      <title>Delivering freight decarbonisation: strategies for reducing Australia's transport emissions: summary report</title>

      <description><![CDATA[In 2021, the freight transport sector contributed approximately 20 per cent of Australia’s domestic emissions and is likely to beocme the largest sector by 2030. Freight makes up a considerable share of transport emissions, estimated by Climateworks to be just under 40 per cent of the transport total. This represents approximately 7 per cent of Australia’s total emissions. Within freight, road transport has a dominant, 83 per cent, share of emissions. This report focuses on opportunities to reduce emissions from road freight with solutions that span the entire freight sector. With global shifts in manufacturer interest and increasing regulatory pressure on companies to report on value chain emissions that include freight transport, pioneering freight decarbonisation policies are being formulated in economies similar to Australia. Undoubtedly, important decisions regarding the future of Australia’s freight transport landscape will take time, and there are complex implementation hurdles yet to be overcome in some areas. Long lead times for investment decisions means that planning and action on early priorities must start now. Planning will also help a fragmented industry with a vast array of small businesses and owner–drivers achieve a just and equitable transition. This report’s recommendations take a two-pronged approach, the first to implement opportunities and solutions that are already available in short-haul road freight, and the second to enable a smoother transition towards existing and emerging solutions in long-haul freight. The recommendations focus on reducing emissions in road freight, with solutions that go well beyond zero emissions trucks. Across both short- and long-haul freight, there are three ways to reduce emissions: reduce the overall distance travelled; shift to lower emissions transport modes and make vehicles and trips less emissions intensive.]]></description>

      <title>The Asset Standards Authority: implications for contractors and maintainers</title>

      <description><![CDATA[In April 2011, the Government of New South Wales (NSW) announced the establishment of a new integrated transport authority, Transport for New South Wales (TfNSW), to fully integrate the planning and policy for all modes of transport in NSW. TfNSW was established on 1 November 2011. TfNSW leads planning and investment to ensure good planning informs investment strategies across the transport cluster. This enables the transport agencies to concentrate on delivering quality services to customers. Sydney Trains and NSW Trains were established on 1 July 2013 replacing RailCorp. The two new specialist organisations were formed to address different customer needs. Sydney Trains serves customers who need quick, frequent and reliable trains in the greater Sydney suburban area. NSW Trains serves intercity, regional and country customers who travel longer distances and need comfortable and reliable services with on-board facilities. As part of the reforms that created Sydney Trains and NSW Trains, engineering governance for the heavy rail network was transferred from RailCorp to TfNSW. On 1 July 2013, the Asset Standards Authority (ASA) commenced operations to exercise the engineering governance functions transferred to TfNSW.]]></description>

      <title>Airport demand forecasting for long-term planning</title>

      <description><![CDATA[Decisions on expanding airport capacity are often controversial. Environmental impacts mean airport planning decisions are subjected to thorough public scrutiny even when financed by private investors. Where public funds are to be invested, issues of competition between airports and between the regions they serve can be as important as efficient use of public funds. Demand forecasts are central to the case for investment. Air passenger markets are highly dynamic and strongly influenced by the regulatory environment. Markets that have been de-regulated have seen rapid growth as prices fell and new, low-cost business models emerged. Liberalisation also stimulated re-organisation of network services with concentration of demand on a few hub airports. Demand for air services increases rapidly as incomes rise, but the market is not homogenous and understanding the drivers of each market is critical. Runway assets are relatively long lived and planning for the long term has to account for the risks entailed by these dynamics. This report reviews the state of the art in forecasting airport demand. It focuses particularly on addressing demand risk, passenger behavior and uncertainty and discusses how to make more effective use of such analysis in planning decisions.]]></description>

      <title>The economic cost of the social impact of natural disasters</title>

      <description><![CDATA[This report looks at the costs and long-term social impacts of natural disasters in Australia and finds the social costs of natural disasters in 2015 were at least equal to the physical costs (as outlined in our previous reports). The report makes four key recommendations: 1. Pre- and post-disaster funding should better reflect the long-term nature of social impacts; 2. A collaborative approach involving government, business, not-for-profits and community is needed to address the medium- and long-term economic costs of the social impacts of natural disasters; 3. Governments, businesses and communities need to further invest in community resilience programs that drive learning and sustained behaviour change; 4. Further research must be done into ways of quantifying the medium- and long-term costs of the social impacts of natural disasters.]]></description>

      <title>Productivity Commission inquiry report into public infrastructure</title>

      <description><![CDATA[The Australian Government asked the Commission to undertake a wide ranging inquiry into public infrastructure, with a view to bringing down costs of infrastructure projects and minimising delays. The report that the Commission has produced significantly advances the debate on what action is required to improve infrastructure provision in Australia. The Productivity Commission highlights that whilst efficient infrastructure provides services which both improve productivity and quality of life; poorly chosen infrastructure can reduce productivity and financially burden the community for decades. A key message of the Productivity Commission report is that there is a need for a complete overhaul of poor processes currently used in the development and assessment of infrastructure investments. Reviewing a wide range of economic public infrastructure projects, the Productivity Commission found many examples of where inadequate processes and project governance have led to costly outcomes to users and taxpayers. The National Broadband was highlighted as an example.]]></description>

      <title>Better roads: improving England's strategic road network</title>

      <description><![CDATA[The Strategic Road Network (SRN) is a crucial part of our national transport system. The DfT predicts traffic levels on the SRN to rise by 46% by 2040. The network has suffered from inconsistent funding and changes in Government policy over the past two decades. Road users deserve clarity on how the network can be part of a high quality integrated transport system. If the traffic forecasts are correct, the Government will need to increase investment in the road network substantially during the next decade. This requires new long-term funding streams. A consensus would be required to introduce any road user charging scheme across the SRN and the many issues involved would have to be resolved. The DfT must develop a transparent system of road planning as part of a wider national transport strategy. The DfT's National Transport Model (NTM) should be subject to wider scrutiny. The DfT should commission integrated passenger and freight plans for strategic transport routes, rather looking at one mode of transport in isolation. We are not convinced by the case for establishing the Highways Agency as a Government-owned company (GoCo). The benefits seem achievable through better management of the current agency and its relationship with the DfT. We strongly support the five-year funding plans being introduced for the agency, but do not believe that a change in the agency's status is required for their delivery. If the Highways Agency becomes a GoCo, it will need a strong system of scrutiny. The current proposals for this are inadequate. The new scrutiny body will need the power of a full regulatory authority. The GoCo must view road users as customers and other organisations as partners in the delivery of an integrated transport network.]]></description>

      <title>A major capital investment management framework for local government</title>

      <description><![CDATA[The long term financial sustainability of local governments has recently come under close scrutiny. The response has been a national reform agenda which, in the case of some state governments, has included the introduction of legislation to improve financial management within the sector. For its part, the State Government of Western Australia has introduced integrated planning and reporting requirements for local government aimed at linking community aspirations with long term strategy and financial resources. Long term planning must make provision for major capital investment projects and take into account financial resourcing, life cycle costs and risk. The City of Mandurah has prepared a draft Major Capital Investment Management Framework that supports these requirements. The Framework provides a tool for the validation of major capital investment prior to integration into long term financial plans. Subsequently, a strong business case must be demonstrated through an evaluation of financial and quadruple bottom line impacts, affordability and risk before any commitment is given for funding. Ultimately, the creation of value is promoted through the optimum allocation and management of financial and other resources, to deliver benefits that achieve the organisations strategic community objectives.]]></description>
