TRANSBORDER DISASTER MANAGEMENT. IN: THE GEOGRAPHICAL DIMENSIONS OF TERRORISM

Proximity to international borders presents planners, policy makers, and emergency response agencies with many challenges. Economic, social, and political differences, variations in the perception of the nature and scope of threats, and the willingness and ability to plan for and respond to emergency situations are amplified by international boundaries. Issues of geographic or institutional jurisdiction, functional capabilities and requirements, and cooperative planning and response that are normally addressed as local or regional activities within a national context, become foreign policy matters where international boundaries exist. Effective disaster planning and response on each side of the border and coordination of efforts across borders can be enhanced by the availability and use of geospatial technologies (such as GIS and remote sensing) and by shared, geographic data.
