      <title>FORECASTING ENGINEERING MANPOWER REQUIREMENTS FOR HIGHWAY PRECONSTRUCTION ACTIVITIES</title>

      <description><![CDATA[This technical paper describes two sets of statistical models for forecasting the engineering manpower needs for highway preconstruction activities.  The independent variable in the first set of models is estimated construction cost.  In the second set, estimated construction cost and project type are the independent variables.  Engineering manpower requirements are forecast in terms of engineering man-hours and cost.  Simple linear-regression and multiple-regression techniqes were used to derive the models.  Curves depicting man-hours per million dollars of construction and engineering as a percentage of construction cost are presented.  Project construction cost and project type are excellent predictors of engineering manpower requirements.]]></description>

      <description><![CDATA[Two scenarios are developed concerning the future supply and demand conditions on the Great Lakes. They are composed of attrition rates of the current workforce; entry and attrition rates of newly licensed officers; length of the average sailing season; number of days worked; fleet size and other factors. The first scenario essentially projects current conditions into the future at a relatively constant rate. The second scenario uses the same parameters as the first, except that the men-per-billet ratios are increased in two incremental stages (in 1981 and 1984) in order to approximate the current men-per-billet ratios found within the deep-sea maritime sector.]]></description>

      <description><![CDATA[The Analytic Sciences Corporation, under contract to the Office of Naval Research, has performed a preliminary analysis of the cost and feasibility of achieving efficient work load distribution in the shipbuilding industry through competitive allocation.  This analysis has included a detailed investigation of the planning and procurement methodologies which are currently in use by the Navy and has considered the feasibility for the development of an analytic tool which would permit achievement of an efficient work load models the interaction between the shipbuilding industry and the Navy.  It is anticipated that the use of a computer model will permit consideration of efficient labor utilization in the shipbuilding industry and its interaction with the Navy's budgeting, force planning, and procurement processes.  It will provide decision makers with a tool permitting them to test for the predicted results of different shipbuilding decisions thereby permitting consideration of a greater range of options.  /Author/]]></description>

      <description><![CDATA[The first chapter introduces the study in terms of its purposes and procedures.  The next chapter surveys the general literature pertinent to motivation in industry organized according to the research plan of this study.  The next chapter reports in depth the results from the current study, including composite data for the total industry, as well as a brief comparison of ten separate local shipyards. Since motivation in industry is a complex phenomenon, for the purpose of this study motivation has been analyzed in terms of relationships to some of its various segments beginning with job satisfaction, the core factor around which all the other dimensions of the motivational process would evolve.  The factors, in addition to job satisfaction include job commitment and morale, job importance, working conditions and benefits, workers perceptions of co-workers, promotion, and supervisor-worker relationships.]]></description>

      <description><![CDATA[The study focuses on differences in biographical and motivational characteristics between ratings who were willing to be retrained for officer rank and those who were not.  Data were collected by means of individual structured interviews.  Results indicate that personal characteristics such as age, family status, education and army experience significantly differentiate between the two groups of ratings.  The motivational force (in the nomenclature of the VIE theory) in entering the officer rank was also significantly higher for ratings willing to be ratrained.]]></description>

They measure the number of workers who leave the industry, by age and tenure; the industries and metropolitan areas to which they go from specific shipbuilding centers; and labor turnover by year from 1957 to 1971.       <title>A COMPUTER PROGRAM FOR ESTIMATING COSTS OF HARD ROCK TUNNELLING (COHART)</title>

      <description><![CDATA[A computer performs all logic and computations customarily done by hand in preparation of engineer's estimates or contractor's bids on tunnel-shaft systems.  The program described is based on construction methods, work forces and equipment selections corresponding to the current state of the art of tunnelling.  The program contains logic to permit the estimate of costs of complicated tunnel-shaft systems. In any estimate, the program will accommodate a large number of values or changes in the values of the factors that affect cost, such as tunnel shape and size, shaft depth, rock characteristics, and construction method.  To provide great flexibility, the user of the program is provided with the option of selecting lining type and thickness, profit and overhead margins, and other input data.  Suggestions for selecting an appropriate value for these inputs are contained in the report.  Complete operating instructions and an illustrative example are presented.  (Author)]]></description>

      <description><![CDATA[This paper deals mainly with Radio officers on the Dutch mercantile marine fleet, but a similar situation exists in other countries.  The present duties of the Radio Officer on board ship are described and an analysis is being made of the future activities of the Radio Officer.  It is assumed that morse telegraphy will disappear in the distant future, so the 8 hours mandatory watch.  It is believed that the present position of the Radio Officer should change by a process of evaluation into an electronic officer capable of carrying out more technical duties than at present.  In the Netherlands the training program of Radio Officers is based on this philosophy.]]></description>
