      <title>AN ECONOMIC EVALUATION OF TRAFFIC MOVEMENT AT VARIOUS SPEEDS</title>

      <description><![CDATA[THE PURPOSE OF THIS STUDY WAS TO EVALUATE ECONOMIC UTILITY OR COST OF RESOURCES CONSUMED BY THE HIGHWAY TRANSPORTATION INDUSTRY FOR VARIOUS SPEEDS OF TRAVEL IN RURAL AND URBAN AREAS FOR PASSENGER CARS AND COMMERCIAL VEHICLES ON 2- AND 4- LANE STREETS AND HIGHWAYS DURING DAYTIME AND NIGHTTIME TRAVEL. GRAPHICAL RELATIONSHIPS OF ECONOMICS OF VEHICLE OPERATION, VALUES OF TIME, SAFETY OF TRAVEL, AND THEIR SUM, WHICH IS DEFINED AS THE TOTAL COST OF TRAFFIC MOVEMENT, WERE DRAWN FOR THE VARIOUS CONDITIONS. THE MINIMUM POINT ON EACH TOTAL COST CURVE REPRESENTS THAT SPEED AT WHICH THE COST OF TRAFFIC MOVEMENT IS MINIMIZED. RESULTS INDICATED THAT THERE WAS A SPEED WHICH MINIMIZED THE COST OF TRAFFIC MOVEMENT FOR EACH OF THE VARIOUS CONDITIONS CONSIDERED. THIS SPEED WAS DEFINED AS THE OPTIMAL SPEED. IN RURAL AREAS THE OPTIMAL SPEED WAS 50 MPH FOR PASSENGER CARS AND 41 MPH FOR COMMERCIAL VEHICLES. OPTIMAL SPEEDS IN URBAN AREAS DECREASED WITH AN INCREASE IN NUMBER OF STOPS PER MILE FROM 41 TO 29 MPH FOR PASSENGER CARS AND FROM 36 TO 25 MPH FOR COMMERCIAL VEHICLES WITH 1 AND 8 STOPS PER MILE, RESPECTIVELY. THE MOST DIRECT APPLICATION OF THE RESULTS IS LIKELY TO BE IN THE ESTABLISHMENT OF STATEWIDE OR AREAWIDE SPEED LIMITS WHERE THE LIMIT IS ESTABLISHED SO THAT THE MEAN SPEED OF THE VEHICLES COINCIDES WITH THE OPTIMAL SPEED. /AUTHOR/]]></description>

      <description><![CDATA[During 1989 and 1990, research was conducted to determine optimum establishment methods, weed control techniques, fertility responses and mowing effects for adapted wildflower species.  The use of preplant, preemergent and postemergent herbicides improved wildflower establishment and performance by reducing competition from grassy weeds. Base fertility requirements for optimum wildflower bloom performance were determined.  Thirty wildflower species showed good rebloom characteristics when mowed high during summer for bloom regeneration and for weed control.  An improved basic wildflower mix was formulated for optimum initial performance and response to management practices.]]></description>

      <title>EXCUSE ME FOR BARGING IN: ESTABLISHMENT OF A HAZARDOUS MATERIALS FERRY BETWEEN DETROIT AND WINDSOR</title>

      <description><![CDATA[The barriers to entry encountered in establishing the Detroit-Windsor Truck Ferry Service are discussed.  The ferry service was needed to transport hazardous-materials-laden vehicles, which were not allowed access to the bridge and tunnel linking the cities of Detroit and Windsor.  Without the ferry, these vehicles were detoured 265 km to a northern bridge crossing for deliveries between the two border cities.  The crossing between Detroit and Windsor is the most important North American border crossing in terms of volume of trucks and trade value of goods ($44.5 billion, U.S. dollars, in 1990).  The efficient movement of all classes of freight is essential to the competitiveness of automobile and automobile-related industries in the region.  A major challenge in establishing the ferry service was overcoming safety concerns.  The start-up involved multiple jurisdictions in two countries.  Firsthand experience in planning, establishing, and operating this business and relevant government regulations and bylaws, correspondence, and newspaper articles are cited.  The successful establishment of this ferry service and its role in improving transport safety, enhancing the transportation infrastructure, and protecting the environment are demonstrated.]]></description>

