      <title>Alternate Compliance Programs: Overseeing the Authorized Classification Societies</title>

      <description><![CDATA[After a pilot program implemented in February 1995, a final rule instituted the alternate compliance program (ACP) on December 24, 1997. The ACP currently comprises approximately 270 vessels. Most of these are tank, container, and deep draft cargo ships. If they meet extensive criteria, including prior attainment of most statutory certificate issuance authorizations and ISO 9000 or equivalent documentation and procedure quality management system certification, certain classification societies can have an "ACP authority" designation under this alternate compliance system. Currently, Germanischer Lloyd, Det Norske Veritas, Lloyd's Register of Shipping, and the American Bureau of Shipping are the four ACP-authorized classification societies. The authors examine ACP-related issues, including administrative and operational oversight and inspections. An insert compares the ACP with the Maritime Security Program.]]></description>

These rules went into effect on November 1, 1986 and apply to ice conditions in the northern Baltic Sea. The chief goal of this amended version was to enable the measurement of certain structural members (e.g., transverse and longitudinal frames) by means of direct calculations.]]></description>
