Airport Privatization in Brazil: Challenges and Opportunities

The authors of this article (Paragraph No. 20,351) note that the negotiations involved in the creation of a Brazilian National Civil Aviation Agency (ANAC) between late 2000 and early 2002 opened the way for the creation of privatization models for the country's largest and most important airports. In this context, "privatization" refers to the private management of public facilities and services under a concession or lease contract. Although Brazil's national government has postponed airport privatization and the creation of ANAC, the authors believe that the government should continue to explore options for the privatization of airport operations. The article's main objectives include an analysis of the current practices and the most important alternatives for the privatization of the major federal airports in Brazil, as well as a discussion of challenges and opportunities in view of the new domestic regulatory environment the government plans to implement this year. The authors first present an overview of the centralized management model currently in place for major airports in Brazil, while pointing out its advantages and disadvantages. Included in the discussion are the so-called lack of stimuli, the country's unprofitable airports, and the well-entrenched practice of cross-subsidization. The authors conclude by detailing some of the critical points of the official ANAC draft legislation and the current position of the new government regarding airport privatization.
