      <title>UPDATE OF THE 1992 MOTOR VEHICLE COST RESPONSIBILITY STUDY</title>

      <description><![CDATA[This report contains the 1994 Update of the 1992 Motor Vehicle Cost Responsibility Study (see TRIS 639915).  It was prepared to be presented to the 1995 Oregon Legislative Assembly.  The report is presented in four sections.  The first section, Introduction and Background, reviews the purpose and history of the cost responsibility studies.  The next section, General Methodology, discusses the approach used in the 1994 Update, which is the same as that used in the 1992 Study and previous Oregon cost responsibility studies.  The third section, Cost Responsibility Determinants, outlines the major components of a cost responsibility study then presents traffic data and expenditure data for the 1994 Update.  The final section, Study Results, presents and discusses the major findings of the 1994 Update.  These findings pertain to:  (1) the distribution of responsibility between basic and heavy vehicles; (2) the distribution of responsibility between the various heavy vehicle weight groups and the recommended tax rates that most closely approximate the cost responsibility of each 2,000-pound heavy vehicle weight class; and (3) the level of subsidies.]]></description>

In the first phase of the study, the relative importance and economics of rail transportation are analyzed as they apply to the distribution process of construction aggregates.  In the second phase, ten case studies, representing both typical operations and operations which offer significant opportunities for improvement in service to aggregate producers and profitability for the railroad, are discussed.]]></description>
