      <title>AN ESTIMATE OF THE 1970 U.S. URBAN TRANSIT DEFICIT</title>

      <description><![CDATA[The paper provides estimates of operating and total deficits incurred in 1970 by urban public transportation properties classified by urbanized area and mode.  The operating deficit for all properties incurring such deficits in 1970 is estimated to be $190 million.  Of this amount, the bus deficit was $109 million and the rail rapid transit deficit was $81 million.  The total deficit for 1970 is estimated to be $450 million, exclusive of way and structure costs.  The largest bus deficits were incurred in urban areas with populations of one to five million people; the largest rail rapid transit deficits were incurred in urban areas with populations over five million people.]]></description>

      <description><![CDATA[The Intercity Transportation Effectiveness - Access/Assignment Model is a planning tool designed to evaluate the alternatives available for increasing the capacity of groundside passenger handling facilities to accomodate the expected increase in air travel, specifically the expansion of existing airports, the construction of new airports, and the construction of off-site or satellite passenger processing facilities. The model is capable of representing specific regions, including multicity, multi-airport situations. Proposed system of facilities can be tested easily at little cost.  The assignment of air passengers to facilities in a proposed system is designed to reach an equilibrium between the facility supply (represented by time impedances) and the passengers using the facility.  The capital costs of the system are computed on a daily basis, enabling a comparison with reductions in the passengers' perceived time costs. The estimates are derived by independently projecting capital/output ratios and expected output. Specifically, it is assumed that the funds necessary to purchase the capital are available from either internal or external financial sources.  A discussion of the reliability of the projection approach and a description of the computer program which was used to develop the capital stock measures are also included in the report.
