RETHINKING THE ROLE OF WATER FOR FREIGHT PLANNING
The operational concept of the High Speed Sealift (HSS)/Agile Port (AP) promotes the development of ocean-transiting cargo vessels traveling at 40 knots or greater and state-of-the-art material and handling technologies, tagging, tracking, and information management systems for rapid deployment of military personnel and equipment. Research efforts to commercialize these technologies have primarily concentrated on determining whether there is a market for "high velocity" consumer commodities. However, given the growing list of environmental issues associated with normal port activities, there may be a more generalized application for the HSS/AP concept to be considered. This application would expand the opportunity for intermodal freight movements and potentially change development patterns.
