      <title>A Review of Traffic Management Center Practices for Contemporary Technological and Service Improvements</title>

      <description><![CDATA[Traffic Management Centers require dedicated management and staff with specialized skills and training. They rely on advanced technologies and require operating and capital funding. Investments in new technologies and services should allow agencies to proactively manage and control traffic to optimize performance of a surface transportation system. The Utah Department of Transportation has commissioned a study to identify potential technological and service improvements for its TMC. The goal was to synthesize the current state of practice on applying innovative and advanced procedures, applications, and tools in TMC operations. This paper presents a summary of a broad web-based survey of transportation agencies and field visits to TMC agencies whose practices were recognized as most interesting for UDOT. The survey contained 22 questions which were developed for UDOT’s need to investigate improvement areas in its own operations. After reviewing responses from 54 agencies, a technical advisory team selected TMC candidates to interview during field visits. Two tours were organized: “Eastern”, touring TMCs in Minnesota, Pennsylvania, Ohio, and Virginia; and “Western” visiting TMCs in California and Missouri. This report summarizes the best practices from these field visits and provides a comprehensive list of highlights from all visited TMCs.]]></description>

      <title>Report on South American Bus Rapid Transit Field Visits: Tracking the Evolution of the TransMilenio Model</title>

      <description><![CDATA[This report summarizes the background, status, and lesson from Bus Rapid Transit (BRT) plans and operations in three South American cities—Bogotá, Colombia; Pereira, Colombia; and Guayaquil, Ecuador— gathered through independent research, technical visits, and meetings with operators and officials on February 11-16, 2007. Pereira’s Megabús and Guayaquil’s Metrovía represent the latest generation of BRT systems in South America being modeled after Bogotá’s very successful TransMilenio system. The findings of this report focus on observations about cost-effective investments and standards, service and operations models, and institutional models to improve the performance and sustainability of BRT. The findings of these visits were presented to technical audiences and the data collected will be incorporated into forthcoming BRT planning guidance for the Federal Transit Administration.]]></description>

      <title>Synthesis Study: Effectiveness of Safety Corridor Programs. Report on Tasks 1 -2 - 3</title>

      <description><![CDATA[The need for a comprehensive synthesis of Safety Corridor programs throughout the nation was expressed by states in the Midwest in order to more effectively implement programs and select pilot corridors in the respective states.  Information was gathered from 12 surveyed states that currently have some type of Safety Corridor program.  The 12 states include Alaska, California, Florida, Kentucky, Minnesota, New Jersey, New Mexico, Ohio, Oregon, Pennsylvania, Virginia, and Washington.  Members of each state DOT as well as FHWA divisions were contacted and interviewed about their respective programs.  After the Safety Corridor contacts were surveyed, the activities and practices of each state’s program were summarized.  Definitions of a Safety Corridor, length and number of corridors in the program, criteria for selection of a corridor, measures of effectiveness of an implemented Safety Corridor, organization structure of the program, funding and legislation issues, and engineering, education, enforcement, and emergency medical service strategies, among others, were all discussed with the state contacts and compiled.  Safety Corridor programs with successful results were then examined in more detail for examples to include in the synthesis.  Field visits were made to Kansas, Oregon, Pennsylvania, and Washington to speak with transportation professionals about needs for the synthesis and also to observe Safety Corridors firsthand.  Both rural and urban corridor examples are discussed, including Alaska’s Seward Highway, California’s SR 41/46, Pennsylvania’s Roosevelt Boulevard, Virginia’s I-81, and Washington’s SR 14.  The information gathered from the states surveyed and specific field visits allowed for the identification of a number of characteristics of successful Safety Corridor programs.  The compilation and dissemination of these characteristics provide guidelines for developing a Safety Corridor program as well as enhancing an existing one so that it may operate as efficiently as possible.  The following subject areas of successful programs are presented:  Multi-disciplined (3E & 4E) efforts; Selection, evaluation, and decommissioning strategies; Organization structure, champions, and funding; Task forces and Corridor Safety Action Plans; Road Safety Audits; and Legislation and other safety issues.]]></description>

