It is one of a series of Environment Monographs that have been published as part of the OECD Environment Programme's work on improving chemical accident prevention, preparedness and response. The Workshop addressed numerous issues related to the prevention of, preparedness for and response to transportation accidents involving dangerous goods. A basic premise of the meeting was that the objective of all stakeholders should be to prevent such accidents, but that "it is likely that something unlikely will happen" (Aristotle).]]></description>

      <description><![CDATA[The regulations of the International Maritime Organization categorize the most noxious of liquid substances as Category A substances. There are forty-six substances so classified, and this paper discusses what is involved for carriers and ports in complying with Annex II of MARPOL 73/78 in relation to them. Rather than taking each regulation individually in detail, the author's approach is to discuss the implications for a particular hypothetical voyage involving a particular Category A cargo. He gives a step-by-step explanation of how the requirements would affect cargo acquisition, loading transport and discharge. Flow charts detailing tank cleaning and residue disposal procedures for Category A substances are included.]]></description>

      <title>SECURITY BLANKETS FOR CHEM CARGOES</title>

      <description><![CDATA[It is considered desirable that liquid chemical cargoes be blanketed with nitrogen as protection against moisture and oxidation. A new technology is described that provides an alternative way of accomplishing this, replacing the use of shipboard nitrogen tanks and cylinders. Developed by Dow Chemical Company, it passes compressed air through a semipermeable membrane. The membrane separates out gaseous nitrogen from the air to provide a continuous source of 95% to 98% dry nitrogen gas that is ideal for blanketing chemical storage tanks.]]></description>

      <title>FORECASTING THE DEMAND FOR FREIGHT TRANSPORT IN CANADA: A TIME SERIES APPROACH</title>

      <description><![CDATA[This paper reports on work done by the Research Branch between November 1977 and April 1978, to forecast the demand for freight transport in Canada.  The approach taken relies on time series analysis, and is intended to complement previous econometric work in the area.  As the present study was envisaged as a methodological exploration to illustrate the strengths and limitations of time series analysis, it was decided to deal with only three groups of commodities: coal, newsprint, and chemicals and chemical products.  These commodity groups were chosen in consultation with officials from Transport Canada.  Individual chapters deal specifically with the movement of these commodities by rail and ship to and from the U.S. as well as by ship from Canada to various overseas destinations.]]></description>

      <title>RESIDUE CALCULATION METHOD FOR CHEMICAL TANKERS</title>

      <description><![CDATA[A simple calculation procedure for predicting quantities of residue left in a tank after cargo discharge has been developed.  A comparison of calculated values and 38 data points obtained from measurements on board seagoing tankers (2000 t and 30000 t) and an inland tanker (1000 t) showed on average very good agreement -- despite the inevitable scatter in the measurements due, for example, to uncontrollable variations in cargo discharge and tank washing procedures.  The importance of a well defined tank stripping procedure has been demonstrated.]]></description>

      <title>CHEMICAL TANKER CLEANING BY VENTILATION</title>

However, for most products ventilation times are excessively long if usual ventilation procedures are followed.  On theoretical basis a formula for estimating required ventilation times is derived that has shown satisfactory agreement with a full scale test, in which 0,20 cum of pentane residue was removed by ventilation.
