigment to reform the chemical coating, and an inorganic sealer to stop the passage of chloride ion were added to the adhesive and rubber raw material. A good adhesive property and rubber physical property was obtained through the addition of an anticorrosive pigment. The rubber vulcanization condition in the manufacturing process was reviewed. As a result, without modifying the current compound coating line for mass-production, a gasket with a blistering resistance more than hexavalent chromium conversion coating equivalence and coating adhesion was developed when using salt water for engine cooling.

A COST-EFFECTIVENESS ANALYSIS OF JUNK VEHICLE ABATEMENT PROGRAMS

This study first presents a conceptual framework which both provides a theoretical economic explanation for the abandonment and dereliction of motor vehicles and permits an evaluation of a wide variety of public policies which have been proposed to reduce the incidence of these phenomena. Next, it develops a set of criteria for the selection of junk vehicle abatement programs for field surveying and employs these criteria to choose ten programs for detailed analysis. Finally, the study evaluates the relative effectiveness of these ten programs using the methodology derived in the conceptual framework. These evaluations demonstrate that the average cost of processing a vehicle in any of these programs is not unreasonably high and, consequently, that the development of junk vehicle abatement programs similar to the programs which have been evaluated in this study is potentially capable of producing an increase in economic efficiency.

This guide for program development is designed to provide information to assist legislators and program administrators in the formulation of junk vehicle programs for their political jurisdictions. It provides a summary of the nature and scope of the problem; defines the need for public policy action; and describes the key elements of various types of junk vehicle programs, with assessments of the success of approaches which have been tried. A final section presents specifications of steps which may be taken at the state and local level to legislate and then to develop and implement effective and efficient junk vehicle programs, concluding with discussions of special considerations which can lead to cost-effective programs.

COMPUTER-BASED RESOURCE ACCOUNTING MODEL FOR AUTOMOBILE TECHNOLOGY IMPACT ASSESSMENT

A computer-implemented resource accounting model has been developed for assessing resource impacts of future automobile technology options. The resources tracked are materials, energy, capital, and labor. The model has been used in support of the Interagency Task Force on Motor Vehicle Goals Beyond 1980. The report describes the methodology. Annual production requirements for up to thirty materials are accumulated. Projected demand is disaggregated among primary and secondary materials, imports and domestic sources. Capital and labor impacts of auto design changes, disaggregated by two-hundred industries are determined using a modified input/output model.

HYDRAULIC `PIER PRESSURE' RESTORES MINNEAPOLIS EXPRESSWAY VIADUCT

This article describes a bridge and ramp restoration that took place in Minneapolis. Minnesota Department of Transportation bridge inspectors discovered that elastomeric bearing pads between a pier cap and prestressed beams were overhanging the pier cap's edge and that a three-column pier supporting two adjoining sections was out of plumb and leaning forward about 76 mm (3 in). The problem was solved creatively and economically using salvage metal and hydraulics. The restoration process involved vertical lift and horizontal jacking, which are discussed in detail. The ramp is being monitored for signs of movement.

U.S. OFFERS FREE AUTO SCRAP PATENTS

LICENSES TO USE RECENTLY GRANTED PATENTS WITHOUT PAYMENT OF ROYALTIES ARE BEING OFFERED FOR TWO PROCESSES IN ORDER TO INCREASE THE USE OF THE METAL IN MILLIONS OF SCRAP AUTOS EACH YEAR. THE U.S. PATENT 3,2273,995 IS A ZINC RECOVERY METHOD IN WHICH AN IRON COMPOUNDS CAN BE USED TO CONVERT THE ALUMINUM IN DIE-CAST ZINC-ALUMINUM ALLOYS TO EASILY SEPARATED FORMS. THIS CAN BE DONE AT LOWER TEMPERATURES THAN ARE REQUIRED BY THE DISTILLATION METHOD GENERALLY USED. BESIDES REDUCING THE AMOUNT OF FUEL REQUIRED TO RECLAIM THE ZINC IN RELATIVELY PURE FORM, THE PROCESS REPORTEDLY YIELDS ALUMINUM CHLORIDE AS A MARKETABLE BY-PRODUCT. U.S. PATENT 372,993 IS A METHOD FOR THE REDUCTION ROASTING OF IRON ORE. THE GOVERNMENT PLANS A DEMONSTRATION-SCALE TEST OF THIS PATENT METHOD WHICH WOULD USE THE METAL IN SCRAP AUTOMOBILES TO BENEFICIATE OFF-GRADE IRON ORES. THESE ORES, A FORM OF TACONITE, LACK THE MAGNETIC PROPERTY POSSESSED BY OTHER TACONITES NOW BEING DEVELOPED COMMERCIALLY.

THE IMPACT OF OFFICE DISPERSAL ON WORK JOURNEYS AND METROPOLITAN TRAVEL PATTERNS

This paper draws on some preliminary results of a project designed to evaluate the costs and benefits arising from a policy of office dispersal on one hand, against a policy of continuing centralisation on the other (using Sydney as a case study). The implications of different forms of dispersal involving a large number of small centres or a small number of larger subcentres are also examined. The likely impact of these different location strategies on work journey times and lengths is discussed and it is shown that some significant work journey time savings can be expected under a dispersal strategy. It is also shown that under existing conditions, office suburbanisation would be accompanied by a large increase in the use of the car as a means of travelling to work; indeed this is a major contribution to time savings. The effects of this on traffic conditions in suburban areas is considered, as is the extent to which work journey time savings might be offset by extra business travel. Some tentative conclusions are offered on the overall impact of office dispersal on work journey and travel patterns and on its equity implications. /TRRL/

A significant snow avalanche hazard exists along U.S. Highway 550 between Coal Bank Hill and the town of Ouray, Colorado. A statistical avalanche forecast model has been developed based on discriminant analysis in order to predict avalanche activity. The data base, which contains meteorological, snowcover and avalanche variables, includes seven winter seasons. Specific data summaries for the 1976-1977 and 1977-1978 winters are included. Particular attention is given to accurate and detailed compilation of avalanche events within 214 avalanche paths. The prediction model is tested against actual avalanche activity observed during specific storms.
