      <title>SHOULDER SURFACE TREATMENTS ON THE NEW YORK STATE THRUWAY</title>

      <description><![CDATA[THE OPINION IS EXPRESSED THAT THE FATALITY RATE ON THE NEW YORK STATE THRUWAY IN 1969---1.64 DEATHS PER 100 MILLION MILES OF TRAVEL, THE BEST RECORD IN 11 YEARS AND ONE OF THE THREE BEST RECORDS IN THE NATION THAT YEAR---WAS DIRECTLY RELATED TO THE FACT THAT 1969 WAS THE FIRST YEAR IN WHICH ALL THE OUTSIDE SHOULDERS OF THE THRUWAY WERE STABILIZED. THE ORIGINAL THRUWAY SHOULDERS PROVED UNSTABLE AND CONSTANTLY IN NEED OF MAINTENANCE. AN UPGRADED MATERIAL SPECIFICATION IN 1964 (100% THROUGH A ONE-INCH SCREEN, 75% FRACTURE) RESULTED IN GREAT IMPROVEMENT, BUT TRAFFIC ACTION, ESPECIALLY BY HEAVY TRUCKS, CONTINUED TO CAUSE PROBLEMS. A CORRECTIVE PROGRAM WAS UNDERTAKEN TO REBUILD THE SHOULDERS WHERE NECESSARY IN CONJUNCTION WITH RESURFACING PROJECTS AND TO SURFACE-TREAT THE REMAINING SHOULDERS. THE SURFACE TREATMENT DIFFERS FROM THE PRACTICE OF OTHER AGENCIES IN TWO RESPECTS: (1) TAR IS UNIVERSALLY USED BECAUSE OF ADVANTAGES THAT ARE LISTED, AND (2) BECAUSE OF DIFFICULTIES EXPERIENCED WITH CONVENTIONAL STONE-APPLICATION METHODS, BIT PAVING HAS BEEN ADOPTED. THE INITIAL BIT PAVER USED ALSO HAD A PRODUCTION PROBLEM LOW VOLUME AND CONSEQUENT DOWN-TIME FOR RECHARGING---THAT WAS SOLVED BY A NEW DESIGN EMPLOYING A HOOK-UP TO A 6000-GALLON TRANSPORT.]]></description>
