A FRAMEWORK FOR DEVELOPING STOCHASTIC MULTI-OBJECTIVE PAVEMENT MANAGEMENT SYSTEMS
This paper proposes a framework for developing a stochastic, multi-objective pavement management system (PMS). The multi-objective framework is discussed, and the departure from stochastic single-objective PMSs is highlighted. It is shown that the multi-objective PMS approach would result in several non-dominated (pareto-optimal) policies. These are PMS policies whose attributes make them competitive. The advantage of the stochastic multi-objective approach is to allow decisionmakers to have an important leverage in the final choice of PMS policy.
