STRAY CURRENT CORROSION: EFFECTS ON UNDERGROUND PIPES AND CABLES. JANUARY, 1966-SEPTEMBER, 1981 (CITATIONS FROM THE METALS ABSTRACTS DATA BASE)

The phenomena of stray current corrosion is considered in terms of underground conductivity and its contribution to accelerated corrosion. Topics include corrosion phenomena associated with electric railways, underground cables and reinforced concrete structures. The use of both anodic and cathodic protection systems is included. (Contains 127 citations fully indexed and including a title list.)

ORGANIZATION ANALYSIS OF THE REGULATORY PROCESS: A COMPARATIVE STUDY OF THE DECISION MAKING PROCESS IN THE FEDERAL COMMUNICATIONS COMMISSION AND THE ENVIRONMENTAL PROTECTION AGENCY

The report is an analysis of regulatory commissions and how they fit their regulatory policies into the general framework of national economic policy. The study is directed toward answering these questions: (1) Do the independent agencies function in a way which obscures policy questions in favor of ad hoc, incremental judgments; (2) Do executive branch regulatory agencies function by taking a comprehensive, analytic overview of policy alternatives; (3) Do location and structure cause behavioral consequences for an agency; (4) Are there different regulatory functions for independent and regulatory agencies; (5) Is transitional equity and technological change affected by agency location and structure; and (6) Does the concern with location and structure fail to consider the way in which mission affects form and its consequences. The report includes an overview of regulatory activities of the EPA and FCC and four case studies: (1) FCC's specialized common carrier decision; (2) FCC's development of 1972 cable TV rules; (3) EPA's automobile emission standard suspension decision; and (4) EPA's development of effluent guidelines for the beet sugar processing industry. Also included is an analysis and comparison; and an appendix which is a memorandum of law.

MARKET RESEARCH STUDY SPECIAL COMMUNICATIONS EQUIPMENT. PART I, SINGAPORE

The market research was undertaken to study the present and potential US share of the market in Singapore for special communications equipment; to examine growth trends in Singaporean end-user industries over the next few years; to identify specific product categories that offer the most promising export potential for US companies; and to provide basic data which will assist US suppliers in determining current and potential sales and marketing opportunities. The trade promotional and marketing techniques were also reviewed.

ENERGY USE IN THE CONTRACT CONSTRUCTION INDUSTRY

This report is an analysis of energy use in the contract construction industry compiled to determine the amount of energy used and the potential impact that national energy shortages would have on the industry. Analysis includes building construction, heavy construction, and special trades. The overview is composed of a discussion of the industry structure, energy use, intraindustry variations, energy supply, and substitutability and conservation of fuels. Contractors in the following industries are analyzed: Single-family housing; residential building; industrial building; nonresidential construction; highway and street; bridge, tunnel, and elevated-highway; waterworks, sewer, pipeline, communication line, and power line; heavy construction, swimming pool and fence; and special trades.

AIR POLLUTION EFFECTS ON CATASTROPHIC FAILURE OF METALS

Air pollutants contribute to the catastrophic failure of metal structures through the mechanisms of stress-corrosion cracking, corrosion fatigue, and hydrogen embrittlement. The 'Silver Bridge' catastrophe, LORAN tower parts failures, aircraft parts failures resulting in accidents, and communications equipment failures are examples cited that were related to air pollution. An economic analysis of these failures indicated that accompanying injury and loss of life is an annual economic loss to the nation of from $50 million to $100 million.

A SURFACE - WAVE TRANSMISSION LINE FOR VEHICULAR COMMUNICATIONS

A year's study carried out by the ESSA/ITS Guided Wave Technology Group under contract from the OHSGT/DOT indicates that low cost, excellent coupling characteristics, and ability to serve vehicles on two closely spaced guideways make the Goubau surface-wave transmission line an attractive solution to the high-speed ground transportation communications problem. Further testing in a real environment should be undertaken to prove or disprove the encouraging results obtained experimentally with the 918-ft prototype line used in this study.
