IMPROVING ROAD MANAGEMENT AND FINANCING: A REVIEW OF SOME RECENT EXPERIENCE OF POLICY REFORMS IN AFRICA
This paper assesses the recent performance of road funds in a few selected countries in Africa where these funds have existed for some time, based on 3 guiding principles: have they improved resource allocation; have they improved operational efficiency; and have they improved the quantity/quality of road maintenance? Key findings and recommendations from the analysis are presented. The paper also draws inferences from the study as to the role that technology tranfser could be expected to play in addressing outstanding issues.
