      <title>Innovative Highways: A New Era Begins</title>

      <description><![CDATA[Attention in this article is directed to three recent events that indicate a new era for the nation's highway system. First, the Transportation Research Board (TRB) has just released a report entitled America's Highways: Accelerating the Search for Innovation. Published as part of TRB's Strategic Transportation Research Study (STRS), this report identifies six high-priority, high-payoff targets for a large-scale, concentrated research effort. Second, on July 17, 1984, the American Association of State Highway and Transportation Officials (AASHTO) endorsed the STRS Program and decided to seek legislation that would direct 1/4 of 1 percent of federal-aid highway funds in support of the program. Third, on the basis of a recent Congressional report, Highway Transportation Infrastructure Research and Technology, early indications are that the U.S. Congress may be receptive to this proposal. This report recommends renewing the nation's commitment to highway and bridge materials and structures research, increasing the proportion of funds available for research, and concentrating research support on a small number of critical high-payoff research problems. The STRS, AASHTO, and Congressional recommendations are nearly identical in terms of how highway research should be reoriented to meet the needs of the future. In addition, Federal Highway Administrator Ray A. Barnhart has been an enthusiastic supporter of the proposals that are emerging. Together, these developments reflect a widespread sentiment that major new initiatives to stimulate innovation in the highway sector will be a reality in the very near future.]]></description>

      <title>Guiding State-Specific Studies on Highway Disasters: Examining Differences in Postdisaster Funding</title>

      <description><![CDATA[The highway sector is frequently and severely impacted by natural disasters. To mitigate these effects and reduce the need for large relief budgets or emergency funds, it is crucial to study the resilience of the transportation network. As such, defining resilience in absolute terms is not enough; instead, it is equally important to analyze specific case studies and build a lessons-learned rapport. This is critical because it helps identify unique vulnerabilities and strengths that might be overlooked in broader analyses. However, current research on highway resilience often lacks empirical evidence to support the selection of these unique and significant case studies. This paper fills this knowledge gap by leveraging highway emergency relief funds (ERF) data as it provides insight into the resilience of a highway system. Consequently, a multistep methodology was adopted that included (1) standardizing and normalizing the ERF data; (2) a series of analysis of variance models to evaluate the influence of continuous variables on categorical ones; and (3) extracting unique data points causing variances followed by hierarchical clustering and descriptive statistics to pinpoint and analyze these critical points. Results revealed that while some states and disasters have had attention within the literature, others, such as Georgia and Idaho, share common highway funding urgencies due to flood disasters in 2019 that require more nuanced studies. To this effect, the detailed analysis of factors influencing postdisaster funding and resilience can offer case studies that lead to actionable insights to guide resource allocation, improve disaster response strategies, and enhance overall highway system resilience. This study contributes to the body of knowledge by identifying commonalities of states, years, and disasters that interact to affect time-related and monetary-related factors in the ERF for highways.]]></description>

      <title>Economic Impacts to Navigation from Flood Control and Restoration Using Benefit-Cost Analysis</title>

      <description><![CDATA[Flood control, ecosystem restoration, and infrastructure projects significantly impact navigation for seaports. Quantifying these impacts through Benefit-Cost Analysis (BCA) methodologies effectively communicates the importance of mitigation projects, enhancing their competitiveness for funding. This paper focuses on three case studies involving critical infrastructure in Louisiana: the Timbalier Island Sediment Retention Project, the Larose Floodgate and Vessel Enclosure, and the Fourchon Bridge and Connector Road Project. These projects play crucial roles in managing flood risks, sedimentation, and transportation efficiency along Louisiana’s vital waterways. By applying the Federal Emergency Management Agency’s (FEMA) Direct Federal Assistance Methodology and the US Department of Transportation’s (USDOT) BCA Guidance for Discretionary Grant Programs, this study demonstrates the assessment of direct and indirect economic impacts using different methodologies. Detailed analyses of project costs and benefits provide a comprehensive understanding of the complexities in balancing flood control, ecosystem restoration, infrastructure development, and maritime navigation needs.]]></description>