      <title>The Many Different Faces of Safety and Security</title>

      <description><![CDATA[Passengers often feel insecure in the public waiting or transfer areas of a transportation network despite adequate technical levels of security.  This article describes a research program studying the influence of design on the perception of security in public transportation waiting and transfer areas.  The program is being conducted in cooperation with a multidisciplinary group of experts, scientists, sociologists, visual art researchers and urban planners.  The project investigates the links between the social interaction of individuals and how they use the waiting or transfer areas.  The research includes station visits, interviews with staff and management responsible for safety and security, and accompanied and unaccompanied trips on the network.  The data will be collected and analyzed according to different user profiles, journey types and days of the week.  A set of international guidelines developed from the research will be available for urban planners and transportation and mobility professionals.  The guidelines will cover the emotional stimuli in waiting and transfer areas and how they influence security generally and people's behavior in these areas.]]></description>

      <title>Current Practices at TxDOT/DPS Border Safety Inspection Facilities and Opportunities for Data Sharing with Federal Agencies</title>

      <description><![CDATA[Concern about the safety of Mexican trucks operating in the United States began in the early 1990s, during the debate over the ratification of the North American Free Trade Agreement (NAFTA). During this debate, a number of U.S. special interest groups argued that Mexican trucks and Mexican truck drivers were unsafe and should not be allowed to operate on U.S. roads. As a result, federal and state governments have directed significant resources towards ensuring the safety of Mexican commercial vehicles and their drivers operating in the United States. This memorandum describes current practices by the Texas Department of Transportation (TxDOT) and the Texas Department of Public Safety (DPS) to inspect commercial vehicles bringing goods from Mexico into the United States. The data for the study were collected during field visits to border safety inspection facilities in El Paso, Texas and Laredo, Texas, as well as through interviews with individuals working for state and federal agencies. The study found that the Mexican federal government has the opportunity to improve safety and the velocity of trade by improving their commercial drivers license database and by providing public truck scales near border crossings. Federal and state governments in the United States can improve the efficiency of border safety inspection stations by increasing their staffing.]]></description>

      <title>International Port Security Program</title>

      <description><![CDATA[The International Port Security (IPS) program was developed by the U.S. Coast Guard to partner with other maritime nations in deterring terrorist attacks on port facilities.  This article describes the legal framework and operations of the IPS program.   The IPS seeks to promote international port security by engaging in bilateral and multilateral discussions with trading nations to share and align maritime security practices.  With the support of the U.S. and other governments, the International Maritime Organization (IMO) adopted the International Ship and Port Facility Security (ISPS) Code in 2004.  The ISPS Code is binding on all IMO member nations.  The Coast Guard's IPS program uses the ISPS Code as a point of reference in discussion regarding antiterrorism measures in place in foreign ports.  The IPS program also uses the International Labour Organization Code of Practice on Security in Ports to help fill gaps in the overall review of security measures in place in a country.  The mandate of the IPS program requires visits to all U.S. maritime trading partners in the next 3 years to get an overall idea of the security process used and the scope of how successful ISPS implementation has been.  More than 40 visits have already taken place, with findings showing good overall implementation of the ISPS Code.  As a result of these visits, several highly effective, low cost security measures have been identified.  The Coast Guard is working closely with countries that have shown problems in compliance to address any significant concerns.]]></description>

      <title>GENERAL AVIATION AIRPORTS: UNAUTHORIZED LAND USE HIGHLIGHTS NEED FOR IMPROVED OVERSIGHT AND ENFORCEMENT</title>

      <description><![CDATA[To increase the capacity of the nation's airport facilities and maintain the aviation infrastructure, the federal government has made financial grants or transferred federal land to about 2,000 of the almost 18,000 general aviation airports in the United States.  To receive this federal assistance, airports must agree to abide by a number of requirements designed to ensure that the public interest is served.  Among other things, airports must obtain approval from the Federal Aviation Administration (FAA) before altering the use or ownership of airport land and must use airport revenues only for their operation, maintenance, or development.  FAA is responsible for monitoring airports' compliance with these requirements and, when requirements are not met, for enforcement.  This report evaluated (1) FAA's monitoring of general aviation airports' compliance with federal land-use requirements and (2) FAA's use of enforcement tools to resolve cases of noncompliance.  To obtain information on FAA's oversight of land at general aviation airports, 14 FAA field offices responsible for overseeing airports' compliance were visited and the remaining 9 responsible FAA field offices were surveyed.]]></description>