SLOPE EXPOSURE ALSO AFFECTS THE ADAPTION OF PLANT SPECIES USED AS SOD. MICROCLIMATE IS ALTERED BY ORIENTATIONS OF THE SOIL SURFACE WITH RESPECT TO THE SUN. MEASUREMENTS OF MICRO- CLIMATE CONDITIONS WERE MADE ON SLOPE FACINGS AT VARIOUS TIMES DURING THE SEASON AND UNDER SEVERAL CONDITIONS OF PLANT COVER.  CLOSE RELATIONSHIPS WERE FOUND BETWEEN SOIL SURFACE TEMPERATURE AND LIGHT INTENSITY, DENSITY OF SOD, PLANT COVER CLIPPING HEIGHT, AND THE DIRECTION TOWARDS WHICH THE SLOPE FACES.  THERE WAS LITTLE RELATIONSHIP BETWEEN THE TEMPERATURE 3 FEET ABOVE THE SOIL AND AT THE SOIL SURFACE. SLOPE FACINGS SHOULD BE CONSIDERED IN SELECTING SPECIES, MULCHES, AND FERTILIZERS FOR TURF ESTABLISHMENT. TO TAKE ADVANTAGE OF FAVORABLE TEMPERATURE CONDITIONS, SOUTH-FACING SLOPES MIGHT BE SEEDED EARLIER IN THE SPRING AND LATER IN THE FALL THAN NORTH-FACING SLOPES.]]></description>

      <description><![CDATA[IN A SERIES OF TESTS, THE RESEARCHERS WERE ABLE TO DETERMINE THAT THERE WERE NO SUBSTANCES IN ANNUAL RYEGRASS TO RETARD GERMINATION OR INHIBIT GROWTH OF BERMUDAGRASS WHEN THE FORMER SPECIES IS USED AS A COMPANION CROP FOR QUICK STABILIZATION. THE STUDY INDICATES, HOWEVER, THAT ANNUAL RYEGRASS IS EXTREMELY COMPETITIVE AND THAT GROWTH OF BERMUDAGRASS WAS REDUCED AS THE RATE OF RYEGRASS WAS INCREASED. GENERALLY, THE BEST PLOTS OF BERMUDAGRASS WERE ESTABLISHED WHEN SEEDED ALONE. IN MANY INSTANCES THOUGH, IT IS NECESSARY TO ESTABLISH A QUICK COVER IN ORDER TO CONTROL EROSION, HENCE THE NEED FOR ADDING ANNUAL RYEGRASS. TREATMENT OF ANNUAL RYEGRASS WITH DALAPON AND PARAQUAT HERBICIDES, AND/OR MOWING, TENDED TO REDUCE OR ELIMINATE THE COMPETITION. MOWING SLOPES OFTEN CAUSE RUTTING TO SUCH A DEGREE THAT THIS METHOD OF CONTROL WAS UNSATISFACTORY. WHEN A QUICK COVER IS NOT ESSENTIAL, OR WHERE A SURFACE MULCH WILL AFFORD PROTECTION FOR A RELATIVELY LONG PERIOD, BERMUDAGRASS SHOULD BE SEEDED ALONE. IF A QUICK COVER IS REQUIRED, ANNUAL RYEGRASS CAN BE SEEDED AT REDUCED RATES AND ITS AGGRESSIVE TRAITS CONTROLLED THROUGH THE USE OF HERBICIDES OF BY MOWING. THE RATES USED REPRESENT MODIFICATIONS OF THE ASSOCIATED EQUIPMENT DISTRIBUTORS RENTAL RATES OR ARE BASED ON THE ASSOCIATED GENERAL CONTRACTORS OF AMERICAS SCHEDULE OF EQUIPMENT OWNERSHIP COSTS. THE USE OF THESE BASES HAS CERTAIN DEFICIENCIES BECAUSE' THEY ARE NATIONAL AVERAGES, THEY INCLUDE INAPPLICABLE COSTS, AND SUCH FORMULAE DO NOT RECOGNIZE THAT EQUIPMENT USED MAY BE FULLY DEPRECIATED. AN EXAMINATION OF THE BASES REPORTED BY THE STATES LED TO AN IDENTIFICATION OF THE APPROPRIATE EQUIPMENT COSTS AND OTHER FACTORS PERTINENT TO RATE DETERMINATION. A FORMULA TO EXPRESS EQUIPMENT COSTS AS AN HOURLY RATE WAS DEVELOPED. A CASE STUDY WAS MADE TO EXPERIENCE THE PROBLEMS OF APPLYING THE FORMULA AND TO DEMONSTRATE THE DEVELOPMENT OF RENTAL RATES. THE GUIDELINES WERE DEVELOPED ON THE PREMISE THAT THE RATES AT WHICH CONTRACTORS ARE REIMBURSED FOR EQUIPMENT USE SHOULD BE BASED ON ACTUAL COSTS, AND COST INFORMATION SHOULD BE SUSCEPTIBLE TO VERIFICATION BY THE HIGHWAY DEPARTMENT. THE COST SYSTEM OUTLINED CAN BE APPLIED TO THE ACCOUNTING FOR STATE-OR COUNTY-OWNED EQUIPMENT. RATES USED INTERNALLY FOR THE ALLOCATION OF EQUIPMENT COSTS TO MAINTENANCE DISTRICTS OR OTHER COST CENTERS WOULD BE ON A SIMILAR FULLY-ALLOCATED COST BASIS.]]></description>

