WHY INVEST IN TRANSPORTATION?

The author points out the strengths and weaknesses in the article appearing in this issue written by Damian Kulash. He agrees with the issue of public investment in highways, but disagrees with the simplified concept of a national highway system and the idea that ITS can solve all problems.