      <title>Federal Aid to Airports: Past, Present, and Future</title>

      <description><![CDATA[This is the conclusion of an article published in the January-February 1980 issue of TRNews. The Airport and Airway Trust Fund and most of the aviation user taxes that support it are authorized only through June 30, 1980. The funding authorizations for the various programs financed from the Trust Fund will expire on September 30, 1980. Today's high rate of growth in air transportation places increasing demands on our air transportation system and requires that we take aggressive action to maintain a high level of safety and provide the necessary capacity. In anticipation of the expiration of the Trust Fund and the funding authorizations [including the Planning Grant Program (PGP) and Airport Development Aid Program (ADAP)] the administration, through a joint Office of the Secretary of Transportation and Federal Aviation Administration task force, reviewed aviation needs and alternative financing mechanisms to determine the most desirable course for the future. This article discusses those proposed legislative changes.]]></description>

      <title>Maximization of Disadvantaged Business Enterprise (DBE) Participation</title>

      <description><![CDATA[The objective of this study was to maximize participation of Wisconsin Disadvantaged Business Enterprise (DBE) owners and firms in federally funded construction and professional services contracts awarded through the Wisconsin Department of Transportation (WisDOT). To achieve the study’s objective, the research team from the University of Wisconsin-Milwaukee (UWM) gathered extensive DBE data using a variety of methods and sources. These included a review of the available literature, a survey of US state departments of transportation (DOTs) and Wisconsin DBE firms, and a series of interviews with Wisconsin contractor and consultant DBEs, WisDOT’s DBE staff, prime contractors, prime consultants, and construction industry leaders in the state. It was found that most DBEs view WisDOT’s DBE program and support services as being helpful and effective, but the persons interviewed in this study felt more can be done to enhance the program’s outcome. It was discovered that DBE program and firms face a series of barriers to success, with the most significant barriers being a lack of business and management acumen, inadequate financial and human capacity, and a shortage of qualified DBEs in the state. The UWM team has made a series of recommendations in this report to mitigate or remove such barriers. The recommended actions include various steps that should be taken to address specific barriers to DBEs and to create a new strategic educational and pilot training and onboarding program to grow existing DBE firms in the state and develop new qualified DBE firms. Implementing the recommended actions will place WisDOT as the national leader in developing successful DBEs who will significantly contribute to the economic development and growth of the state and the region.]]></description>

      <title>The Backlog of Requests for Aid from the Federal Highway Administration’s Emergency Relief Program</title>

      <description><![CDATA[Recent disasters, both natural and human-made, have battered bridges and highways in the United States. The FHWA’s Emergency Relief (ER) program provides funds to states to repair or replace federal-aid highways and bridges damaged by natural and human-made disasters. After the President or a state governor declares a disaster, the affected state’s department of transportation assesses the damage and submits an application for ER funding to FHWA. Once FHWA determines that an emergency qualifies for the ER program, states are eligible to receive at least 80% of the cost of repairs. The program is funded through a permanent annual authorization of $100 million from the Highway Trust Fund as well as additional annual and supplemental appropriations from the Treasury general fund. FHWA distributes ER program funds to the states twice a year in semiannual allocations. Outside of these semiannual allocations, FHWA may also provide “quick release” funds to a state in the wake of a major disaster to cover emergency operations. Requests for disaster aid routinely exceed the ER program’s funding. When this occurs, each state with an approved ER project receives a portion of the ER program funds available. As a result, states may wait years to receive funding for qualifying ER projects. This report begins by discussing the disparity between the ER program’s funding and potential costs. This report also describes recent changes to the ER program that increased the amount of eligible repair costs. Finally, this report discusses potential legislative options regarding the ER program and its funding, including (1) transferring funds from other sources, (2) increasing the annual funding authorization for the ER program, or (3) reducing or removing federal contributions to ER projects.]]></description>

      <title>Comparison of MIG-29 and F-16 Aircraft in the Field of Susceptibility to Destruction in Combat</title>

      <description><![CDATA[Because the Polish Air Force currently uses F-16 and MiG-29 aircraft, the aim of the study was to conduct a comparison of the susceptibility to destruction in combat of these two aircraft. The first part of the work concerned the analysis of individual critical components, such as: general characteristics of the airframe structure, aircraft engine, flight control system, fuel system, aircraft weapons, radar system. The index of susceptibility to destruction in combat was defined considering the listed critical components and the following types of enemy weapon: aircraft gun, air-to-air missile, anti-aircraft gun, surface-to-air missile. The analysis proved that the aircraft have similar susceptibility to damage in combat, a slight advantage of the F-16 aircraft in this respect was determined. The presented scheme can be used to analyze other aircraft. Proposals of aircraft modifications, directions of further actions, possibilities of using the described method were presented. The method can be used to making decisions by governments regarding the purchase aircraft for their fleets and identify aircraft critical components with high susceptibility to destruction in order to introduce appropriate modifications by military aircraft manufacturers.]]></description>

