      <description><![CDATA[Minnesota Guidestar is the “brand-name” that’s been given to the Intelligent Transportation System (ITS) program that the Minnesota Department of Transportation’s Office of Advanced Transportation Systems is responsible for leading. ITS is defined as the use of technology to improve the movement of people and goods. Minnesota Guidestar is charged with shaping a better transportation system through leadership in technology testing and development, institutional progessiveness and innovative partnerships. In the first five years of existence, the program has launched sixty ITS initiatives involving over 70 public, private and academic sector partners, who currently contribute over 22 percent of the total program costs/resources. The NOVA Statewide ITS Strategic Plan sets the direction for the Minnesota Guidestar program by focusing on extending ITS to the urban and rural areas of Greater Minnesota.]]></description>

      <description><![CDATA[Following the completion of ITS Strategic Plan 2000, the Guidestar Board of Directors requested that a detailed plan be developed to articulate specific activities that should be undertaken to support the action items that were developed as part of ITS Strategic Plan 2000. To facilitate the development of this action plan, the Board of Directors had two working meetings in which Board members engaged in in-depth discussions of action items. The comments and suggestions made at these meetings were organized into specific activities to be undertaken to facilitate the implementation of an integrated statewide ITS program. This plan outlines the action items and related activities.  Activities for each action item are divided into three categories, ongoing, short-term and long-term. The ongoing activities should be done on a regular basis; short-term activities should be completed within the next six to twelve months; and long-term activities should be completed within one to ten years]]></description>

      <description><![CDATA[ITS Strategic Plan 2000 is Minnesota Guidestar Board of Directors' guide for implementation of an integrated statewide program for Intelligent Transportation Systems. The plan is intended to be used by the Board of Directors, as well as by the broad community of ITS users and providers, to promote the development, deployment and use of ITS within the State of Minnesota. If this plan is to succeed, it needs the cooperation of all affected groups involved in ITS and transportation planning and deployment in the state. Strategic Plan 2000: 1) Establishes a mission, vision, goals and action items for the Board of Directors; 2) Explores impediments and issues that need to be overcome; 3) Suggests programs for deployment along with a deployment strategy that can be used by agencies, institutions, cities and counties as a road map of where future ITS investments are going to occur; and 4) Provides a historical overview of the Minnesota Guidestar Program and the projects that have been deployed since the 1997 Strategic Plan was adopted]]></description>

      <title>STATEWIDE ITS DEVELOPMENT AND DEPLOYMENT PLAN</title>

      <description><![CDATA[This plan was developed to create a means to implement the ongoing short-term and long-term activities identified in the Statewide ITS Action Plan. As part of the process for organizing the approximately seventy-five Action Plan activities, these were summarized and grouped into four areas:  Deployment Principles and Evaluation Criteria Outreach, Partnerships, and Program Delivery. Specific activities were assigned to the appropriate category and placed in logical order of implementation. Appendix A identifies the implementation areas, as well as specific activities to be undertaken in each. Implementation Teams for each of the categories were then created.  Implementation Teams, made up of Board members, support staff and technical support associates, were charged with the task of developing an implementation plan to carry out the activities for their area. Survey results indicated that weather and road conditions are the two major travel concerns. The project combines a computer-aided dispatch/automatic vehicle location (CAD/AVL) system GPS, and a geographic information system.  The project also disseminates information through an advanced traveler information system (ATIS) using electronic signs, monitors, kiosks, and an online computer system.]]></description>
