THE INTERMODAL INFORMATION: OBJECTIVES AND PROGRESS OF THE EUROPEAN PROJECT INFOTEN IN ITALY

This paper describes the progress made in the design and development of the INFOTEN (Multimodal Information and Traffic Management Systems on Trans-European Network) data exchange network on the Italian portion of TEN (Trans-European Network). The network will serve as communication link between the different multimodal information providers (road, railway, air, maritime) of the various European regions, involving in the North-East area of Italy the motorway traffic control and information Centre and the regional Railway Centre of Verona as regional nodes, and three freight interports Centres. On-line information being exchanged on the INFOTEN network is also examined, together with planned demonstrators, the related new equipment (fixed information terminals, portable traveller assistants and home terminals) and the existing public-private partnerships in the Italian context. The paper highlights the foreseen future evolution of the information services in Italy towards the intermodal approach, based on the expected results of the project. It also provides a picture of the main actors involved, their role in the project and in the possible introduction of the service.

RESULTS OF ELECTRONIC CHART PILOT PROJECT

This paper describes the results of a survey used to test and evaluate the International Maritime Organization (IMO) Draft Performance Standards for Electronic Chart Display and Information System (ECDIS). This survey was developed and administered under the Canadian Electronic Chart Pilot Project in joint cooperation with United States Coast Guard (USCG). It was distributed to 150 hands-on users on board 20 ships. Sixty-one surveys were returned from 17 different ships. Each ship was equipped with almost identical navigation sensors, ECDIS and system integration. Generally, those responding are experienced mariners with little computer background, and 73 percent hold Captain or Chief Officer licenses. The median age is 45. Results indicated that users had little difficulty in learning how to operate ECDIS.

PROGRAM REVIEW U.S. ECDIS PROCEEDINGS. TEST & EVALUATION PROGRAM

These proceedings review the progress on the joint ECDIS (Electronic Chart Display and Information Systems) Test and Evaluation effort being led by NOAA and the U.S. Coast Guard. This effort includes participation by other countries, many sister federal agencies, and several private sector entrepreneurs. The task undertaken, combining electronic charting and collision avoiding systems to real-time positioning with precision accuracy is more significant to the mariner than the advent of charts centuries ago. ECDIS has tremendous potential application across many programs, affecting many standards, regulations and a wide range of users, including thousands within various organizations.

THE ROLE OF INFORMATION IN OCEAN-SHIPPING MANAGEMENT

In this article the nature of information in the ocean shipping industry is analysed and an information system for processing industry data is outlined. The system collects and verifies data from many sources and supplies input for the decision-maker, in a comprehensible format, based on facts and not on estimates. Typical applications of the system are discussed and their impact in several cases is presented.

The report describes the activities carried out to design, develop, and install an automated system for updating the ship characteristics data base which is maintained by the Maritime Administration. This report also contains description of the 84 data elements maintained in the data base. As an extension to the Maritime Ship Data System, vessel position information has been linked to the Ship Data System. This merged information produces a file of all vessel port-pair transitions sorted by Marad trade route.

STANDARDIZED COMMODITY TRANSPORTATION SURVEY DATA BASE

This system is a computer based standardized commodity transportation data file that has been established for governmental and general public use. Its scope is presently restricted to primary non-local shipments of manufactured goods from producing plants by all major surface and air modes, including elements such as the Standard Commodity Classification Code, shipment weight, distance shipped, and origin and destination of the shipment. The sample is based on the public use files and other special computer tapes published by the Bureau of the Census from its Commodity Transportation Surveys of 1963, 1967, and 1972. The data have been adjusted for differences in units of reporting, changes in commodity classification, and errors in totals reported by the Census Bureau after publication of the public use files. The data are stored in a computerized data management system. A user manual describing the development, content, and application of the system is available at no charge from the Transportation Systems Center, Cambridge, Massachusetts, or from ADP Network Services in Washington, D.C.

The objective of the program was the computerization of the MARAD Standard Series (MSS) geometric hull form data in such a manner that offspring hull forms, defined by offsets and/or plots of body plans, buttocks or waterlines, could be readily obtained for any full-form design without recourse to interpolative decisions on the part of the program user, provided that the characteristics of the new design lie within the matrix of the extended MSS model characteristics. In addition, as high L/B forms such as Great Lakes vessels can be regarded as lengthened versions of the basic MSS full-ended series, the data base was extrapolated for use in Great Lakes design studies and estimates. The data base for this computer program was obtained from the parent forms, one short run afterbody and one long run afterbody), for the sixteen models which define the MSS.

MARINE INDEX BUREAU (MIB) CASUALTY DATA (ANALYSIS)

The MIB is the only commercial depository for illness and injury data for personnel of the U.S. merchant marine and affiliated industries. It assists member companies with statistical analyses for their accident and illness prevention and safety programs, and in complying with the law which imposes upon them the non-delegable duty of warranting the seaworthiness of each member of the crew. By reciprocal arrangement, Bureau members have the benefit of the records maintained by the Index System of the American Insurance Association, which covers all non-maritime claims throughout the country. Participants include all American- flag steamship owners and operators, most operators on the Great Lakes and inland waterways, stevedores, shipyards, the Military Sealift Command, MarAd, and others in offshore oil and affiliated industries. The cumulative data are stored on individual seafarers in a single record. The cost of maintaining the system is born by member companies. The Bureau issues annual statistical analyses, including a list of the type of illness, the status of the seaman afflicted, a tabulation of illness and injury incidence by age groups, and summaries of types of accidents; and a summary comparison of illnesses and injuries involving seagoing and longshore personnel. They also publish various cumulative reports. For example, Statistical Analysis 69 is a 27-year summary comparison of totals of percentages of illnesses and injuries reported to the bureau during 1951-1977. Statistical Analysis 70 is a 5-year comparative analysis of percentages of reports received by the Bureau during 1973-1977 relating to seamen employed aboard oceangoing U.S.-flag ships and Navy contract tankers.