      <title>FATIGUE BEHAVIOR OF STRUCTURAL STEELS AND THEIR WELDMENTS</title>

STEELS CONSIDERED WERE A7, A36, A373, A242, A441, V50, V60, SSS, AND T1-A. THE VARIOUS STRUCTURAL STEELS AND THEIR WELDMENTS WERE EVALUATED FROM TWO VIEWPOINTS, FIRST, THE FATIGUE PROPERTIES OF THE MATERIALS IN QUESTION WERE COMPARED TO ESTABLISH STANDARD MINIMUM REQUIREMENTS, AND SECOND, THE FATIGUE PROPERTIES OF THE NEWLY INTRODUCED MATERIALS WERE COMPARED TO THE FATIGUE PROPERTIES OF THE STEEL KNOWN, USED AND PROVEN THROUGH A LONG PERIOD OF TIME. ALSO, THE PROPERTIES OF THE WELD METAL AND OF THE TRANSITION ZONE WERE COMPARED TO THE PROPERTIES OF THE BASE METALS. THE FATIGUE PROPERTIES OF VARIOUS GRADES OF STRUCTURAL STEEL AND THEIR WELDMENTS WERE EXAMINED IN COMPARISON WITH THE AMERICAN WELDING SOCIETY SPECIFICATIONS AND STRESSES RECOMMENDED BY THE UNITED STATES STEEL CORPORATION FOR THEIR HEAT-TREATED STEELS. LOW CARBON, LOW-ALLOY HIGH-STRENGTH, AND PROPRIETARY GRADE V-STEELS MET THE MINIMUM REQUIREMENTS OF THE AWS SPECIFICATIONS FOR REPEATED STRESSES. COMPARABLE RECOMMENDED REQUIREMENTS FOR THE HEAT-TREATED STEELS APPEAR TO BE HIGH IN SOME CASES. IN GENERAL, FOR APPROXIMATELY THE SAME RATIO OF TEST STRESS LEVEL TO THE ULTIMATE STATIC STRENGTH, THE LOWER STRENGTH STEELS HAVE LONGER FATIGUE LIVES. WELDMENTS WERE FOUND TO HAVE AS LONG FATIGUE LIVES AS THE CORRESPONDING BASE METALS, EXCEPT FOR THE HEAT-TREATED STEELS. UNDERSTRESSING APPEARED TO REDUCE THE FATIGUE LIFE OF ALL SPECIMENS BUT HAD NO EFFECT ON THE STATIC PROPERTIES. INCLUDED IN THIS REPORT ARE APPENDICES WHICH DEAL WITH METHODS OF OBSERVING THE DEVELOPMENT OF FATIGUE CRACKS, PREVIOUS TESTS OF STRUCTURAL STEELS AND THEIR WELDMENTS, EVALUATION OF SPECIFIED MINIMUM FATIGUE REQUIREMENTS AND SUPPORTING TESTS, DETERMINATION OF FATIGUE STRENGTH REDUCTION FACTOR FOR NOTCHED SPECIMENS AND DERIVATION OF S-N CURVES FOR A36, A242, AND T1-A STEELS.]]></description>

