A MULTICRITERIA DECISION SUPPORT METHODOLOGY FOR EVALUATING AIRPORT EXPANSION PLANS

Strategic decision-making in transportation, including the aviation sector, requires an assessment of advantages and disadvantages of possible choices. Although various decision evaluation methods emphasizing market effects have been used in the past, multi-dimensional methods have been developed to complement traditional cost-benefit analysis. These multi-dimensional methods attempt to evaluate all relevant impacts of a potential choice on the basis of important policy criteria. The authors offer a new evaluation framework based on a blend of three previous approaches--regime analysis, the Saaty method and the Flag model. A case study on conflicting plans for airport expansion in the Mastricht area of the Netherlands tests this new framework using economic, social and environmental criteria.
