Development of an Interface for an Airport Pavement Management System Based on a Geographical Information System

Desenvolvimento De Uma Interface Para Um Sistema De Gerencia De Pavimentos De Aeroportos Baseada Em Um Sistema De Informacao Geografica

This paper describes how geographical information system (GIS) is a tool for data collection, storage, recovery, manipulation and analysis. It can combine attributes that are used in pavement management system (PMS) with spatial data of the pavement. The integration among those systems is essential to help managers decide issues such as pavement maintenance and recovery, and the priority that should be given to a specific action. In turn, this can result in cost reduction in the process of pavement management of airports. In Brazil, system integration does not occur frequently because training programs are not offered to or sought by technicians involved in pavement maintenance, and constitutes a hindrance to the absorption of new technologies. The objective of this work was to develop a graphic interface to integrate a database, with attributes related to pavement management of airports, and the MicroStation Geographics GIS software. The interface was built based on technical specifications from national and international agencies, such as INFRAERO, the Federal Aviation Administration (FAA), and the Texas Department of Transportation. Its structure allows the insertion and manipulation of attributes related to structural and functional conditions of aircraft parking, access, and landing and take-off pavements of two airports of two State capitals (Aracaju and Joao Pessoa), in Brazil’s Northeast region. It allows technicians, with only basic notions of pavement maintenance, to interact directly with GIS’s routines and internal configurations. Through its windows, it is possible to make conjectures on pavement conditions as a whole. It is based on a central database that contains all the information of the pavement, making it possible to define criteria for the decision-making process regarding to the actions of maintenance, restoration and, if necessary, reconstruction of a pavement structure.