IT WAS DETERMINED THAT 70 TO 80 POUNDS OF NITROGEN AND 160 -185 POUNDS OF PHOSPHOROUS PER ACRE SHOULD BE USED WITH ALL SEEDINGS MADE ON SUBSOIL ROADSIDE AREAS. THE EFFECTIVENESS OF STRAW MULCH WAS LESSENED AS A RESULT OF COMPETITION FROM VOLUNTEER CEREALS. TWO VARIETIES OF WHEATGRASS AND ALFALFA SHOULD FORM A PART OF ALL SEED MIXTURES. SEED MIXTURES, WITH RECOMMENDED VARIETIES, RATES OF SEEDING AND TIME OF SEEDING WERE EVALUATED AND COMPARED WITH STANDARD PRACTICE SHOWING DEFINITE ECONOMIC BENEFITS AS WELL AS GOOD TURF ESTABLISHMENT. MULCHING MATERIALS FOR EROSION CONTROL WERE EVALUATED. HAY, WOODCHIPS AND BARK FRAGMENTS GAVE BEST RESULTS. FERTILIZATION AND LIMING FOR IMPROVED TURF WERE INVESTIGATED. AFTER FIVE YEARS, PLOTS WITHOUT LIME OR FERTILIZER SHOWED SIGNS OF THINNING. MALEIC HYDRAZIDE /MH- 30/ WAS MORE EFFECTIVE WHEN APPLIED IN THE SPRING AND PRODUCED GREATER INHIBITION AT EIGHT POUNDS PER ACRE THAN AT THE FOUR POUND RATE. SEVERAL ECOLOGICALLY ADAPTED SPECIES OF PLANT MATERIALS /FRAGRANT SUMAC, TARTARIAN HONEYSUCKLE, INDIGO BUSH, ETC./ WERE GROWN ON HIGHWAY ROADSIDES BY DIRECT SEEDING. SWEETFERN /COMPTONIA PEREGRINA/ WAS GROWN BY PLANTING OF RHIZOMES. DURING THE PERIOD OF THIS RESEARCH /1962-1966/ THERE WAS A DEFICIENCY IN PRECIPITATION WHICH AFFECTED THE TESTS. /AUTHOR/]]></description>

PERTINENT INFORMATION IS SUMMARIZED ON TURF ESTABLISHMENT UNDER CONDITIONS FOUND ALONG NEWLY GRADED HIGHWAYS FOR USE IN FUTURE PLANNING RESEARCH. ROADSIDE DEVELOPMENT, PARTICULARLY TURF ESTABLISHMENT, INVOLVES A COMBINATION OF PROBLEMS WHICH ARE ENCOUNTERED ONLY ALONG ROADSIDES. STEEP SLOPES AND INFERTILE, COMPACTED SUBSOILS MAKE TURF ESTABLISHMENT DIFFICULT. THE CHARACTERISTICS REQUIRED IN GRASS AND LEGUME SPECIES FOR ROADSIDE TURF ARE /1/ RAPID ESTABLISHMENT TO PREVENT UNDUE EROSION, /2/ THE ABILITY TO MAINTAIN THEMSELVES, /3/ LOW GROWTH HABITS AND OTHER CHARACTERISTICS WHICH PERMIT EASE IN MOWING, AND /4/ ABSENCE OF WEED-LIKE STRUCTURES.
