      <title>Integrating autonomous aircraft into the healthcare supply chain for remote communities in the Northern Territory</title>

      <description><![CDATA[The project objective was to investigate the technological, budgetary, and regulatory obstacles associated with flying Remotely Piloted Aircraft System (RPAS) Beyondvisual-line-of-sight (BVLOS) in the Northern Territory and using them to transport medical items between remote communities.  This initiative marked the first application of RPAS for healthcare delivery in Australia, the inaugural trial of freight delivery via RPAS outside of an urban centre in Australia, and the first attempt to operate RPAS in and around Aboriginal land and communities. There was no blueprint or guidelines from which the research team could work in developing this project. This report comprises our learnings and findings from extensive consultations with Aboriginal Corporations, Traditional Owners, Healthcare professionals, Technologists, RPAS Manufacturers, and Australia’s Civil Aviation Safety Authority (CASA), as well as the results of field trials using several different RPAS types. This Final Report offers a high-level summary of significant project accomplishments, challenges encountered, and potential solutions. It outlines future directions to enable a safe and reliable RPAS integration into health care delivery for remote communities in the Northern Territory. The critical take-home finding was that the technology and protocols used for RPAS healthcare delivery operations in developing countries could not be readily integrated into the healthcare delivery supply chains for remote communities in the Northern Territory due to the broad distances the RPAS needed to travel, the poor mobile network coverage, and strict Australian aviation regulation. This project developed bespoke infrastructure and protocols to overcome these hurdles and the findings generated from this project will inform the advancement of remote community RPAS healthcare delivery operations in the NT and streamline the process for future initiatives nationwide. Offering a transformative, low-emissions approach to healthcare access in remote regions across Australia.]]></description>

      <title>Participant experiences of the NSW Mandatory Alcohol Interlock Program</title>

      <description><![CDATA[Alcohol interlock systems have increasingly been introduced as a measure to address drink driving and alcohol related road trauma, which remain at stubbornly high levels. Evidence suggests that interlocks are effective in reducing drink driving reoffending while installed, but there is less evidence of their longer term effectiveness, or among Aboriginal people. Low participation rates in interlock programs are not uncommon. This evaluation will examine the Mandatory Alcohol Interlock Program (MAIP), introduced in NSW in 2015, for high-range and repeat drink drive offenders. It will explore participant and stakeholder experiences with the program, including Aboriginal participants, and aims to identify areas where the program can be improved to better achieve its objectives of making NSW road safer, while minimising negative impact on participants. The evaluation will draw on surveys, focus groups and interviews with key stakeholders and program participants, as well as program data.]]></description>

      <title>Yarning to link virtual reality with Indigenous road safety</title>

      <description><![CDATA[Educational road safety tools need to be developed so that they are suitable for use by target populations. This is especially important for Aboriginal and Torres Strait Islander peoples (hereafter referred to as Indigenous peoples with respect to the heterogeneity of culture, communities, and peoples). We report on the ongoing development of an Indigenous-centric Road Safe and Ready virtual reality application that provides road rule and road safety information to Indigenous prelearners in an interactive virtual reality context that is aligned with Indigenous ways of knowing, being and doing. Development is informed by Indigenous teenagers, who provided feedback on a VR prototype via Yarning discussions. Emerging themes relating to the suitability of the application for use with Indigenous teenagers are discussed, together with participant recommendations for future VR road safety application development.]]></description>

      <title>“A life over a fine”: driver licence acquisition for Indigenous peoples in NSW</title>

      <description><![CDATA[The process of obtaining a learner permit and driver licence ensures that road users complete the necessary training on road rules and develop safe driving behaviours. For many Aboriginal and Torres Strait Islander peoples (hereafter referred to as Indigenous peoples with respect to the heterogeneity of culture, communities, and peoples), the process of getting a driver licence can be arduous. This is influenced by a multitude of compounding factors, many of which remain unexplored. To ensure that the driver licence acquisition process meets the needs of Indigenous peoples, we need to understand first-person perspectives of the barriers and facilitators that affect this process. We report on the outcomes of Yarning sessions held with Indigenous teenagers and Community members regarding their perceived barriers and facilitators to getting a driver licence. Outcomes of this study provide insight into ways in which research and industry partners can support the driver licence acquisition process for Indigenous peoples.]]></description>

      <title>Planning with Country: has the transport profession begun the journey?</title>

      <description><![CDATA[Three decades ago, there was a call to action to settler Australians to advance reconciliation with Aboriginal and Torres Strait Islander Peoples. Meaningful progress requires, among other things, revised professional practices that respect the cultural diversity of people holding differing worldviews. We frame this discussion of progress within transport planning as a journey of innovation that has scarcely begun. The paper advances two reasons for taking this journey. The first is a social responsibility both to the nation, and to transport planners’ primary client: government. Both have already advanced on this journey. The second is pragmatic: to avoid excessive delays and additional costs to projects on Country, when those projects are challenged by the Indigenous people whose Country is thereby threatened. The paper presents two examples of such cases. The paper also offers basic tools for understanding this journey as a relationship between different groups - settler and Indigenous, each containing within it a multitude of cultures - which requires reflection, engagement, and dialogue, to move the profession away from its deep colonial roots. The paper recommends co-design processes as a way for advancing the reconciliation process, improving relationships with Indigenous groups, and increasing the cultural competency of the planning profession.]]></description>