      <title>Developing Criteria to Inform Resilience Improvement Project Selection and Prioritization</title>

One criterion is that a project needs to be included in an agency’s Transportation Resilience Improvement Plan (TRIP). The Kentucky Transportation Cabinet (KYTC) has an FHWA-approved TRIP, but it has not yet identified or included potential projects in the plan. A methodology is needed to inform the prioritization and selection of TRIP projects.]]></description>

But many agencies have little experience with these projects and can find the complexities of federally funded projects frustrating to deal with. Despite the availability of guidance on LPA project development and delivery, most agencies do not grasp the scope of these processes or fully understand the role they are to play in project administration. Developing an in-person training course on LPA project administration will help local agencies and Kentucky Transportation Cabinet (KYTC) staff have greater clarity on their responsibilities and lay the groundwork for more consistent statewide approach to LPA project administration.]]></description>

It was carried out in accordance with the provisions of section 134(a) of the Federal-Aid Highway Act of 1973. The report was prepared by the Federal Highway Administration and draws heavily upon work of the contractor, The Institute for Analysis and Fact Research Incorporated, and the advice and guidance of an advisory committee composed of members from the U.S. Department of Transportation, U.S. Department of Housing and Urban Development, U.S. Department of the Interior, U.S. Department of Agriculture, American Association of State Highway and Transportation Officials, and the Commission on Highway Beautification. It is based on information provided by 49 States, District of Columbia, Puerto Rico, Forest Service, National Park Service, Bureau of Land Management, and Bureau of Indian Affairs. Other public and private groups were also consulted in the preparation of the report. The report identifies five major issue areas regarding scenic highways. These include national designation, corridor protection and scenic enhancement, complementary facilities, urban emphasis and energy efficiency, and national connectivity.]]></description>

      <description><![CDATA[This report has been prepared in fulfillment of the legislative mandate set forth in Section 123(c) of the Surface Transportation Assistance Act of 1978 (STAA), as follows: (c) Not later than January 1 of the second calendar year which begins after the date of enactment of this section and each calendar year thereafter the Secretary shall submit to Congress an annual report together with such recommendations as the Secretary deems necessary on (1) the latest annual inventory of State systems of penalties required by subsection (a) of this section; (2) the latest annual inventory of State systems for the issuance of special permits required by subsection (b) of this section; (3) the annual certification submitted by each State required by section 141 (b) of title 23, United States Code. The systems of penalties referred to above are the penalties for violations of vehicle weight laws, rules and regulations on any portion of any Federal-aid system. The systems for the issuance of special permits are the permits issued pursuant to State law, rule or regulation which authorize a vehicle to exceed the weight limitation for such vehicle. The report is divided into three sections; the first contains the review and analysis of the annual submitted by each State before January 1, 1981, and the second and third sections contain the update of the systems of permits and penalties, respectively.]]></description>

      <title>Legal Aspects of Airport Programs. Topic 15-04. Civil Rights Requirements at Federally Obligated Airports</title>

      <description><![CDATA[Airports are subject to myriad civil rights laws, regulations, and programs, some of which have been recently updated. These include the applicable provisions of the Disadvantaged Business Enterprise (DBE), Airport Concession Disadvantaged Business Enterprise (ACDBE), the Americans With Disabilities Act (ADA), Section 504 of the Rehabilitation Act, and Title VI of the Civil Rights Act (Title VI). Civil rights obligations are a contractual part of the airport environment as a condition of accepting federal funds but are also of increasing importance in order to achieve efficient transparent compliance and enhance community relations.
OBJECTIVE: This digest will provide airports with a survey and analysis of civil rights and other related requirements applicable to airports, including DBE/ACDBE, the ADA, and Title VI. The digest should include (1) an overview of the historic legislative authority of the requirements, (2) highlights of legal issues that may arise with the interaction of state and local laws, and (3) programs with these requirements, (4) a discussion of the variations in the implementation of these requirements as a result of federal court decisions, (5) the impacts of recent regulatory changes to these programs, (6) benchmarking best practices for airports in complying with such laws, and (7) relevant emerging issues. It should complement and cross-reference as appropriate, but not duplicate, legal research digests and other ACRP studies concerning these programs and federal grant assurance requirements.]]></description>