      <title>Aboriginal design in transport infrastructure: empowering communities through the inclusion of cultural design knowledge into project solutions</title>

      <description><![CDATA[In an Australian context, all engineering projects are built on Aboriginal lands that have their own diverse stories, peoples and designs; yet in many cases, fostering meaningful relationships between these Aboriginal communities and projects' potential outcomes (social, economic and the like) is a challenge that seems to sit outside the projects themselves. This paper will briefly discuss the challenges presented by i) project scopes or timeframes that often do not align with Aboriginal community needs, such that ii) an engagement's authenticity can be affected, restricted or put in the 'too hard' basket and not done. The paper will then present an inclusive Aboriginal-led co-design methodology that involves the following Aboriginal Design Principles: a) any Indigenous content will be led by Indigenous people, b) community should be involved in the designing where possible, and c) ensuring authentic outcomes for Aboriginal people, project deliverers and clients. The paper will present a case study that successfully included cultural design in project solutions, the Southern Program Alliance (Melbourne). The case studies will demonstrate how engaging authentically with local Aboriginal Design Knowledge leads to culturally and economically empowering Aboriginal communities while also providing strong built environment outcomes that incorporate the area's diverse viewpoints.]]></description>

      <title>Simulators, driver education and disadvantaged groups: a scoping review</title>

      <description><![CDATA[This paper examines simulators to deliver driver education programs for two very different populations: a) those who have specific impairments or intellectual disabilities; and b) those who may suffer disadvantage associated with their ethnicity. Two research questions were addressed: a) What role, if any, can simulation play as an education and/or training intervention for individuals disadvantaged because of individually-orientated concerns such as intellectual impairment or ADHD? and b) What role, if any, can simulation play as an education and/or training intervention for those who are disadvantaged because of their indigenous ethnicity? Technological developments have enabled the incorporation of driving simulators into driver education programs so after review and screening of major databases, thirteen studies were included in this review. The disadvantaged populations for the driver education initiatives that incorporated a simulator were very specific (e.g. intellectual disabilities) with no interventions for those disadvantaged because of ethnicity. A second search identified six papers that discussed interventions for indiginenous populations however none of these interventions had a simulator component.The review highlights the need for high quality empirical recearch in the area of simulators, driver education and disadvantaged groups in order to inform policy development within this area. While there are some preliminary results indicating potential benefits, there is limited research evidence for an initiative of this type - making it difficult to develop evidence based policy and practice. Therefore, when these types of initiatives are introduced, they need to be evaluated.]]></description>

      <title>Guide to road safety part 5: road safety for regional and remote areas</title>

      <description><![CDATA[Road trauma in regional and remote areas of Australia and New Zealand are a major road safety problem. Drivers and riders in regional and remote areas are at an unacceptably greater risk of road deaths and injuries than those living in major cities. This updated version of the Austroads Guide to Road Safety Part 5: Road Safety for Rural and Remote Areas provides practical guidance on the most effective responses to reduce road trauma in regional and remote areas in Australia and New Zealand. The guide examines the characteristics of crashes on regional and remote roads through analyses of casualty crash data and identifies causes and risks associated with regional and remote crashes in the existing literature. Closely aligned with the Safe Systems holistic approach to eliminating harm on the road network, the guide concludes with a discussion of evidence-based countermeasures and new initiatives that are urgently needed to eliminate fatalities and serious injuries in regional and remote areas.]]></description>

      <title>Injury of Aboriginal and Torres Strait Islander people due to transport, 2010–11 to 2014–15</title>

      <description><![CDATA[The age-standardised rate for Aboriginal and Torres Strait Islander people was 2.7 times the rate for non-Indigenous Australians for fatal cases and 1.3 times the rate for non-Indigenous Australians for serious injuries. Age-standardised rates of fatal and serious land transport injury increased with the remoteness of the person’s usual residence, regardless of Indigenous status. Fatal and serious injury rates for Aboriginal and Torres Strait Islander people did not change significantly.]]></description>

      <title>Technology and driver education for Indigenous Australians</title>

      <description><![CDATA[Multiple barriers have been identified that prevent some Indigenous Australians from obtaining a licence. A scoping review of the literature was conducted to identify interventions that are used to address these barriers. Limited research was identified, none of which assessed the suitability of technological interventions such as PC-based training or driving simulators. Following this, Indigenous community members in regional Queensland were consulted to gain insight into the appropriateness and perceived usefulness of a PC-based hazard perception training intervention. Diverse experiences of drivers and differing preferences to delivery mode and content highlight the importance of driver education interventions to be flexible.]]></description>

      <title>Delivery of a Child Car Seat Program in 12 Aboriginal Communities in NSW: Elements for a Detailed Process Evaluation</title>

      <description><![CDATA[Aboriginal and Torres Strait Islander children are over-represented in road related deaths and serious injury.  Buckle-Up Safely was a community-based pragmatic trial of a multifaceted program promoting correct use of age-appropriate restraints for Aboriginal and Torres Strait Islander children aged 0-7 years in New South Wales.  In a culturally respectful way the program was delivered in partnership with 12 Aboriginal communities.  We assessed the program in terms of what was delivered and how it was delivered and show while message content and resources were consistent, the program delivery varied across the sites. Core program elements will be incorporated into assessing the impact of the program on optimal restraint use.]]></description>
